Norwegian Church Aid works with people and organisations around the world in their struggle to eradicate poverty and unjustice. MEAL OFFICER- TRANSFORM PROGRAM

Program Description
The Sustainable Food Systems for Rural Agriculture Transformation and Resilience (TRANSFORM) program will during its implementation period of 3 years and 6 months (2021-2025) “strengthen local food systems and demonstrate a sustainable improvement of food and nutrition security, income, and resilience to climate change among 150,000 agriculture- dependent rural households within 22 EPAs of Dowa, Mchinji, Kasungu, Mzimba, and Rumphi districts.

Transform Program is being coordinated by three Norwegian organizations namely the Norwegian Church Aid (NCA), the Development Fund of Norway (DF), and Norwegian University of Life Sciences (NMBU).

Main Responsibility
The MEAL officer will be responsible for designing and implementing the M&E activities of the Project; preparing Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis, uploading information in the Project Information Management System (PIMS) and will be responsible for the collection & analysis of different data in relation to the project activities. The Monitoring and Evaluation Officer works in close collaboration with work closely with project team in the Transform Program, DANIDA and Flanders funder projects.

Duties and responsibilities
The Monitoring and Evaluation Officer will have the following duties and responsibilities:

•Develop and strengthen monitoring, inspection, and evaluation procedures
•Monitor all project activities and progress towards achieving the project output.
•Recommend further improvement of the results framework.
•Develop monitoring and impact indicator for the project success.
•Monitor and evaluate overall progress on achievement of results.
•Monitor the sustainability of the project’s results.
•Provide feedback to the project team on project strategies and activities.
•Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks.
•Report monthly, quarterly, half-yearly and annual progress on all project activities to the Program Coordinator.
•Conduct capacity assessment on existing monitoring and evaluation system Develop indicators and a monitoring strategy for the project.
•Provide inputs, information, and statistics for quarterly, annual and other reports.
•Participate in annual project reviews and planning workshops and assist the Project
•Support monitoring and evaluation of the effects and impact of the project.
•Perform other duties as required.

Competencies, Knowledge Management and Learning
•In-depth knowledge on Digital Data Management, M&E, and agriculture related interventions
•Excellent knowledge of monitoring and the application of methodology: good understanding of capacity assessment methodologies; excellent ability to identify significant capacity building opportunities.
•Excellent communication skills (written and oral): Sensitivity to and responsiveness to all partners, Respectful and helpful relations with donors and project staff.

Education, Qualifications and Experience
•University Degree preferably in Economics or related field.
•At least 5 years of experience in the design and implementation of M&E in development projects implemented by national/international NGOs Government.
•Experience in designing tools and strategies for data collection, analysis, and production of reports.
•Proven ICT skills, especially the use of Kobo Toolbox
•Expertise in analysing data using statistical software.
•Strong training & facilitation skills.

Language Requirements
•Fluency in written and spoken English.
