JOB ADVERTISEMENT – HEALTH ADVISOR
As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objective in the field of international cooperation for sustainable development. Malawi is a priority for German international cooperation and currently focuses on health and social protection, private sector development, good governance, and food security and nutrition.
A. Background
The GIZ Global Program for Pandemic Resilience and One Health (GP PROH) plans to support the Ministry of Health (MOH) in Malawi to address the disease female genital schistosomiasis (FGS) through the initiative “From Neglect to Action” (FGS-initiative). This initiative is closely coordinated with the Malawi German Health Program (MGHP). Both programs are commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ.
The Malawi German Health Programme (MGHP) is the technical cooperation programme of the German Development Cooperation’s (GDC) support to the health sector in Malawi. The main objective is “Health Systems Strengthening with a Focus on Reproductive Health”. MGHP provides technical support to the Ministry of Health (MOH), regulatory bodies, and academic institutions, and implements interventions in the four target districts of Dedza, Lilongwe, Mchinji, and Ntcheu.
FGS is a new initiative for BMZ as part of the German feminist development policy launched in 2023. The main aim of the initiative is to increase access for women to health services that include screening, treatment, and counselling for female genital schistosomiasis (FGS) and to empower women and girls to take measures to prevent and combat female genital schistosomiasis.
This position is based in Lilongwe, Malawi. The advisor will work closely with other advisors of GP PROH based in Germany and with staff from the Malawi German Health Programme (MGHP) based in Lilongwe and in selected districts.
B. Responsibilities
The advisor is responsible for:
• Coordinating the implementation of the FGS initiative in Malawi.
• Providing technical advice to project partners
C. Tasks
Advising the partner institution(s):
  • Assists and monitors the development and implementation of project plans and activities in close consultation with project partners.
  • Contributes to preparing and implementing the coordination process, joint project activities, and work.
  • Supports with the design, preparation and implementation of workshops, seminars and other events on issues connected with the FGS-initiative.
  • Develops, organises quality assurance measures, and suggests necessary changes and improvements.
  • Provides technical advisory services to Preventive Directorate on
  • Provides technical advisory services to District Health Offices.
Networking, Cooperation, and Communication:
  • Supports cooperation, regular contact, and dialogue with partners, assists with PR partner coordination and implementation work, and cooperates with local communities, relevant organizations, non-governmental agencies, and individuals in the project/programme environment and with other projects to develop and maintain good working relationships.
  • Communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project/programme.
  • Represents the FGS-initiative in national meetings and relevant technical working groups and strong network.
  • Liaises with other GIZ programmes and conducts joint activities in coordination with the line manager
Knowledge management:
  • Ensures knowledge transfer to project/programme information.
  • Develops ready-to-use strategies and technical concepts, including guidelines, manuals, and procedures.
  • Draws up reports and presentation documents.
  • Prepares appropriate input for various project reports including annual reports and contributes to the other reports required by the program manager and GIZ Head Office.
  • Assists with research activities and studies which benefit the programme
Coordination tasks:
  • Assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication, and documentation.
  • Coordinates relevant project activities at local level in consultation with the manager and in cooperation with the partners, both as regards implementation and preparing organisational aspects.
  • Compiles the relevant information for activities and assignments.
  • Handles order management on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting)
Other Duties/additional tasks:
  • Performs other duties and tasks at the request by GIZ management
D. Required qualifications, competences and experience
Qualifications
  • University degree in an area related to health (Nursing, Medicine, Environmental/Public Health).
  • Master’s degree in public health, sexual and reproductive health or any other relevant degree

Professional experience

  • At least 4 years of professional experience in a comparable position
  • Work experience in the health sector with a focus on preventive interventions
  • Working experience in NTD (Neglected Tropical Diseases), SRHR (Sexual Reproductive Health and Rights) or gender is an added advantage
Additional Competences
  • Good working knowledge of ITC technologies (e.g. Microsoft 365).
  • Strong written and oral knowledge of the English language.
  • Excellent communication and documentation skills.
  • Strong organisational skills.
  • Independent working style and readiness to take over responsibility
  • Experience working in international and remote teams.
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
  • Enthusiastic, team spirit, reliability, diplomatic skills, and competence in gender issues.
