Overview
The Higher Education Students’ Loans and Grants Board (HESLGB) is a Statutory body mandated to facilitate the provision of loans and grants to needy and deserving students who are pursuing higher education in accredited institutions of higher academic learning.
HESLGB is also mandated to facilitate the recovery of loans from all former beneficiaries of student loans.
HESLGB is looking for qualified and highly motivated individuals to fill the following available vacancies at the institution:
1. Title of Post : Internal Auditor (2 Positions)
Grade: HES 5
Reporting to : Internal Audit Manager
Purpose of the Job
To provide an independent, objective assurance and risk management activities designed to add value and improve the Board’s operations
Key duties and Responsibilities
- Assist in planning, organizing, directing and coordinating implementation of Internal Audit services operational, human resource, administrative, organizational activities in accordance with good practice and legal provisions;
- Developing, monitoring and reviewing implementation of the Internal Audit Charter, annual work plans, and audit policies & procedures;
- Preparing annual budgets for Internal Audit Unit and ensuring that there is adequate and timely mobilization of resources and personnel in respect of audit programs for the furtherance of the objectives of the Board;
- Developing and maintaining a quality assurance and improvement program and continuously monitoring its effectiveness;
- Assessing key risks and developing a risk profile for the Board and evaluating it periodically;
- Providing and efficiently managing the Board’s Internal Audit functions including reviewing, appraising and reporting on the soundness, adequacy and application of internal controls within the board; the extent to which the Board’s assets and interests are accounted for;
- Enforcing issues of good corporate governance within the Board;
- Reviewing the audited financial statements with the aim to provide advice to management;
- Contributing to the effective management of the Board by conducting various ad-hoc, value for money, efficiency and utilization-type audit within all sections of the Board’s operations;
- Undertaking special investigations at the request of the Executive Director, Heads of Departments/ Directorates or Audit Committee;
- Providing consultancy and other client services (e.g. counsel, advice, facilitation, drafting policies, training and process/operations review) to the Board;
- Assisting the Board’s External Auditors in their work by providing information relating to the method of operation of systems and procedures; and other out-sourced assurance services;
- Representing the Board on audit matters at various forums.
Qualifications and Experience
- Bachelor’s Degree in Finance, Internal Audit or Accounting;
- Two (2) years practical audit experience at Internal Auditor level, membership to Institute of Internal Auditors (IA) a must.
2. Job Title : Procurement Assistant
Grade: HES7
Reporting to : Procurement Officer
Purpose of the Job
Assisting in sourcing and purchasing materials, equipment, and services for HESLGB from vendors and tracking inventory levels, managing vendor relationships, and ensuring compliance with relevant laws and regulations and filing
Key Duties and Responsibilities
Procurement assistant will have a wide range of responsibilities, which includes:
- Assisting in communicating with customers about order status, answering questions about products and services, and resolving issues;
- Preparing purchase orders and contracts for approval by the Procurement Officer and Management;
- Keeping records of orders placed, updating inventory levels based on these records;
- Ensuring compliance with laws and regulations regarding purchasing procedures and best practices;

Qualifications and personal specifications
- At least a Diploma or equivalent and some post-secondary education in Business, Procurement & Supply Chain Management or a related field.
- Have knowledge in supply chain management;
- Good time management skills to handle multiple tasks to complete within a certain time frame:
- Attention to detail in order to be able to handle paperwork and data accurately and thoroughly;
- Able to read and interpret data and information correctly and accurately recording and filing information correctly:
- Effective communication to help convey information clearly and answer questions accurately and use communication skills to collaborate with other members of staff on projects.
HESLGB in collaboration with other Higher Education Institutions in Malawi is implementing a five-year Skills for A Vibrant Economy (SAVE) Project funded by the World Bank. SAVE Project aims at increasing access, particularly for females, to labour market-relevant skills development programs, in participating institutions, targeting priority areas of the economy. Therefore, to enhance the effective implementation of this project, HESLGB seeks to recruit One (1) Project Officer to be based in Lilongwe.
This position is on contract and renewable annually based on performance and funding availability.

Title of Post : Project Officer (Non-Established)
Reporting To : Project Coordinator
Job Summary
To lead HESLGB’s implementation of SAVE Project activities, including liaison between HESLGB and all consultants engaged to perform various tasks such as construction, environmental and social safeguards management, and HESLGB law review.
Roles and responsibilities
- Oversee project implementation as informed by the annual work plans and budgets.
- Collecting and managing Performance agreement data
- Support implementation of construction project activities
- Support loan disbursement processes for ODeL and generic students
- Preparing monthly activity plans and project progress reports
- Facilitating publicity of the project activities through publications, demonstrations, and social media in liaison with the Communication Department
- Working with all partners for smooth project implementation
- Any other duties as may be assigned from time to time by the Project Coordinator.
Qualifications, experience, and skills
- Minimum of a Bachelor’s degree in Project Management, Agriculture, Economics, Education, or any relevant qualification. Those with MSc will have an added advantage.
- THREE (3) years of Experience in Project Management, report writing, and data management.
