Norwegian Church Aid works with people and organisations around the world in their struggle to eradicate poverty and unjustice. We provide emergency assistance in disasters and work for long-tem development in local communities. In order to address the root causes of poverty, we advocate for just decisions by public authorities, businesses and religious leaders.

Norwegian Church Aid (NCA) is an International Non-Governmental Organization working in over 30 countries around the world. It is a member of the worldwide ACT-Alliance, comprised of 140 churches.and church-related organizations cooperating on humanitarian assistance, advocacy, and development. Norwegian Church AId has been working in Malawi since 2002. Programme Officer – Climate Smart Economic Empowerment

Reports to: Program Coordinator – Climate Smart Economic Empowerment

Base: Country office in Lilongwe.

The aim of CSEE Strategic Initiative is to contribute to sustainable development by helping empower marginalized people to lift themselves out of poverty while building a resilience towards climate change. This strategic initiative focuses on creating opportunities for a sustainable supportable income generation in agriculture while absorbing work forces into activities contributing to food security.

Main Responsibility
The program officer will be an addition support in fostering marketing systems and strengthening linkages with industry players along the value chains to create sustainability of the agriculture sector which is dependent on robust business development services that contribute to creation of effective and efficient value chains. It also supports job and entrepreneurship creation outside the food sector. In this role, you must build strong partnerships across all areas of the organization and with colleagues at all levels. You are inclusive and bring out the best in those working around you.

Duties and responsibilities

Strategic oversight
•Ensuring that all interventions are aligned to NCA Country Strategy, government growth economic strategies, donor requirements and international agendas.
•Provide ongoing direction and leadership for program and project operations.
•Ensure that monitoring and evaluation systems enhance accountability.

Project and program management
•Designing project interventions including theory of change to achieve the desired change.
•Managing at least five DANIDA funded projects
•Prepare project results framework and budget.
•Coordinate programs in line with annual performance goals and objectives
•Together with MEAL Specialist, oversee monitoring, evaluation, accountability and learning for the projects.

Program Quality
•Ensuring evidence-based interventions are practiced
•Ensuring program integration among thematic areas
Identifying strategic partnerships to achieve the desirable change efficiently and effectively.

Fundraising and Resource Mobilization
•Identifying funding opportunities
•Leading in developing proposals
•Networking with key donors to share organization vision and work in Malawi.

Partnership generation
•Identifying local organizations to work with under the CSEE program
Defining the role of private sector in programming.

Coordination
•Managing implementing partners under CSEE
•Coordinating integration of country programs to ensure effectiveness and efficiency.

Education, Qualifications and Experience
•Degree in Economics, Agricultural Economics, Business Management, International Development or in other related Social Sciences
•Those with master’s degree will have an added advantage
•Minimum 5 years’ relevant work experience in project and program management preferably with International NGOs
•Report writing and presentation skills
•Excellent English communication skills, both verbal and written.
Solid understanding and background of Economics-Business-Agricultural Economics
•Experience in value chain development and market access related, and/or analysis/research of agribusiness and/or socio-economic development projects.
•Understand Emerging Markets
Structured, can keep a desk clean, keep track of cases
•Climate Principles/SDG/ESG understanding
•And then you are a person who has good humor, easy going and charismatic.

Language Requirements
•Fluency in written and spoken English.
