Overview

1. Job Title: Design, Monitoring and Evaluation Officer (x1)
2. Location: Head Office (Lilongwe)
3. Reporting to: DME Manager

Good Neighbors International (GNI) is an international humanitarian and development organization in General Consultative Status with the United Nations Economic and Social Council (UN ECOSOC) with its headquarters in Seoul, Republic of Korea. Good Neighbors implements various community development projects within the following sectors; Health, Education, Water and Sanitation, Agriculture and Social Welfare (advocacy for children’s rights other livelihood projects and emergency response.

Scope

The role of DME Officer will be mainly in mobile application, data management and evaluations. This includes but not limited to collection, cleaning, analysis and management and also supporting database development, testing and management, creating APls, visualizations and dashboards to track KPIs and demonstrate program impact.

Purpose and rationale

The M&E Officer will provide support to Program M&E activities. He / She will support and learn all aspects of monitoring, evaluation and learning including but not limited to data collection, entry, management and analysis.

Expectations and deliverables

Under the supervision of the DME Manager, the DME Officer is expected to develop and update the program and project databases and dashboards, ensure data quality, track program and project performance, reporting and provide monthly data feedback to project team and DME department.

Take part in the production of the program and project M&E reporting.

Duties and responsibilities:

  1. Develop electronic data collection tools and facilitate their reviews
  2. Accurate tracking of data into project databases within deadlines
  3. Perform rigorous project data cleaning and field-level error reconciliations (Data Quality checks), jointly with the program team to ensure that the data sitting in the program database is of integrity
  4. Development of tools like monitoring and evaluation (M&E) plan or activity monitoring, evaluation and learning plan (AMELP), Theory of Change, Results-based M&E framework, SOPs etc.
  5. Oversee data quality checks on regular schedule and under the guidance of DME Manager
  6. Consolidating relevant tools together with program and project teams (indicator reference sheet, data dictionaries, ToCs, Logframes, Results-based matrices etc)
  7. Conduct preliminary data analysis, presentation and sharing with the project and program teams and partners
  8. Compiling data to contribute towards strategic decision-making, Knowledge management, sharing best practices and program planning with program team
  9. Conduct trainings to DME and program staff as advised by DME Manager
  10. Support project proposal development plus any other duties as assigned by DME Manager

Qualifications

Academic Professional Qualifications and Relevant experience:

  1. Bachelor’s Degree in Statistics, Economics, Agricultural Economics, Social Sciences with related combination of Statistics and Computer Science, Monitoring and Evaluation, Public Health or related backgrounds from accredited institution
  2. An undergraduate qualification in the similar discipline coupled with relevant experience will be an added advantage.
  3. At least 3 years of experience in Public Health, Education, Food Security, Climate Change, or
    Emergency Relief.
  4. Experience in online data management and storage sites will be an added advantage
  5. Proven experience developing mobile Apps (Commcare, Kobo Toolbox, Survey CTO and Google Forms) – Specifically those with such experience in Commcare will be desirable.
  6. Familiarity with development of data visualizations and interactive dashboards especially Power BI desirable. Other visualization systems like Tableau, Domo or Zoho Analytics etc maybe considered.
  7. Candidates with prior Commcare training and or Power BI training or experience will have an added advantage.
  8. Familiarity with statistical analysis software (R, STATA, SPSS etc.) is desirable.
  9. Good communication skills, both verbally and in writing.
  10. Willingness to continually improve technical and analytical competencies.
  11. Desire to learn and grow professionally.
  12. Ability to embrace Good Neighbors International values.
  13. Ability to prioritize and execute activities with prudence to achieve project goal.
  14. Ability to multitask, have leadership and supervision skills.
  15. Computer literate in MS Office suite.
  16. Experience in checking data quality and cleaning.
