FINANCIAL SYSTEMS AND INSURANCE ADVISOR
The project “Promotion of agricultural finance for agri-based enterprises in rural areas in Malawi” is part of a global project funded by the German Federal Ministry of Economic Cooperation and Development (BMZ). The objective of the project is to improve the access of farms and agri-based enterprises in rural areas to financial services that are adapted to their business models.
More specifically, the project supports farmers and agri-based enterprises in identifying economically viable business models, improving their financial skills and thus strengthening their capacities to take decisions on financing, investments and the use of financial services. At the same time, the project accompanies selected financial institutions in expanding and adapting their financial services to the specific requirements of the agricultural sector.
The project focuses on the following regions: Chitipa, Karonga, Nkhata Bay and Mzimba in the North; Kasungu, Nkhotakota and Salima in the Central region; and Chiradzulu, Mulanje, and Thyolo in the South. The project office for the Central region is based in Lilongwe.
For the activities within this project, GIZ recruits a Financial Systems & Insurance technical advisor for the primary districts in the South. This is a position for a professional in agriculture, agri-business and/or business promotion with experience in promoting access to finance.
The advisor is responsible for:
•Designing, implementing and coordinating activities with key implementing partners aimed atstrengthening the capacities of farmers and agri-based enterprises and improving their access to financial services, with specific consideration of youth and women in close cooperation with the Advisor Agricultural Finance, Microfinance and Banking.
The professional advisor performs the following tasks:
•advises selected partner institutions within the agricultural sector and establishes and strengthens
relationships between the demand side (agricultural sector) and the supply side (financial institutions);
•develops, adapts and implements quality capacity development tools related to accessing, creating and adjusting (digital) financial services, investment planning and advanced financial literacy, adapted to the needs of the target groups (e.g. farmer organizations, agro-dealers, processors, traders);
•analyses existing capacities among the target groups in financial management and access to financial services as well as capacity building measures already provided by other actors and remaining capacity building needs gap;
•maintains close communication with advisors of other GIZ projects in economic and agricultural
development to ensure the complementarity of efforts and to coordinate related activities, field trips and events;
•identifies business models along the target value chains and supports in analyzing their viability and financing needs;
•advises farmer organizations and agri-based enterprises in identifying their financing needs and
accompanies them in applying for financial services;
•deals with the design, preparation and implementation of workshops, trainings and other events within the project;
•drafts the TOR and follows up on the timely delivery and quality of advisory services to be provided by consultants or other service providers;
•facilitates linkages, collaborates and interacts with all relevant stakeholders on issues concerning the development, dissemination and adoption of agricultural finance solutions;
•follows up on the recommendations of the gender analysis of the project and advises on specific considerations for youth and women among the target group that need to be considered in the implementation of the project;
•prepares and implements detailed work plans of selected core elements of the project, which identify, prioritize and sequence the activities required for successful delivery;
•ensures knowledge transfer to electronic project documentation files;
•collects data required for project monitoring and evaluation from implementing partners in the agricultural sector; and
•contributes to project report writing, statistics, communication and presentations.
3. Required qualifications, competences and experience
•Masters Degree in Agronomy, Agriculture-Economics, Finance, Economics, Rural Development or in any other area that is closely related to the project objectives.
•at least 7 years of professional experience in a comparable position working with enterprises and actors along agricultural value chains;
•solid understanding of financial concepts (e.g. gross margin calculation, cash flow, depreciation, cash flow-based lending, interest rates);
•experience in collecting and analyzing data from the agricultural sector;
•experience in developing and implementing trainings and advisory services for farmer organizations and rural MSMEs is considered as an advantage; and
•professional experience in working with financial institutions in rural areas is considered as an advantage.
Other knowledge, additional competences
•high degree of self-initiative and organization;
•capacity to ensure timely and professional results;
•very good working knowledge of ITC technologies (related software, phone, email, the internet) and MS Office, especially PowerPoint and Excel;
•fluent in written and spoken English;
capacity to develop and conduct trainings;
•strong competencies in communication and working as part of a team;
•availability to go on field missions; and
•willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
