Overview

The Local Government Service Commission is inviting applications from suitably qualified Malawians for the following vacancies existing at Neno District Council.

 

1. JOB TITLE: CHIEF ENVIRONMENTAL HEALTH OFFICER

GRADE: F/M3

DUTIES

i. Plan, implement, monitor and evaluate Environment health services and social welfare services of the Council.
ii. Prepare, implement the budget for the Preventive Health Services Section.
iii. Supervise officers in the section.
iv. Conduct Civic education on environmental health issues.
v. Promote sanitation and hygiene at the Council.
vi. Any other relevant duty assigned from time to time.

Educational Qualifications

Applicants must be serving Principal Environmental Health Officers (Grade G/M4) With a minimum of four (4) years experience at that grade in Local Authorities.

Competencies

The job holder is responsible for recognizing, investigating and managing infectious Diseases of public health importance. He/she must demonstrate the ability to Undertake health care routine and transmission based infection control precautions Including the provision of immunizations and the
management of associated adverse events. Must be able to ensure the effective prevention and control of communicable diseases through the maintenance of comprehensive surveillance, investigation, management, partner notification and follow-up programs.

 

 

2. JOB TITLE: PRINCIPAL MEDICAL OFFICER

GRADE: G/M4

DUTIES

i. Serve as Head of Clinical Services department at the Council;
ii. Take lead in clinical Work (patient care) including being on call, conduct ward rounds and OPD clinics both at the hospital and peripheral health facilities;
iii. Recommend the procurement of drugs, medical supplies and medical equipment for the district;
iv. Coordinate the preparation of annual budgets for the hospital in collaboration with the DHMT;
v. Compile periodic reports as determined by the DHMT on the performances of the hospital and curative services in the district;
vi. Ensure that all deaths in the hospital are audited and measures taken to prevent unnecessary deaths.
vii. Supervise all medical staff under his/her control.

Educational Qualifications

Applicants must be serving Senior Medical Officers (Grade HH/M5) with a minimum of four (4) yearsโ€™ experience at that grade in Local Authorities.

Competencies

The job holder must demonstrate in-depth knowledge and hands on experience in all aspects of clinical medicine. Must demonstrate ability to manage multi-disciplinary health care teams at the Council. Deputizes the chief medical officer and assist on operational matters.

 

 

3. JOB TITLE: PRINCIPAL WATER SUPPLY OFFICER

GRADE: G/M4

DUTIES

i. Coordinate participate plan, implement, Monitor and evaluate water supply and sanitation Community Based management activities;
ii. Co-Coordinate regular meetings with Stakeholders;
iii. Organize supervisory visits to water supply and sanitation partners;
iv. Conduct surveys and data collection;
v. Prepare and submit regular reports to the District Commissioner
vi. Plan, conduct, coordinate and evaluate training programs for extension workers and communities;
vii. Liaise with Private Sector and Ministry of Agriculture, Irrigation and Water Development Headquarters on the availability and distribution of spare parts;
viii. Organize pump installation and construction and maintenance of water supply and sanitation
investments;
ix. Initiate participation and dissemination of gender, hygiene, sanitation and Health messages.

Educational Qualifications

Applicants must serving Senior Water Supply Officers at (Grade H/M5) regardless of experience at that grade OR Water Supply Officers (Grade I/M6) with a minimum of four (4) yearsโ€™ experience in Local Authorities.

 

 

4. JOB TITLE: SENIOR MEDICAL OFFICER.

GRADE: H/M5

DUTIES

i. Manage various medical and surgical conditions in line with National Treatment Guidelines and Protocols.
ii. Conduct regular ward rounds and in-patients as necessary.
iii. Conduct regular or scheduled out-patientsโ€™ clinics.
iv. Participate in the training and supervision of clinicians and nurses (Studentโ€™s internships) under his/her control.
v. Conduct surgical procedures of generic surgery and gynaecology/obstetrics.
vi. Ensure compliance with minimum standards of clinical services by all staff under him/her including infection prevention guidelines and coordinate the preparation and maintenance of up to date patient medical records.
vii. Perform routine monitoring of health indicators and using data in planning and management of health services.

Educational Qualifications

Applicants must be in possession of a bachelor of Medicine, Bachelor of Surgery degree (MBBS) obtained from a recognized university/institution.

Competencies

The job holder is responsible for undertaking day to day clinical duties and periodic medical examinations. Must have supervisory skills and good analytical skills. He/she must demonstrate the ability to attend to medical duty calls after working hours.

 

 

5. JOB TITLE: FISHERIES OFFICER

GRADE: I/M6

DUTIES:

i. Coordinate the development and dissemination of extension messages
ii. Monitor implementation of district extension programmes
iii. Assist in preparation of monthly, quarterly and annual reports
iv. Provide extension services to various projects
v. Assist in preparation of departmental and annual work plans
vi. Assist in preparation of the extension unit
vii. Maintain in a readily usable from fisheries data
viii. Carry out other duties as assigned from time to time

Educational Qualification

Applicants must be serving Senior Assistant Fisheries Officer (Grade J/M7) with a minimum of four (4) yearsโ€™ experience at that grade and non-serving officer should be in possession of a Bachelorโ€™s degree in Fisheries Science and Management, Marine Biology, Environmental Science or Aqua-Culture obtained from an accredited institution.

 

 

6. JOB TITLE: AGRICULTURE EXTENSION METHODOLOGY OFFICER

GRADE: I/M6

DUTIES

1. Formulate strategies for implementing Agricultural development programmes, projects and activities in liaison with local leaders and other stakeholders in a section.
2. Provide technical support to farmer based organizations in management of farmer organizations through organized training and coaching.
3. Facilitate recruitment of farmers for specific training organized outside the section.
4. Conduct agricultural production estimates in a section.
5. In liaison with stakeholders formulate strategies for achieving food security in a section.
6. Organize plan and implement on farm demonstrations on various subjects in a section.
7. Manage research trials in a section.
8. Review farming families statistics in a section on a yearly basis.

QUALIFICATION

Applicants must be in possession Bachelor of Science Degree in General Agriculture or Agriculture Extension, Rural Development OR serving Senior Assistant Agriculture Extension Methodology Officer.

 

 

7. Job Title: SENIOR ASSISTANT FORESTRY OFFICER

Grade: J/M7

DUTIES

1. Enforce and interpret the Forestry Policy and Law by:
2. Conduct forest resource assessment and mapping by:
3. Monitor, maintains firebreaks, forest boundaries against Encroachment.
4. Ensuring that fire equipment/communication structures are in order
5. Conducting fire awareness campaigns
6. Conducting training for forest resources protection
7. Raising awareness on investment opportunities in forestry plantations
8. Carrying out needs assessment in relation to forest resource management
9. Any other duties as assigned from time to time.

Educational Qualification

Applicants must be serving Assistant Forestry Officer (Grade K) for a period of not less than 4 (four) years in Local Authorities.
