ADVERTISEMENT FOR THE POSITION OF INFORMATION AND COMMUNICATIONS MANAGER (MAGLA 3)
POSITION: INFORMATION AND COMMUNICATIONS TECHNOLOGY (ICT) MANAGER Grade: MAGLA 3
The Malawi Gaming and Lotteries Authority (MAGLA) was established under Section 3 of the Gaming and Lotteries Act (2022). MAGLA is the principal agency for the regulation of betting, gaming and lotteries in Malawi.
MAGLA is inviting applications from suitably qualified candidates to fill the following vacant position currently existing within the organization:
Position: ICT Manager (one position)
Grade: MAGLA 3
Location: Blantyre
Reporting to: Director of Operations
Purpose of the Job:
To plan, supervise, implement and maintain MAGLAโs ICT needs.
Key Duties and Responsibilities
- Formulate and implement ICT strategies, policies and procedures.
- Conduct technological needs assessment and coordinate delivery of technological operations and services to the various departments of the Authority.
- Oversee and coordinate implementation of technology-related changes to operational and business processes.
- Provide timely and necessary Management Information System (MIS) reports to the Executive Team mined from the Authorityโs Electronic Monitoring System (EMS) as an essential input in the management decision making process.
- Institute integrity and availability of data through identification and deployment of a robust Enterprise Resource Planning (ERP) system
- Provide an objective system for recording and aggregating information as required by Law.
- Set performance management system for ICT Officers and other subordinates.
- Coordinate and facilitate training and orientation on ICT laws, the EMS, policies, strategies and procedures for ICT staff. Users and other stakeholders.
- Adhere to MIS prerequisites of timeliness, accuracy, consistency, completeness, and relevance.
- Provide information systems support by maintaining the information systems infrastructure (both hardware and software).
- Prepare and monitor progress of implementation of the annual budget for ICT activities.
- Ensures business continuity by instituting a Disaster Recovery Plan (DRP) for the EMS,ย reviewing and monitoring disaster recovery procedures.
- Formulate and implement ICT strategies, policies and procedures
Attributes and competencies
- Extensive knowledge of Information Technology Systems in areas of computer hardware, software and programming; computer networking and security.
- Experience in providing ICT support services
- Excellent communication skills
- Team Player.
- Analytical and troubleshooting skills
- Knowledge in website development and administration
- Experience in budget preparation and presentation
- Problem solving capabilities
- A clean driverโs licence.
Minimum Qualifications and Experience
- Degree in Management Information Systems, Computer Science or Information Communication Technology from an accredited University
- MS Certification or CISCO Certification will be an added advantage;
- At least 7years post-qualification experience working at a senior level in the field of Information Communication Technology.
