A. Directorate of Expanded Programme on Immunization (EPI)

 

1. Post: Chief Disease Control Officer (under Expanded Programme on Immunization)

Grade: Grade F/P5
Salary: Within the range of Grade F Salary Segment

Qualifications:

Applicants should be Principal Clinical Officers (Grade G/P7), Principal Nursing Officers (Grade G/P7), Principal Environmental Officers (Grade G/P7), Principal Medical Officers (Grade G/P7) with a minimum of four (4) years’ work experience in that post. Must have a Bachelor’s degree in Environmental Health or Bachelor of Medicine, Bachelor of Surgery (MBBS) or BSc in Nursing. A Master’s Degree in Public Health, Epidemiology or any other related health field is an added advantage.

Must have worked in the EPI Program at National or Regional level supporting with vaccine preventable disease control programs.

Duties:

  • Facilitate operationalization of routine immunization and ensure coverages that meet the required targets by both national and WHO guided.
  • Facilitate the development of funding proposals for the introduction of new vaccines in the country as planned in the National immunization strategy (NIS).
  • Facilitate and operationalize Supplementary Immunization Activities (SIAs) are planned and implemented periodically as stipulated in the strategic plan.
  • Support the preparation and dissemination of the various monthly and other regular reports on routine immunization, supportive supervision activities as required.
  • Provide guidance to plan, implement and evaluate activities aimed at increasing and sustaining immunization coverage.
  • Provide guidance in establishing a reliable immunization monitoring, supervision and information system that includes collection, analysis and use of vaccine preventable diseases immunization data.
  • Support activities aimed at strengthening partnership, advocacy and resource mobilization for improving performance of immunization activities.
  • Participate in immunization research for evidence generation.
  • Perform any other duties as required by the Deputy Director responsible for Expanded Program on Immunization.

 

B. Directorate of TB and Leprosy Elimination Programme

 

2. Post: Chief Disease Control Officer (under National TB and Leprosy Elimination Programme)

Location: National TB & Leprosy Elimination Program

 

Qualifications

Applicants should be serving Principal Medical Officers (Grade G/P7), Principal Environmental Health Officers (Grade G/P7), Principal Nursing Officers (Grade G/P7), with a minimum of four (4) years’ work experience in that post, working on TB and Leprosy Control Program at National level. Must possess a Bachelor’s Degree in Clinical Medicine or Bachelor of Medicine, Bachelor of Surgery (MBBS) or BSc in Environmental Health or BSc in Public Health.

Must have a Master’s degree in Public Health or a Master’s Degree in Community Health or Master’s Degree in any related health field. The candidates must be registered with the relevant regulatory bodies in health related field.

Duties

  • Ensure all officers have achievable work plans; and that the work plans reflect all relevant active funding sources; consolidate Programs overall work plans prior to the start of a new financial year.
  • Ensure the availability of an annual work plan and budget that reflects all available funding sources and is keeping with relevant strategic documents i.e. HSSP, NIP; in collaboration with other NTLEP officers and or the deputy director or director.
  • Closely monitor the implementation of the Annual Work Plan and Budget including the implementation of remedial actions e.g. catch plans.
  • In collaboration with other officer e.g. Monitoring and Evaluation Officer ensure the updating of monitoring and evaluation framework for the NSP/NIP. Ensure periodic reviews of performance of the program and subnational units.
  • Ensure that all relevant documents e.g. nominal guidance for TB and Leprosy are updated periodically and that they reflect the most up to date evidence pertaining the control and elimination of Tuberculosis and Leprosy.
  • Ensure the periodic updating of National Strategic Plans/National Implementation Plans are periodically updated in collaboration with all relevant stakeholders.
  • In collaboration with other officers and departments design, implement relevant (operational) research and disseminate the findings.
  • Participate in the design and implementation of new interventions or interventional packages, as they may arise.
  • Provide supervision to other program officers and technical guidance concerning tuberculosis and leprosy.
  • Based on implementation monitoring and needs assessment plan and implement on going in service capacity development through short trainings and mentoring.
  • Ensure periodic engagement with relevant stakeholders through periodic working group meetings.
  • Carry out any other duties assigned to him/her by a relevant authority.

 

C. Directorate of Malaria Programme

 

3. Post: Chief Disease Control Officer (under Malaria Programme)

Qualifications:

Applicants should be Principal Environmental Health Officers (Grade G/P7), Principal Medical Officers (Grade G/P7), Principal Nursing Officers (Grade G/P7), with a minimum of four (4) years’ work
experience in that post. Must be experienced in Malaria or Disease Control Program and registered with the relevant regulatory bodies in health related field.

Must be holders of Bachelor’s Degree in Clinical Medicine or Bachelor of Medicine, Bachelor of Surgery (MBBS) or BSc in Nursing. Those with a Master’s Degree in Public Health or Community Health or Master’s Degree in any related health field will have an added advantage.

Duties

  • Provide support in overall leadership and strategic direction for national or country-wide malaria control efforts.
  • Facilitate development and implementation of long-term plans and policies to achieve malaria elimination goals.
  • Support malaria policy dissemination and reinforce implementation.
  • Ensure effective functionality of the Malaria Commodity Supply Chain System in the country.
  • Support the Program Manager to collaborate with high-level resource mobilization for malaria control interventions.
  • Ensure effective allocation and utilization of resources for malaria control programs.
  • Facilitate coordination and collaboration with partners in the control of malaria in the country.
  • Participate in Malaria cross border initiatives in the control of malaria.
  • Supervise and provide mentorship to other Program staff.
  • Represent the country or organization in global malaria control initiatives and forums.
  • Support the development and implementation of innovative approaches to malaria prevention, diagnosis, and treatment.
  • Facilitate review of the national malaria strategic plans, annual plans and individual work plans.
  • Support operational research and collaborate with research institutions to contribute to evidence-based malaria control practices.
  • Coordinate with regulatory bodies (PMRA, Medical and Nurses and Midwives Council) in ensuring use of safe anti-malaria medicines in the country.

4. Post: Chief Disease Control Officer (Under Neglected Tropical Diseases (NTDs)

Location: Ministry of Health Headquarters

Qualifications:

Applicants should be Principal Preventive Health Officers (Grade G/P7), Principal Environmental Health Officer (Grade G/P7), with a minimum of four (4) years’ work experience in that post. Must be in possession of Degree in Public Health, Environmental Health or Epidemiology from recognized institutions. Must have worked in one of the Neglected Tropical Diseases (NTDs) Programmes at National level.

Those in possession of a Masters of Sciences in Medical Entomology, Masters in Public Health, Masters in Environmental Health, Masters in Epidemiology, Masters in Community Health and Development or any other related Master’s Degree will have an added advantage.

 

Duties

  • Responsible for the coordination, administration and management of Neglected Tropical Diseases in Malawi.
  • Responsible for planning, implementation, monitoring and evaluation of Neglected Tropical Diseases in Malawi.
  • Coordinating all research activities on Neglected Tropical Diseases with research institutions.
  • Development of staff capacity within the Neglected Tropical Diseases section through trainings and courses.
  • Overseeing the control of resources assigned to the section for example human, financial and physical assets.
  • Preparation of reports and other documentation for submission to authorities.
  • To make sure that the NTD section is following the internationally recommended policies, guidelines and manuals.
  • Facilitate the creation of functional collaborative networks with international networks; Research Institutions and Public Health Institute of Malawi to establish consensus on technical and policy issues.
  • Provide direction to the section on advocacy and resource mobilization.

5. Post: Chief Health Promotion Officer (Under Community and Promotive Health Department)

Qualifications:

Applicants must be serving Principal Health Education Officers (Grade G/P7) with four (4) years’ experience in that post. Must be in possession of Bachelor of Science degree in health field or Post Graduate Diploma in health field from recognized institutions. Those with a Master’s degree in health field will have an added Advantage.

Duties

  • Responsible for the administration and management of assigned section at Health Education;
  • Proper planning implementation, monitoring and evaluation of subsection activities;
  • Development of research proposals in Social and Behavior Change and the execution of the research including dissemination and publication of research results;
  • Development of manpower skills in health education through trainings and courses in health education;
  • Preparation of reports and other documentation for submission to authorities;
  • Will act as a spokesperson or public relations officer for the Ministry of Health if so assigned;

6. Post: Principal Disease Control Officer (Under Expanded Programme on Immunization)

Qualifications:

Applicants should be Senior Clinical Officers (Grade H/P8), Senior Nursing Officers (Grade H/P8), Senior Environmental Officers (Grade H/P8), Senior Medical Officers (Grade H/P8) with a minimum of four (4) years’ work experience in that post. Must be knowledgeable in vaccine preventable disease and vaccine safety surveillance, either at the National or Regional EPI Office. Must be a holder of
Bachelor’s degree in Environmental Health or Nursing or its equivalent.

Those with Master’s degree in Environmental Health or Public Health or Epidemiology will have an added advantage.

Duties

  • Plan and implement vaccine supply procurement, logistics and vaccine management aimed at increasing and sustaining immunization coverages.
  • Conduction of regular supply chains and logistics technical working group systems for quantification and forecasting or vaccines and vaccine ancillaries.
  • Facilitate routine supply chain management systems at National, Regional vaccine stores.
  • Supervise the vaccine distribution and logistics at district vaccine store as well as Health Centre level and promote stock management.
  • Ensure inventory management of vaccine management equipment.
  • Perform any other duties assigned to him/her.
  • Ensure vaccine safety protocols are followed and strengthened.
  • Collaborate with vaccine preventable disease surveillance protocols are followed and strengthened.

Qualifications:

Applicants should be Senior Environmental Health Officers (Grade H/P8), Senior Nursing Officers (Grade H/P8), Senior Environmental Officers (Grade H/P8), with a minimum of four (4) years’ work experience at that grade. Must be experienced in Malaria or Disease Control Program. The candidates must be registered with the relevant regulatory bodies in health – related field. The applicant must have a minimum qualification of a Bachelor’s Degree in Clinical Medicine or Bachelor of Medicine, Bachelor of Surgery (MBBS) or BSc in Environmental Health or BSc in Nursing or BSc in Public Health. Duties

  • Support the Chief Disease Control Officer in facilitating the planning and implementation of malaria control interventions in the country.
  • Support development of comprehensive national malaria control strategies and action plans.
  • Support collaboration with international organisations and donors to mobilize resources and technical support for malaria control efforts.
  • Advocate for policy changes and initiatives to improve malaria prevention and treatment.
  • Monitor and evaluate the impact of malaria control programs on a national scale.
  • Provide technical guidance and mentorship to subordinate staff at the national malaria control program.
  • Support coordination with regional and district health authorities to ensure implementation of standardized malaria control practices.
  • Facilitate review of partners’ work plans and align the same to the national malaria strategic plans.
  • Facilitate malaria program sub technical working group meetings.
  • Participate in presentations of technical issues from the malaria sub technical working groups to the Ministry of Health technical working groups and other related policy governing structures.
  • Represent the organization or country in national and international malaria control forums and conferences.
  • Stay updated with advancements in malaria control interventions and research.
  • Support the development and implementation of information, education, and communication (EIC) materials related to malaria control.
  • Support monitoring of quality, efficacy and safety of anti-malarial medicines used in the country.

10. Post: Principal Monitoring and Evaluation Officer (under Malaria Programme)

Qualification:

The desired candidate must be a serving Monitoring and Evaluation Officer (Grade I) Economist (Grade I) with a minimum of four (4) years’ experience at that grade with Bachelor’s degree in Statistics, Monitoring and Evaluation, Demography. Must have any certificate in Monitoring and Evaluation, those with master’s degree in Public Health will have an added advantage.

Duties:

  • Oversee the design and implementation of M&E systems across multiple programs or projects.
  • Develop organization-wide M&E policies, guidelines, and standards to ensure consistency and quality.
  • Lead the analysis and synthesis of data from various projects to provide evidence – based insights for strategic decision-making.
  • Provide technical expertise and support to M&E teams, program managers and senior leadership.
  • Facilitate MoH DHIS2 data quality assessments.
  • Oversee the malaria data clearing house and production of malaria reports to ensure that they are produced timely and in accordance to the schedule, or by ad hoc request from the Program Manager.
  • Write reports, analyse findings and provide recommendations as required for contributions to planning, risk management and reporting.
  • Ensure easy public access to M&E reports and data and support wide distribution.
  • Coordinate all survey/studies/research on malaria for the program.
  • Conduct evaluations and impact assessment to assess program effectiveness and efficiency.

Qualifications:

Applicants should be Clinical Officers (Grade I/PO), Nursing Officers (Grade I/PO), Environmental Officers (Grade I/PO) with a minimum of four (4) years’ work experience in that post. Must be knowledgeable in vaccine preventable disease and vaccine safety surveillance, either at the National or Regional EPI Office. A Master degree in Environmental Health or a Master’s degree in Epidemiology

Duties

  • Ensure full implementation of the immunization services through provision of routine immunization services and surveillance services for both pharmacovigilance and disease surveillance.
  • Involved in the immunization planning and estimating budgets for immunization service delivery depending on EPI pillar assigned.
  • Conduct regular monitoring and evaluation activities of immunization services through scheduled reviews at all levels and time periods.
  • Conduct periodic immunization service delivery supervision, mentorship and coaching for quality service delivery at all levels.
  • Ensure partner collaboration and participation in designated EPI governance structures for leadership, planning and coordination of EPI services delivery.
  • Ensure that high quality Supplemental Immunization Activities (SIAs) are conducted to achieve the disease control programme goals of providing second opportunities to children.
  • Ensuring that Standard Operating Procedures (SOPs) for vaccine management and other supply related SOPs are implemented at all levels.
  • Conduct trainings and workshops for health workers on vaccine handling, stock-management and calculations of vaccine requirements and wastage rates.
  • Establish an efficient supply distribution system and ensure availability of transport.
  • Provide technical expertise on the introduction of new and under-utilized vaccines and other EPI innovations through trainings and workshops

 

 

13. Post: Senior Disease Control Officer (Under Malaria Programme)

Duties

Must have worked in one of the Neglected Tropical Disease Control Programmes. Must be in possession of a Bachelor’s degree in Public Health, Environmental Health or Epidemiology or any other health related degree from recognized institutions. Those with a Master’s degree in Community Health and Development, Masters in Public Health, Masters in Environmental Health, Masters in Epidemiology or any other health related Master’s degree will have an added advantage.

Duties

  • Assist in resource mobilization for disease prevention, control and surveillance.
  • Identify training needs of health staff and conduct training sessions for them.
  • Facilitate and lead in disease outbreak investigations including compilation of findings and recommendations.
  • Assist in compiling, collating and submitting routine monthly, quarterly and annual reports pertaining disease prevention, control and surveillance.
  • Produce spot maps of communicable diseases and disease vectors that are common in a particular locality.
  • Participate in entomological evaluation of vector control programmes.
  • Assist in facilitating preparation and organisations of general district training activities pertaining disease prevention, control and surveillance activities.
  • Conduct routine monitoring, supervision and evaluation (including periodic reviews) of disease prevention, control and surveillance activities.
  • Any other duties as may be assigned from time to time.

Qualification:

  • Applicants must be holders of Degree in Pharmacy and be registered with Pharmacy Medicine Regulatory Authority.
  • Those with experience ranging from System Design, Demand Planning, Quantification, Procurement Planning, LMS, Capacity Building, Monitoring, Assessment, and System Strengthening will have an added advantage.

Duties:

  • Coordinate the forecasting, quantifying and supply planning of Malaria Medicine and Medical Supplies at National level with support from Donor Partners and Ministry of Health-Health
    Technical Support Services.
  • Use logistics data from the LMIS to produce commodity forecasts.
  • Coordinate with CMST to ensure that health commodities have been received, tested, and distributed to all RMSTs for further distribution.
  • Reviewing and updating of the country pipeline periodically as procurement and distribution are taking place according to the schedule.
  • Coordinating all logistics activities in the system from placing orders, receipts. storage and distribution of all malaria drugs and medical supplies procured by Ministry of Health and Donor partners.
  • Pre-alerting the clearing agent and warehouse of incoming shipments for storage including testing in the National Quality Control Laboratory.
  • Working on distribution plan with support from Donor partners and HTSS on all parallel supply chain systems.
  • Following up and monitoring of distribution process of Malaria drugs and medical supplies to all Health facilities and receive, reconcile all proof of Deliveries.
  • Conducting spot checks during deliveries and supervision of all Health facilities.
  • Verifying Physical Stock Status in all warehouses after each round of  distribution.
  • Prepare and shares monthly stock status reports.
  • Providing Pharmaceutical guidance to the program on all matters relating to drugs and medical supplies.
  • Coordinating with all Pharmacy Personnel in DHOs on drugs situation in all health facilities to ensure adequate stocks are always available.
  • Approval of all Malaria Medical Supplies requests from DHOs.
  • Coordinate program commodity medium forecasting and annual quantification of requirements and propose supply-plans in collaboration with partners.
  • Follow up on Global Fund Pooled Procurement Management (PPMI, Ministry of Health and PMI procurement pipeline.
  • Preparing, presenting and justifying annual Drug and Medical Supplies budget to Treasury and Medical Buying Tender Board on behalf of Program Manager.
  • Providing professional guidance on selection of Malaria Medical Supplies to Medical Buying Board.
  • Participating in the National Drug Committee meetings.
  • Disseminating information on Malaria Drug Supplies to all DHOs for their respective facilities.
  • Monitor the performance of DHOs and Central Hospitals on Malaria drugs and medical supplies, provide feedback for improvement and make follow up of the actions to ensure proper management of Pharmaceuticals.
  • Advise the Program Manager on Malaria Medical Supply situations and recommend appropriate actions.

Duties

  • Officer will design and facilitate the programs annual work plan and its management to ensure improved coverages.
  • The officer will be responsible for developing and tracking of program indicators for optimal performance.
  • They will ensure designing, rolling out and updating M&E tools for vaccination at all times including in new vaccine introduction, routine vaccinations and emergency introductions.
  • The officer will work to link the programs with all other monitoring and evaluations as designated by the Ministry of Health under central monitoring and evaluation.
  • The officer will support with technological innovations that supports data collection and use for program implementation.
  • Conduct periodic verification and validation of reports through Data Quality Assessment to improve reliability and accuracy of reported data.
