Overview

Local Government Service Commission invites suitably qualified Malawians to fill various vacant positions existing under Machinga District Council.

 

1.JOB TITTLE: Food and Nutrition Officer
GRADE: 1/M7
SALARY RANGE: Within (Grade I/M7) salary segment.
LOCATION: Machinga District Council
Reporting to: The Chief Agriculture Officer

Qualifications:

Applicants must be in possession of Bachelor’s degree in Agriculture, Nutrition, Food Science, Home Economics obtained from accredited institution.

DUTIES

i. Train staff in food processing, preservation and storage technologies
ii. Develop IEC materials on food processing, preservation and storage technologies
iii. Conduct technical backstopping on food processing, preservation and storage
iv. Organize commemoration of World Food Day.
V. Train staff in the prevention and Control of micro-nutrient disorders
vi. Develop IEC materials to promote production and proper utilization and micro-nutrient rich foods
vii. Establish food and nutrition data base viii. Formulate community based interventions
ix. Conduct follow up visits to farmer school groups
x. Develop and disseminate recipes of high nutritional value food e.g. QPM, indigenous vegetable, etc.

 

 

2.JOB TITTLE: Animal Health and Livestock Development Officer.
GRADE: I/ M7)
SALARY RANGE: Within (Grade I/M7) salary segment.
LOCATION: Machinga District Council
Reporting to: The Chief Agriculture Officer

Qualifications:

Applicants must be in possession of Bachelor’s Degree in Animal Science obtained from recognized institution or should be serving Senior Assistant Livestock Development Officer (Grade J) with Minimum of Four year at Grade J.

DUTIES:

  1. To plan and Budget for all Animal Health and Livestock Development activities in the District.
  2. Submit reports to the Chief Animal Health and Development Officer on all livestock activities in the District.
  3. To manage manpower, finance, stores, transport and buildings in order to achieve DALHLD objectives at District Agriculture Office level.

To Coordinate with Assistant Veterinary Officer on activities at District the District.

  1. Interpretation of various Animal Acts including:
    1. Disease Control Act
    2. Protection of Animal Act
    3. Milk and Milk Production Act
  2. To Implement both animal health and animal husbandry programmes at District level.
  3. Perform other duties that may be assigned from time to time.

 

 

3.JOB TITTLE: Clinical Officer (Gynecologist)
GRADE: I/M7
SALARY RANGE: Within Grade I/M7 salary segment
LOCATION: Machinga District Council.
Reporting to: DHO and HODs

Qualifications:

Applicants must be serving Senior Clinical Technicians (Grade J/M8) with four years’ experience at that grade in local Councils or possession of a Bachelor’s degree in Clinical Medicine obtained from accredited institutions and must be registered with medical Council of Malawi.

Duties: 

  1. Perform both minor and major operations on their own
  2. Ensure effective case management at health institutions
  3. Conduct ward rounds
  4. Provide clinical institutions to interns, qualified clinicians
  5. Comfortably run the emergency medical services and casualty
  6. Conduct clinical research with the idea of getting close to evidence based Practice.
  7. Conduct routine district visits
  8. Shoulder in-service training and research programs ix. Run a specific ministry of health program: TB, Malaria control and HIV/AIDS.

 

 

4.JOB TITTLE: Pharmacist.
GRADE: M7/I
SALARY RANGE: Within (Grade I/M7) salary segment
LOCATION: Machinga District Council
REPORTING TO: Chief Pharmacy Technician

Qualification:

Applicants must be in possession of a Bachelor’s degree in Pharmacy obtained from accredited institutions and must be registered with Pharmacy and Medicines Regulatory Authority.

Duties 

  1. Control and supervise junior staff in the pharmacy department
  2. Manage ordering, inspection, storage and compounding/manufacturing of drugs.
  3. Manage the distribution of drugs to the wards and health centers in a district and their dispensing to the patients
  4. Prepare budgets for the sections
  5. Produce reports on drugs received and dispensed.

 

 

5.JOB TITTLE: Principal Health Environmental Officer.
GRADE: G/P7/ M5
SALARY RANGE: Within (Grade G/P7/M5) salary segment
LOCATION: Machinga District Council.
REPORTING TO: Chief Health Services Officer (Preventive and promotion)

Qualification:

Applicants must be in serving senior Health Education Officer /Grade H/(P8)/M6 with at least four years experience at that Grade.

Duties:

  1. Proposing projects and programmes related to public health in the district.
  2. Resource mobilization for environmental health activities in the district.
  3. Monitoring and evaluation of health activities in the district to assess their effectiveness and impact on public health. iv. Supervision of Area Environmental Health Officers.
  4. Communicating and interpreting environmental health policies to stakeholders within the district.
  5. Conducting training needs assessment for environmental health officers.
  6. Act as focal person for Health Management Information System (HIMS).
  7. Planning and organizing programmes for capacity building on environmental initiatives and related areas to enhance skills within the workforce.
  8. Community outreach activities to extend networks for improved health environments and disease prevention.

 

 

6.JOB TITTLE: Assistant Human Resource Management Officer.

GRADE: K/M9
SALARY RANGE: Within (Grade K/M9) salary segment
LOCATION: Machinga District Council
REPORTING TO: Senior Human Resource Management Officer.

Qualification:

Applicants must be serving Senior Clerical Officers (Grade L/M11 with a minimum of 4 years experience at that grade in Local Authorities or Clerical Officers who are in possession of Diploma in Human Resource Management/advanced diploma.

DUTIES: 

  1. Interpretation and implementation of MPSR, CSR and other circulars.
  2. Recruitment and Selection
  3. Preparation and personal emoluments
  4. Fleet management
  5. Supervision of subordinate staff.

 

 

7.JOB TITTLE: Economist.

GRADE: I/M7
SALARY RANGE: Within (Grade I/M7) salary segment
LOCATION: Machinga District Council
REPORTING TO: Senior Relief and Rehabilitation Officer

Qualification:

Applicants must be in possession of a Bachelor’s degree in Social Sciences, Economics or Development Studies

DUTIES:
i. Maintain and Manage the council’s databank
ii. Prepare project reports
iii. Prepare quarterly, semi-annual output based report.
iv. Monitor performance and progress of council projects.
v. Serve as Secretary to the Council Data Coordination Committee
vi. Any other relevant duties as assigned from time to time.

 

 

8.JOB TITTLE: Youth Officer.

GRADE: I/M7
SALARY RANGE: Within (Grade I/M7) salary segment
LOCATION: Machinga District Council
REPORTING TO: Principal Youth Officer

Qualification:

Applicants must be serving senior Assistant Youth Officer (Grade J/M/M8 regardless of experience at that grade or in possession of a Bachelor’s degree in Youth Development, Social Science, Family Science, Community Development, Social work or Development Studies obtained from accredited institution.

DUTIES:

  1. Planning and Developing Comprehensive Youth Development Programmes in the District.
  2. Coordinating Youth clubs and Youth NGOs in the District.
  3. Developing project proposal that promotes Youth involvement, inclusion and participation in economic and other development activities.
  4. Collecting and compiling youth data
  5. Developing district youth policies.
  6. Monitoring Implementation of youth activities in the district.
  7. Compile and submit monthly, quarterly and annual reports to management and relevant district stakeholders.
  8. Prepare Youth budget and work plans for the District.
  9. Developing Economical resource mobilization strategies for youth programmes.
  10. Representing the Ministry at District stakeholders meeting such as DEC meetings and any other meetings where the Ministry is invited at the district level.
  11. Identifying training needs for youth in the district and designing appropriate training programmes.
  12. Convening and chairing meetings for Technical Working Group (TWG) for young people.
  13. Supervise and manage subordinate staff under his/her charge.
