Project Hope Namibia in Malawi (PHN-MA) seeks qualified Malawian candidate to fill various positions for the USAID funded Ana ndi Achinyamata Patsogolo Activity (ANAPA) Project, a project aimed at preventing new HIV infections and improve the health wellbeing and Protection of Children, Adolescents, their families and Young Women (CAFYW) living with, affected by and vulnerable to HIV. ANAPA will be implemented in high HIV burdened nine districts in Malawi (Blantyre, Chikwawa, Lilongwe, Machinga, Mangochi, Mulanje, Phalombe, Thyolo and Zomba). The program focus on Orphans and Vulnerable Children (OVC) and Adolescent Girls and Young Women (AGYW) and Adolescent Boys and Young Men (ABYM). The approach is also including but not limited to System Strengthening, Continuous Quality Improvement (CQI) in close collaboration with Government of Malawi (GoM).
1.Position: Economic Strengthening (ES) Specialist (1)
Reporting to: AGYW Technical Lead
Duty Station: National (Blantyre)
Job Summary:
Reporting to AGYW Technical Lead, the Economic Strengthening (ES) Specialist will play a pivotal role in driving economic strengthening initiatives within the ANAPA Project. This position will focus on developing and implementing evidence-based interventions to enhance the economic well-being of Adolescent Girls, Young Women and their families. Under the guidance of the Technical lead of AGYW and Prevention Services, the Technical Specialist Economic Strengthening will be responsible for supporting and managing the technical implementation of the household economic strengthening aspects of the USAID funded Ana ndi Achinyamata Patsogolo project in 8 districts in the Southern Region of Malawi and Lilongwe in the Central. The role is critical in the translation of OVC and DREAMS Program household economic strengthening plans into activities, outputs, outcomes that ensure adolescent girls and young women and their families are thriving and resilient.
Specific Responsibilities and Duties:
- Lead the design and development of innovative, cost-effective, and evidence-based ES approach of ANAPA.
- Lead the development of the ES component of ANAPA work plan.
- Oversee the implementation of ES interventions, ensuring fidelity to implementation.
- Lead the development and oversee implementation of private sector engagement strategy.
- Lead the development and oversee implementation of mentoring/coaching strategy for VCAY engaged in entrepreneurship/wage employment.
- Lead the conduct of labour market assessment and ensure utilization of the findings to identify growing markets for entrepreneurship/wage employment.
- Provide technical assistance and training to project staff and partners on ES strategies.
- Collaborate with Ministry of Youth and the Department of Community Development for the adoption of evidence-based ES approach at national level.
- Provide technical assistance to strengthen multisectoral coordination and collaboration mechanisms for ES.
- Monitor and evaluate the impact of ES interventions and make data-driven recommendations for improvement.
Minimum Qualifications, expérience and required skills
- Master’s degree in Economics, Business Administration, Business Management, Agribusiness, Entrepreneurship, Development Studies, or a related field.
- Minimum of 7 years of experience in economic strengthening programs, preferably in the context of youth and adolescent development.
- Practical knowledge of the OVC and DREAMS programs preferred.
- Practical knowledge of the Siyakha Model preferred
- Proven experience in private sector engagement and partnership development.
- Strong knowledge of financial literacy, entrepreneurship, and livelihood development.
- Practical experience in entrepreneurship.

3.Position: Community Engagement Coordinator (1)
Reporting to: Gender and GBV specialist
Duty Station: National (Blantyre).
Job Summary:
Will be responsible for leading community mobilization and engagement efforts within the ANAPA. Will focus on building strong partnerships with local communities, stakeholders, and traditional leaders to create an-enabling environment for vulnerable children, adolescents, and youth (VCAY) to thrive.
Specific Responsibilities and Duties:
- Develop and implement community engagement strategies that align with ANAPA goals and objectives.
- Build the capacity of ANAPA field staff to establish and nurture relationships with community leaders, local organizations, and stakeholders.
- Support field staff to establish and train community advisory groups and committees.
- Develop and implement male engagement activities.
- Develop and implement participatory community mobilization strategies.
- Build the capacity of staff, local partners and government partners on male engagement and participatory community mobilization.
- Support the adoption of evidence-based curriculum on participatory community mobilization at national level.
Minimum Qualifications, expérience and required skills :
- Bachelor’s degree in community development, social sciences, or a related field.
- Minimum of 5 years of experience in male engagement, participatory community mobilization, or related roles.
- Strong knowledge of community-based approaches and participatory methodologies.
- Excellent interpersonal communication, negotiation, facilitation and presentation skills.
- Proven ability to build rapport and trust with diverse community stakeholders.
4.District Team Lead (8)
Reports to: Implementation Lead
Duty Station: Blantyre, Chikwawa, Zomba, Phalombe, Mulanje, Thyolo, Machinga, Mangochi.
Job Summary:
Reports to Implementation Lead with dotted lines with the OVC and AGYW Technical Leads. S/he will be coordinating and overseeing the implementation of Ana ndi Achinyamata Patsogolo Activity (ANAPA), focusing on ensuring effective program implementation, stakeholder engagement, quality assurance and achieving ANAPA objectives.
Specific Responsibilities and Duties:
- Lead district level work plan development, implementation and ensure its alignment with the District Implementation Plan (DIP)
- Lead and provide managerial and technical support in implementation of ANAPA in the assigned district,
- Ensure quality services are provided in line with PEPFAR/USAID and GOM policies, guidelines, and standards.
- Lead the operations by coordinating and promoting integration (multidisciplinary) approach in implementation of ANAPA.
- Coordinate and network with stakeholders, partners, and government authorities at district level.
- Coordinate capacity building activities (supportive supervision, mentoring and CQI)
- Develop and manage budget and resources for the district on bi-weekly or monthly basis and lead financial and program reporting in close collaboration with program and finance.
- Maintain high standard of compliance and audit standards. Oversight compliance among staff and set the tone high on compliance to prevent, detect and act on any form of fraud.
Minimum Qualifications, expérience and required skills :
- Bachelor’s degree in public health, project management, social sciences, social work, development studies, economics, or a related field. Those with a Master’s Degree will have an added advantage.
- Prior experience in the management and implementation of USAID funded HIV Prevention and/or OVC Programs.
- Extensive knowledge and experience working with the local government structures
- Knowledge of HIV prevention, behavior change and communication, sexual reproductive health, gender mainstreaming into HV and AIDS programming
- Minimum of 5 years of experience in project management, in HIV
- Strong leadership, coordination, communication & team management skills.
5.Economic Strengthening Officer (ESO) (8)
Reporting to: District Team Lead
Duty Station: Blantyre, Chikwawa, Zomba, Phalombe, Mulanje, Thyolo, Machinga, Mangochi.
Job Summary:
Reporting to District Team Leader, the Economic Strengthening Officer (ESO) is responsible for the coordination and implementation of evidence-based economic strengthening interventions for Adolescents, their Families and Young Women (AFYW). Working closely with ANAPA participants and community partners, the ESO will implement a range of strategies and initiatives to empower AFYW with skills, knowledge, and resources to improve their livelihoods and economic opportunities.
Specific Responsibilities and Duties:
- Lead the development and implementation of the ES component of ANAPA work plan at the district level.
- Participate in district wide labour market assessment (LMA).
- Lead AFYW led LMA.
- Build the capacity of Community Care Workers and Parenting Session Facilitators on the ES component of ANAPA.
- Lead training of AFYW and caregivers on financial literacy.
- Conduct assessment to identify AFYW and caregivers who need intensive (comprehensive) ES interventions.
- Collaborate with ANAPA participants and staff to develop tailored economic strengthening plans, considering AFYW and caregivers existing skills and resources.
- Lead the training of AFWY and caregivers on entrepreneurship and employability skills.
- Link eligible AFYW and caregivers to vocational training and internship.
- Lead the implementation of village saving and loan groups for AFYW and caregivers.
- Facilitate access for AFYW to microfinance institutions and other financial services.
- Coach and mentor AFYW and caregivers in starting and managing entrepreneurship and income-generating activities (IGA).
- Create a network of private sector partners and collaborate with government, CSOs and the community at large to create economic opportunities for AFYW and their caregivers.
- Identify market opportunities and link AFYW and caregivers involved in IGAs to markets for their products or services.
- Regularly track the progress of AFYW and caregivers and measure the impact of economic strengthening interventions.
- Work with the Government of Malawi to register group and individual business for AFYW
- ES data collection, data entry, data analysis and presentation.
Minimum Qualifications, experience and required skills:
- Bachelor’s degree in economics, Business Administration, Agribusiness, Development Studies, or related field.
- Proven understanding of the DREAMS and OVC programs
- Proven experience of the Siyakha model
- Proven experience in designing and implementing economic strengthening interventions.
- Strong knowledge of financial literacy, income-generation, and livelihood improvement strategies.
- Proven experience as an entrepreneur.
- Excellent communication and facilitation skills.
- Ability to work effectively within a team and build strong relationships with stakeholders.
- Proficiency in data collection, analysis, and reporting.
- Familiarity with the local economic context and challenges faced by VCAY and their caregivers.
- Commitment to promoting gender equality and social inclusion in economic strengthening activities.
