HUMAN RESOURCES AND ADMINISTRATION MANAGER (GRADE NF4) – ONE (1) POSITION

(a) Key Job Functions

The Human Resource and Administration Manager shall be responsible for:

NEEF is looking to recruit a Human Resources and Administration Manager for its business operations in the Microfinance Sector. We are looking for an experienced person with HR and Administration Generalist experience to manage, strategize for and oversee all aspects of our Human Resource and Administration Management. The Manager shall be responsible for Strategic planning in all employee matters and bridging the gap between employees and the Executive Management/ Board.

The Human Resources and Administration Manager shall be a member of the NEEF’s Management Team and shall be reporting directly to the Chief Executive Officer and the Board of Directors. He/ She will also work with the Senior Management and work with various teams within the Organization.

The ideal candidate is expected to have an HR and Administration generalist background and exceptional
leadership skills and abilities. He/She should be someone with demonstrable management skills, who applies HR principles, policies, and strategies to ensure overall Business success while also implementing the company’s vision, mission, and long-term goals. The goal is to ensure the NEEF’s human resource is effectively managed to achieve business objectives, Shareholder satisfaction, and employee engagement.

Human Resource Function

  1. Develop and implement human resource strategies and initiatives aligned with the overall NEEF business strategy.
  2. Oversee and manage the functional review process and the implementation of the strategic plan and budget plan of the Fund.
  3. Develop and implement an effective staff training and development plan in line with NEEF’s Business Model.
  4. Institute and manage an appropriate Performance Management and Succession Planning system to ensure that the organization has a ready supply of staff with the requisite skills and competencies.
  5. Administer the human resource management function in accordance with the objectives of the Fund including:
    1. Recruitment, Education, and training.
    2. Performance Management;
    3. Staff retention and succession planning;
    4. Maintaining employee and labour relations;
    5. Workers’ compensation administration, insurance and medical scheme administration;
    6. Salary and benefits administration;
    7. Pension scheme administration
    8. Managing the disciplinary process of Staff.
  6. Lead in the development of Human Resources Policies and compliance by ensuring the correct application of human resources policies, processes, and procedures such as Asset acquisition Policy, Transport Management Policy, Gender Policy, HIV and AIDS Policy, Staff incentives policy, and their implementation.
  7. Preparing for Board Packs for the Human Resources and Administration Committee, attending Board Meetings, and ensuring implementation of Board Resolutions.
  8. Oversee maintenance of the Human Resources and Administrative Department’s databases and secure relevant systems.
  9. Bridge Management and Staff Members’ relations by addressing demands, grievances, or any other related issues.
  10. Ensure compliance with all applicable legislation throughout the Human Resources Management.

Administration Function

  1. Develop, review, and implement administrative systems, policies, and procedures.
  2. Be a key driver of organizational change and improvement by establishing efficient day-to-day operations;
  3. Take responsibility for the effectiveness and efficiency of the Fund’s administrative services including physical plant and assets management, transportation, security, and environmental health safety;
  4. Supervise a team of administrative staff while promoting a culture of innovation, flexibility, and quality service delivery within the department;
  5. Management of expenses and costs according to the budget;
  6. Enhance workplace safety and health;

Qualification and Experience

  1. Bachelor’s degree in human resource management, Business Administration, Social Science, or Public Administration from a reputable and accredited institution and a master’s degree in the relevant field.
  2. At least five (5) years of professional experience in a similar role or at a Senior Management position in a busy working environment.
  3. Overall good understanding of Human Resources and Administration functions.

  1. Excellent communication, negotiation, and presentation skills.
  2. Strong analytical, critical thinking, and problem-solving skills.
  3. A self-starter who works with minimum supervision.
  4. Proficiency with or the ability to quickly learn the organizations HRIS and talent management systems.
  5. Ability to hold the Staff Members accountable to deliver on their responsibilities – giving them the freedom to deliver in the best way they see fit, providing the necessary development to improve performance, and applying appropriate consequences when results are not achieved
  6. Ability to lead and work with multi-functional teams of different levels;
  7. Ability to build and maintain effective relationships, with their team, colleagues, Members, and external partners.
  8. Excellent planning and organizational skills;
  9. Crisis Management skills;
  10. Ability to prioritize tasks and to delegate them when appropriate;
  11. Must be of good character and clean criminal record.
  12. Strong planning, organizational and time management abilities
  13. Leadership, team management, developing and mentoring abilities
