Overview

We have been retained by our client in the Health Sector in Malawi to carry out an Executive Search for suitably qualifying persons to fill the positions of Contract Manager, Procurement Specialist, and Procurement Officer. 1. CONTRACT MANAGER

 

Position purpose
Reporting to the Head of Finance, the position is to support the Procurement Department with day-to-day coordination and management of the entityโ€™s supported activities and ensuring that they are implemented in compliance with Malawi Laws and regulations. The position holder will oversee contracts activities and works closely with the entity to ensure contracts are executed in compliance with Malawi Laws and donor regulations.

Educational Qualification and Experience

  • Masters Degree in Procurement or related field from a reputable university.
  • A professional qualification in procurement and knowledge of Malawi Contract Law.
  • Ten (10) yearsโ€™ experience working as a Contract Manager in a similar position responsible for contract management and reporting.
  • Proficiency in Microsoft Office applications [Word, Excel, Power point, Outlook, Microsoft Project) and any other applications used in the procurement function.
  • Be a registered person with valid membership to MIPS.
  • Demonstrate experience in handling procurements works, goods and services in a high-volume organization.
  • Demonstrable understanding of the public procurement and disposal laws and regulations.
  • Excellent analytical, interpersonal, leadership, oral and written communication skills.

Duties and Responsibilities

  • Oversee the development, negotiation, and management of contracts for infrastructure, warehousing and distribution contracts, ensuring compliance with legal and regulatory requirements.
  • Review and interpret contract terms and conditions, identifying potential risks and proposing mitigation strategies.
  • Provide guidance on contract-related matters during project planning, execution, and close-out phases.
  • Track contracts performance together with technical representatives,ย invoices processing, be part of contract evaluation and lead in close-out of contracts
  • Develop and implement strategies for the resolution of claims and disputes, ensuring the protection of the Government of Malawi and Donorโ€™s resources.

 

 

2. PROCUREMENT SPECIALIST

Position Purpose
Reporting to the Head of Finance, the position is to oversee procurement related grant activity implementation and work closely with the entity to ensure accurate procurement reporting and compliance with Government of Malawi Procurement laws and regulations.

Educational Qualification and Experience

  • Masters Degree in Procurement or related field from a reputable university.
  • A professional qualification in procurement and registered with Malawi Institute of Procurement and Supply (MIPS).
  • Knowledge of Malawi Contract Law will be an added advantage.
  • Ten (10) yearsโ€™ experience working as a Contract Manager in a similar position responsible for contract management and reporting.
  • Experience in the preparation of works, goods and services bid documents, evaluation reports and contracts is required.
  • Demonstrable understanding of the public procurement and disposal laws and regulation.
  • Proficiency in Microsoft Office applications (Word, Excel, Power point, Outlook, Microsoft Project) and any other applications used in the procurement function.

Duties and Responsibilities

  • Support procurement needs of the entity and develop, maintain, update and institute standard operating procedures to guide the work of the entityโ€™s staff in the procurement in line with PPDA and donor policies and practices.
  • Ensure a transparent procurement tracking system and ensure audit trail for all necessary procurement documentation.
  • Review bid documents including requests for quotes (RFQ), National Competitive Bidding (NCB), International Competitive Bidding (ICB) where applicable, terms and conditions, and evaluation criteria for procurements to obtain competitive quotes on goods, services and works; review recommendations for procurement to achieve value for money
  • Work very closely with the relevant departments to ensure a totally compliant and transparent procurement system with focus on teamwork and great customer service.
  • Building capacity of the entityโ€™s procurement staff on the procurement processes, regulations and best practices.

 

 

 

3. PROCUREMENT OFFICER

Position Purpose
Reporting to theย Procurement Specialist,ย the position is to overseeย procurement related grant activity implementation and work closely with the entity to ensure accurate procurement reporting and compliance with Government of Malawi Procurement laws and regulations.

Educational Qualification and Experience

  • A University Degree in Procurement, Business or related field, from a reputable university, a Masterโ€™s Degree will be an added advantage.
  • A professional qualification in procurement
  • At least 5 yearsโ€™ experience working as a Procurement Officer in a similar position responsible for procurement performance.
  • Working experience with international donors or development cooperation agencies and government.
  • Experience in preparation of works and consultancy bid documents, evaluation reports, and contracts is required.
  • Demonstrable understanding of the public procurement and disposal laws and regulations.
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook,ย Microsoft Project) and any otherย applications used in the procurement function.

Duties and Responsibilities

  • Prepare procurement plans for Malaria, TB and HIV Programs on non-health products.
  • Undertake and overseeing the closing and opening of bids, maintaining the security and confidentiality of bids.
  • Managing Contracts with suppliers/Consultants/Service Providers both local and international.
  • Focal point in evaluation of tenders (goods, services, and consultancy) and proper record trail.
  • Advisory role to Management on procurement related SOPs
