Overall Objective

Directing in the development of software products to achieve business objectives of MRA Corporate Strategic Plan and leading the department in conducting research for introducing new software products or services as well as improving existing software products or services to drive efficiency, transparency, and effective revenue collection.

Responsibilities

• Prioritizing development of ICT projects in the Corporate Strategic Plan in consultation with stakeholders
• Overseeing analysis and designing of scalable, configurable and secure software products that meets user requirements and aligns with MRA Strategic Goals.
• Overseeing enforcement of regular updates of source code in the centralized software repository by all team members.
• Monitoring project progress to ensure that they are delivered in time, within budget and meets user requirements.
• Leading in deployment of completed and successfully tested software products into production environment.
• Guiding in conducting of tests on developed new software products or services.
• Facilitating reviews of research documentation and developed software products or services.
• Recommending developed new products or services to Management.
• Overseeing maintenance of data in MRA data ware-house; and requesting and provision of data to business users.
• Leading a contingent of software architect, analysts, developers and ICT researchers
• Leading in conducting performance reviews and corrective actions for the department.
• Overseeing planning and execution of training plans for capacity building for the department.
• Working with ICT leadership team to establish and drive plans for cross-cutting training, skill development, and succession planning.
• Managing staff activities within the department including implementation of the disciplinary, appraisal, leave and promotion procedures.
• Serving as a mentor and coach to members of staff

Education and Experience

• Minimum of master’s degree in computer science or information technology or any ICT related field.
• At least 5 years’ experience in managing ICT Systems Development in large organization and implementation of large-scale software systems.
