Baylor College of Medicine Children’s Foundation – Malawi (BCMCF-M) is a not-for-profit organization working in partnership with the Malawi Government in the health sector. Our Mission is to provide high-quality, high-impact, highly ethical pediatric and family-centered health care, health professional training and clinical research, focused on HIV/AIDS, tuberculosis, malaria, malnutrition and other conditions impacting the health and well-being of children and families worldwide.

The Baylor-Tingathe program developed in 2008 initially responded to suboptimal uptake of PMTCT and pediatric HIV services in Malawi and has grown over the past 14 years to support the full cascade of HIV care and treatment services. The current CORE programming seeks to support the Malawi Government in achieving epidemic control, by providing client focused care to People Living with HIV from the time of diagnosis to linkage and full engagement in care. BCMCF-M’s CORE programming is funded by USAID and is currently operating in 6 districts in Malawi; Mangochi, Machinga, Phalombe, Balaka, Salima and Lilongwe. BCMCF-M is seeking qualified candidates to fill the position of;

Job Tittle: M&E officer
Location:  Phalombe
Reporting to:  M&E Manager 


  • Oversee all M&E activities for the district
  • Work under the guidance of the program leads in the districts for all monitoring and evaluation activities.
  • Supervise the district M&E team
  • Coordinate with the Tingathe HIS officer and EGPAF HIS officers to streamline all related HIS activities and support for the district.
  • Support defining and implementing the key project performance indicators (KPI) as well as monitoring them throughout the duration of the project.
  • Provide regular district performance feedback to program team through weekly and monthly dashboards, review meeting presentations, and key performance updates.
  • Oversee the piloting of draft tools and provide input for revisions as well as data collection procedures under the supervision of the Head of M&E (e.g. logical framework, project performance tracking, indicators, data flow chart, M&E manuals)
  • Suggest ways to facilitate data collection and the flow of data within the district.
  • Identify strengths and weaknesses in existing data collection and management systems and propose solutions along with M&E leadership.
  • Perform regular supervisory site visits to ensure the quality of data collected by Project staff and to verify the accuracy of reported data.
  • Analyze changes and patterns in KPI indicator data and performance reports in order to support Project staff and/or the Head of M&E.
  • Compile, review and analyze monthly reports with the Head of M&E to identify the causes of potential bottlenecks in project implementation and to enhance quality of reporting.
  • Create quarterly M&E review presentations.
  • Any other duties assigned by the supervisor


  • Degree in social science, Statistics, or related field
  • Current Tingathe Program assistant M&E officer or similar level.
  • Intermediate to advanced level of proficiency in MS Excel, SurveyCTO, MS Access or PowerBI and good quantitative analysis skills
  • Willingness to travel up to 50% of the time
