The Greenbelt Authority (GBA) is a Government Corporation established under the Greenbelt Authority Act No. 23 of 2017. The main purpose of the organization is to championlarge scale commercial irrigation through efficient use of land and water resources in order to accelerate socio-economic transformation of the country.

GBA is inviting applications for suitable qualified candidates to fill the vacant position currently existing within the Authority.


To provide an efficient financial management support service to the core operations of the Greenbelt Authority.

1. Key responsibilities of the position

The Director of Finance and Investment shall be responsible, but not limited, for the following:

i. Establishes, reviews and maintains sound financial management systems in line with relevant legislation, policies and procedures
ii. Produce accurate and timely financial reports in accordance with government National requirements
iii. Coordinates the preparation of annual performance management plans and budgets and monitoring and controlling expenditure patterns of the Authority
iv. Produce accurate management accounts for use in decision making by Executive Management.
v. Formulate, implement and monitor short-term and long-term financial plans, budgets and strategies within resources allocated.
vi. Manage monthly funding requirements from various departments and making reasonable monthly cash requirement forecasts.
vii. Follow up on payments made by business partners and ensure timely collection of cheques and cash transfers made from government
viii. Maintain a sound accounting system that gives assurance that records and controls are sufficient to ensure accuracy and reliability of financial information.
ix. Develop, implementing and reviewing financial policies; systems and procedures; and management and control systems.
x. Account for all the GBA’s income, expenditure, assets in accordance with professional accounting practices.
xi. Supervise all activities of the GBA Finance department and represent the Authority on all matters of Finance.
xii. Oversees the preparation of financial statements as well as production of management accounts and coordination of external audit function
xiii. Performs the treasury management function of the Authority by recommending and implementing optimal investment options.

2. Responsibility
Reporting to the Chief Executive Officer, the Director of Finance and Investment will have direct responsibility for the following officers in the Authority:

Finance Manager
Management Accountant
Finance Accountant

3. Minimum qualifications and experience

i. A first Degree in Accounting or Finance;
ii. Professional qualification such as ACCA, CIMA and ACA;
iii. Master’s degree in Accounting or Finance or Business Administration;
iv. A minimum of eight (8) years relevant post qualification experienceat senior management level;
v. Those with experience in the Agriculture Irrigation sector or management of irrigation projects will have an added advantage.

4. Key competencies
The ideal candidate for the position must:

a) Be a Malawian;
b) Knowledge of Government and computerized accounting systems is a necessity.
c) Have good leadership and team building skills;
d) Be results oriented, decisive, self-motivated, a natural team builder with excellentcommunication and interpersonal skills; and
e) Be of high integrity.

5. Appointment and Remuneration
The successful candidate shall be offered a performance-related contract of three years renewable based on satisfactory performance with an attractive salary and benefits commensurate with seniority of this role and candidate’s experience and qualifications.
