The Local Government Service Commission is inviting applications from suitably qualified Malawians for the following vacancies existing at Blantyre City Council:


1. POST: Director of Health and Social Services
SALARY: In line with Terms and Conditions of Service for Blantyre City Council

Candidates should have a Degree in Medicine or Surgery. Serving officers must be Chief Environmental Health Officers (Grade M4/F) with a Master’s Degree in either Environmental Health Management, or Public Health with not less than seven (7) years progressive experience at that level.


The successful candidate will be expected to perform the following duties:-

  1. Undertakes the day to day administration and management of the department
  2. Ensures that critical positions in the Council are timely filled and preparation of annual budgets for the department.
  3. Guides the Council on national health policies and ensure the implementation of the policies at local level
  4. Appraises the Council on environmental health, social welfare and family health services activities
  5. Advises the Council through appropriate Council Committee on health services
  6. Designs plans for the prevention and control of infectious diseases in the city
  7. Ensures the effective and smooth running of all the Council’s Health centres, nursery schools, community centre in the city
  8. Represents the Council on various local or international health forums
  9. Manages stakeholder relations on health related issues
  10. Supervises staff in the department


  1. Highly analytical and results oriented
  2. An excellent communicator with team building and supervisory skills
  3. Ability to lead multiple and diverse teams
  4. Conversant with national health legal frameworks and policies.



2. POST: Director of Commerce and Industry

Bachelor of Business Administration/Social Science/ Marketing or any related qualification from reputable and recognized University.

Those with a Master’s degree will have an added advantage.


Applicants must be matured individuals over 35 years of age with a minimum of 8 years’ experience in a relevant job. Previous working experience in Marketing in a managerial position is a MUST.

Experience in Client Relationship Management is also a MUST.

Draft, drive and implement commercial strategy, to achieve revenue targets and investment opportunities


Reporting to the Chief Executive, the Director of Commerce and Industry is responsible for the following:

  1. Undertakes that day to day management of the Council’s business portfolio
  2. Devises initiatives to improve and expand the Council’s revenue-base
  3. Develops the Council’s commercial institutional capacity by among other things developing policies in line with the Council’s commercial undertakings
  4. Promotes business investments in the city
  5. Plans, develops and implements commercial strategies based on company goals and objectives with the main goal of supporting growth
  6. Collaborates with, and coordinates and trains diverse teams such as marketing, commercial and licensing staff
  7. Establishes and manages long-term business relations with stakeholders
  8. Provides technical advice to relevant working committees
  9. Provides leadership in the development and management of the Council’s QVR
  10. Develops and controls the Commercial department’s annual budget


The person must demonstrate the following

  1. In-depth knowledge of market analysis and metric
  2. Hands on experience in creating, reporting and managing budgets
  3. Excellent organisational and time management skills
  4. Outstanding communication and presentation skills
  5. Excellent interpersonal and leadership skills.



3. POST: Assistant Director of Legal Services-Enforcement


Bachelor of Law Degree obtained from a reputable and recognized University

A minimum of two (2) years’ experience as a legal practitioner.


Reporting to the Director of Legal Services, the Assistant Director of Legal Services-Enforcement, responsible for the following:

  1. Provides legal advice to the Council.
  2. Initiates legal processes towards enforcing the Council’s By-Laws.
  3. Assists in drafting and revising of City-by-laws
  4. Assists in the management of all Council’s contract documents
  5. Assists in supervising Council management drafting and enforcement of all contracts
  6. Supports the Legal Services Director in handling litigation matters
  7. Supervises Assistant Legal Officers and Legal Clerks
  8. Takes lead in the investigation and prosecution of offences against the City by laws
  9. Designs and implement training programs for the City Police.


The person must be:
a) An effective communicator
b) A team player
c) Results oriented
d) Able to manage himself/herself


The person must have sound knowledge of Malawian law and Administrative law.

  1. Analytical and possess legal drafting skills
  2. Communication skills with the ability to argue clearly and logically in written and oral form.
