Family Health Services (FHS), formerly known as PSI Malawi, has partnered with the government of Malawi through the Ministry of Health (MoH) since 1994 in safeguarding the health of Malawians by using private sector approaches to reconfigure healthcare delivery – (i) through directly delivering innovative social and behavior change communications, social marketing, and social franchising across a wide range of health areas including Reproductive Health, HIV, Malaria and water-borne disease prevention (ii) by playing a market facilitation role, approaching market challenges and opportunities with a system-wide lens that unlocks a self-sustaining market with multiple players that can prioritize, adapt and ultimately thrive without external assistance and funds.

While a local organisation with deep roots in Malawi, Family Health Services is globally connected; mainly through affiliation to Population Service International (PSI), a Washington DC-based non-governmental and non-profit making organization that boasts a global network of members across over 50 countries through which FHS continues to leverage capacities, learnings, and best practice to enhance activities in Malawi. To accomplish its mission, FHS is inviting applications from suitably qualified candidates to fill the vacant position of Assistant Finance Manager.

Reporting to the Finance Manager  the Assistant Finance Manager is responsible for the day to day running of the finance department ensuring that finance management services are provided timely and as per the relevant policy provisions. S/he ensures maximum utilization of the available human capital including capacity building/on the job coach of the team. S/he is a hands-on person on cash flow and treasury management, risk and currency management and taxation. The Assistant Finance Manager is responsible for ensuring that all transactions in the department are executed timely and as per the relevant policy; assists the Finance Manager in transactional reviews, reasonableness tests and schedule reviews for financial reporting S/he is a key person in the management of audits, ensuring that audit samples and explanations are provided on time and ensuring Management Actions Plans (MAPs) are closed with the set 90 days. Specifically, he/she will be required to perform the following duties and responsibilities.

People Management

  • Liaises with the Head of Department and the Finance Manager in determining and/or enforcing the right combination of tasks/roles to enhance segregation of duties.
  • Assists the Head of Department and the Finance Manager in setting performance objectives .
  • Supervises finance team ensuring daily tasks are performed as per the guidelines, identifying capacity gaps and providing on the job coaching to the team

Cash Flow Forecasting

  • Prepares accurate cash flow forecasts in consultations with budget holders

Treasury Management

  • Conducts trade in money market and foreign currency instruments in line with the relevant policy (sources bids from registered banks, negotiates rates where necessary and prepares the necessary paperwork to complete the deal)
  • Monitors bank account balances to ensure sufficient cash availability at all the time
  • Works hand in hand with the Grants and Sub Awards section on project advance statuses
  • Liaising with the bank and Management on all treasury transactions

Journal entries

  • Creates new project codes and classes as may be directed from to time.
  • Manages the whole journal management process from preparation to upload to review if done by subordinates.

Financial Reporting

  • Ensures that accurate data recording is done (real time processing)
  • Conducts reasonableness tests/reviews to observe any unusual balances/transactions (on the balance sheet, Income statement and any other report
  • Conducts transactional reviews to identify any errors and/or mispostings
  • Push adjustment journals if needed
  • Reviews financial statements and schedules for accuracy, correctness and completeness
  • Manages currency adjustments and ensure proper accounting for forex gains and losses
  • Perform common indirect costs allocations in accordance with the governing policy

Audits

  • Supports the Finance Manager in planning and executing all audits (statutory, internal, project and donor audits) including ensuring that documents and responses are provided in time
  • Manages the interaction with the auditors on the ground
  • Provides Management Action Plans and ensures they are actioned timely

Risk Management

  • Supports the Finance Manager is identifying risks affecting the department or the organization as a whole
  • Supports implementation of risk mitigation measures of the identified risks

Currency Management

  • Determines the appropriate exchange rate for a particular month in accordance with the provisions of the Finance manual
  • Monitors foreign currency denominated transactions and manage them to avoid making exchange rate losses
  • Ensures that exchange gains and losses are properly recorded and accounted for

Taxation

  • Ensures that taxes (PAYE, Withholding and FBT) are payed within the legal requirement
  • Calculates FBT in accordance with the law
  • Ensures that PAYE and Withholding Tax Account reconciliations are done before the next tax payment

Qualifications, Knowledge, Abilities and Skills.

  • Degree in accounting or any other relevant discipline from an accredited institution
  • Chartered/qualified accountant with any recognized professional body e.g ACCA, CIMA, ICAM.
