CHIEF EXECUTIVE OFFICER (GRADE TC1)

 

Applications are invited from suitably qualified candidates of Malawian origin to fill the position of Chief Executive Officer tenable at Tobacco Commissionโ€™s Head Office in Kanengo, Lilongwe.

THE ORGANISATION

The Tobacco Commission (the Commission) is a Statutory Corporation established by an Act of Parliament, the Tobacco Industry Act 2019, (now repealed) by enactment of the Tobacco Industry Act No 5of 2024. Its major function is to regulate and promote the development of the tobacco industry in Malawi.

In order to effectively and efficiently fulfil its mandate, the Commission now invites suitably qualified and experienced dynamic individuals to fill the challenging and exciting position OfCHIEF EXECUTIVE OFFICER (GRADE TC 1), on a fixed term employment contract.

PURPOSE OF THE JOB

The Chief Executive Officer is accountable to the Commission Chairperson and is responsible for steering the Commissionโ€™s success in regulating the tobacco industry.

KEY DUTIES AND RESPONSIBILITIES

The Chief Executive Officer shall be expected to perform the following duties, among others:

  1. Manage the day to day operations of the Commission through planning, organizing, supervising, coordinating and directing activities and proper management of its material resources and human resources.
  2. Manage and regulate tobacco production and marketing in Malawi by among other things:
    1. Initiating periodic review of outdated legislation related to tobacco production and marketing;
    2. Streamlining the registration and licensing of growers, buyers, tobacco selling floor operators, commercial graders and other relevant stakeholders;
    3. Promoting smooth and fair marketing of tobacco;
    4. Establish mechanisms of synchronizing supply and demand to ensure stabilized markets;
    5. Promoting good agricultural practices;
    6. Reviewing guidelines for the importation and exporting of tobacco.
    7. Licensing and registration of tobacco processing factories.
    8. Issuance of permits for exporting tobacco.
  3. Ensure that the Commission promotes and maintains stable production of tobacco with available resources by among other things:
    1. Facilitate the establishment and registration of Tobacco growersโ€™ associations;
    2. Negotiating tobacco selling prices at all levels; both for contract farming and non-contract farming.
    3. Providing for relevant data and plans for succeeding marketing seasons.
  4. Promote the production and marketing of contaminant free tobacco that is well graded and presented with traditional mix of samples by, among other things: โ€“
    1. Promoting marketing of balance crop with traditional mix of styles according to market demand;
    2. Promoting sale of tobacco free of Non Tobacco Related Materials (NTRM),
    3. Promoting good curing, grading and presentation of tobacco;
    4. Promoting marketing tobacco with acceptable minimum levels of chemical residues and radio activity;
    5. Promoting sale of pest free tobacco.
  5. Collate and disseminate statistics and carry out market research relating to tobacco, by among other things: โ€“
    1. Establishing and maintaining collection and liaison with regulatory bodies and stakeholders in the world;
    2. Carrying out and coordinating market research on tobacco in close collaboration with all stakeholders;
    3. Disseminating accurate and reliable information on time.
  6. Produce reliable tobacco production estimates by 1st March, each year and achieve at least 75% confidence level.
  7. Strengthen the Commission Financial Management System and identify alternative sources of finances;
  8. Ensure the financial viability for the Commission by maintaining a sustainable resource base and identifying alternative sources of finances;
  9. Ensure a vibrant human resource base and management through the hiring, developing and maintaining adequate, well qualified, competent and highly motivated human resources.
  10. Ensure that the core values that buttress the Commissionโ€™s business strategy, are emphasized and adhered to at all times.
  11. Serve as Secretary to the Commission (the board of Tobacco Commission).
  12. Generally, spearhead the implementation of all functions of the Tobacco Commission as provided in the Tobacco Industry Act 2024.

QUALIFICATION AND EXPERIENCE

The ideal candidate must have;

  1. Mastersโ€™ and Bachelorโ€™s Degree in any of the following areas of study; Agriculture, Trade, Finance, Economics, Law or Business Administration.
  2. Seven (7) yearsโ€™ experience at senior management level in an agro-based industry or a commercial organization.

THE PERSON

Required Competences, Attributes and Skills

The ideal candidate, among others, should have the following key competences:

  1. Proven track record of managing work teams of various skills
  2. Hands on experience managing a diversified agro-based institution;
  3. Working experience with the Malawi agricultural sectors, specifically the tobacco industry;
  4. An in-depth understanding and knowledge of Government policies and procedures;
  5. Mature, highly diplomatic and ability to manage hostilities and sensitive to environmental and social economic issues;
  6. Excellent interpersonal and communication skills;
  7. High level of professionalism and integrity;
  8. High level of leadership and managerial competencies.
  9. Knowledge in Corporate Governance principles

APPOINTMENT AND REMUNERATION

The successful candidate shall be offered a negotiable performance related fixed term employment contract, with an attractive salary and benefits commensurate with the seniority of the position and qualifications of the candidate.
