Inter Aide (IA) is a French NGO. For 40 years, IA has been carrying out and monitoring concrete development programs in remote rural areas and is now active in six African countries and Haiti.

Inter Aide launched its first programs in Malawi in 1992 and is now working in the following fields:

  • Water, Sanitation and hygiene (WASH)
  • Water supply system maintenance
  • Agriculture including Newcastle disease control in poultry
  • Child Health.


The Child Health program is deployed in Phalombe District and Mchinji District. Its goal is to reduce the number of children under five years old, including neonates, who get and/or die from preventable diseases. This means that the program objectives are:

1. To increase the number of children receiving early diagnosis and/or treatment for common diseases.
2. To increase the number of parents implementing prevention behaviours (e.g. latrines, hand washing, etc).
3. To reduce the number of complications during pregnancy and birth (e.g. prematurity, infection etc) through increasing antenatal
care, safe delivery and family planning.
The current strategy is based on two levels of action:l Community level: Inter Aide, through field-based Community Health Facilitators (CHF), spreads health messages on different topics (hygiene and sanitation, prevention against malaria, health seeking, family planning, safe motherhood). CHFs use different technics such as triggering sessions or household counselling.

Health system level: Inter Aide coordinates and works with a diverse group of organizations in Phalombe District, including the Malawi Ministry of Health (MOH), District Executive Council (DEC), Health facility staff, Traditional Administrative units, International and National development partners & civil society organizations (CSOs), Area and Village level development councils (ADCs and
VDCs) to realize long-term health outcomes in the district.


Inter Aide is currently looking for a full-time Deputy Program Manager for the Phalombe program.
Missions of the Deputy Program Manager (DPM) He/she will be based in Phalombe Boma with frequent field visits (Nambazo, Kalinde, Nazombe, Nambiti, Waruma and Chitekesa). He/she will report directly to the Program Manager (based in Phalombe) and Area Manager (based in France). The main responsibilities of the DPM are as following:

1) Supervise all project activities

  • Ensure that all activities are implemented according to health program strategy and policy,
  • Conduct regular supervision in the field (at least 2 days per week),
  • Support field supervisors in improving team management for all activities (supervisions, team organization, continuous training, staff evaluations, etc.),
  • Lead implementation of the HSS activities with particular attention to health information, service delivery, leadership and governance and health workforce.
  • Support the management team in their daily work and help them progress,
  • Prepare and facilitate technical meetings and management meetings,
  • Support IA works in the health centers (Development and monitoring of MoU with HC),
  • Plan, organize and monitor all constructions (village clinic, outreach clinic, maternity).

2) Ensure an operational monitoring of Child Health program

  • Supervise and verify the monthly accounting before submission to the Program Manager,
  • Prepare monthly budgets and funds request every month according to the project needs,
  • Review field reports prepared by the Field supervisor and the ASO,
  • Support the M&E system: database control, data analysis in conjunction with the M&E assistant,
  • Submit monthly, semester and annual reports to the Program Manager and Area Manager,
  • Open to of proposal to improve the program.

3) Program representation and coordination with Government and other NGOs

  • Manage relationships and maintain Inter Aide position in various coordination fora such as Public Health Emergency Medical Countermeasures (PHEMC) DEC, WASH, etc.
  • Conduct regular meetings with DHSS office and submit activities reports as per the MOUs developed,
  • Involve DHO as much as possible in our activities,
  • Creates and maintains links with the other NGOs working in Phalombe,
  • Share and make staff and partners understand Inter Aide’s policy.

4) Human resources (team of 21 people)

  • Monitor, train and evaluate the team,
  • Conduct staff appraisal with the team,
  • Be fair and equitable in all decisions concerning the team,
  • Being uncompromising against all forms of discrimination within the team (gender, age, sexual orientation…),
  • Organize trainings for the team when needed.

5) Financial, administrative and logistics

  • Supervise the vehicle fleet management (1 car and 5 motorbikes), safety and security of IA teams, assets and premise,
  • Supervise the store, plans and organizes purchases with the logistician,
  • Ensure that child health program has procedures in place to control the use of resources and funds,
  • Conduct period audits to confirm this.


Advanced education (at least Bachelor degree) in relevant field (community development, community health, nursing, public health…)

  • Experience of 3 years minimum in project and team management compulsory,
  • Proven experience in monitoring and evaluation tools and accounting,
  • Field oriented, patient, tenacity, flexibility and autonomy,
  • Fluent Chichewa and English (including writing skills),
  • Motorbike driving licence and/or car driving licence would be a plus.


  • Only Malawian citizens
  • 1-year contract, renewable
