Overview
The Malawi Communications Regulatory Authority (MACRA) is a statutory body established under the Communications Act (Cap. 68:01 of the Laws of Malawi) to regulate the country’s communications sector. Under the Communications Act of 2016, MACRA is mandated to regulate and monitor the provision of communications services and ensure that, as far as it is practicable, reliable and affordable communications services are provided throughout Malawi.
The Vision of MACRA is Communication Services for a digitally transformed Nation. To fulfil its mandate effectively and efficiently with strategic leadership and management, an opportunity has arisen within MACRA to fill various vacant positions. The positions are highly demanding that require people who have demonstrable capacity to initiate innovations geared at making MACRA a rejuvenated, vibrant and competitive Authority. The following are the details of the vacant positions.
1) INFORMATION COMMUNICATION AND TECHNOLOGY (ICT) MANAGER (MA 4)
Job Purpose
The Information Communication Technology (ICT) Manager is responsible for effective and efficient planning, supervising, implementing and maintaining the Authority’s ICT needs.
Key Duties and Responsibilities
- Design, develop and implement ICT systems for the Authority
- Facilitate and promote public-private partnerships (PPP) in IT projects.
- Ensure that MACRA’s electronic data is secure, and records are regularly maintained.
- Ensure that IT equipment, website and email systems are always in good working condition
- Manage, coordinate, and conduct research on IT development projects for MACRA.
- Attending Management meetings on matters related to IT development
- Recommend innovative and appropriate IT systems to be purchased and used by the Authority
- Develop and communicate a performance measurement and monitoring framework for IT services and regularly reports to senior management.
Key Attributes and competencies
The ideal candidate for the position is expected to have the following:
- Extensive knowledge of Information Technology Systems in areas of computer hardware, software and programming; computer networking and security

Requisite Qualification and Experience
- Master’s degree in Information Communication Technology (ICT), Computer Science or Computer Engineering.
- At least five (5) years’ experience in ICT or related field at senior level in a busy and challenging environment.
2) ECONOMIC REGULATION MANAGER (MA 4)
Job Purpose
To effectively promote, assess and supervise effective competition and provide remedies in uncompetitive markets and to provide overall competition and economic regulation in the ICT sector. The ERM will also be responsible for the development, implementation, and monitoring of the strategic plan of MACRA.
Key Duties and Responsibilities.
- Supervising and promoting fair competition in the operation of ICT services.
- Collection and storage of indices and other market intelligence information related to the ICT and Postal sectors.
- Analyzing market trends in technology, pricing/tariffs, performance w2 indices, and market behavior to assess overall quality and competitiveness of the ICT market in terms of retail and wholesale sectors.
- Undertake systematic market studies, assessments, and comparison of pricing of communication services, nationally and internationally.
- Reviewing regulatory frameworks, conducting industry or public consultations where appropriate, and issuing regulations, guidelines, or rules for the enforcement of the competition provision in the legislation and license conditions
- Providing advice, support, and recommendations in the review of communications policy and legislation, particularly around competition and market development
- Preparing and managing MACRA’s policies on pricing and tariffs for different communication services and different parts of spectrum and electronic communication markets
- Undertaking business and economic appraisal of licensing frameworks and applications
- Conducting surveys on consumer satisfaction, market forces, and related matters as a basis for informed decision-making to improve the consumer and industry relationship as stakeholders’ entities.

- Masters Degree in Economics, Statistics or Finance.

3) MANAGEMENT ACCOUNTANT (MA 4)
Job Purpose
The purpose of the position is to provide a wide of financial analysis and planning services to the Authority.
Key Duties and Responsibilities.
- Gathering and analyzing financial data for internal use through monthly and quarterly Management Accounts
- Assisting in the preparation at quarterly, mid and annual performance report
- Compile the Authority’s annual budget and forecast of income and expenditure in relation to the annual work plans drawn from the strategic plan
- Ensuring that financial management policies and procedures adhere to regulatory standards
- Monitor national and local financial developments, ensuring that the Authority is properly advised at new obligations, opportunities, and strategies.
- Asset Management (Acquisition, Maintenance and Disposal) to ensure that financial records reflect the correct value of the organisations in assets.
- Ensure that the Authority has effective payment and income procedures
- Ensures that audit recommendations directly related to management accountant are appropriately followed up and acted upon
- Supervise the Stores Department to ensure proper recording of receipts, issues, and accountability of stores items
- Interpreting financial data to non finance managers when needed
- Part of the team producing final audited accounts for MACRA
- Conduct financial appraisals for the Authority’s projects
- Provide training to finance personnel in bookkeeping and accounting when needed
- Provide training to Accpac users when needed

4) SECURITY AND SAFETY MANAGER (MA 4)
Job Purpose
Maintain and secure environment of the organisation (MACRA) and its employee by utilising all the available security resources in the categories of Physical Security (PS) and Electronic Security Surveillance Mechanisms (ESSM).
Key Duties and Responsibilities.
- Managing all security equipment for MACRA e.g. CCTV cameras, Electronic Access System.
- Participate in the procurement process for security providers and security equipment.
- Assessing the performance of security service providers.
- Producing incident reports on security matters.
- Recommending to Management the course of action aimed at improving security for MACRA resources.
- Coordinating the deployment of security personnel for MACRA House and staff residences with the service provider.
- Investigating theft incidents at MACRA House and staff residence.
- Producing monthly reports on security issues.
- Perform any other duties as may be assigned from time to time.
Required qualifications and experience
- Masters Degree in Security Studies, Public/Business Administration
- Five (5) years’ working experience in the Army, Police, security institution or law enforcement agency

5) LEGAL ENFORCEMENT MANAGER (MA 4)
Job Purpose
The primary function of the position is to perform managerial work in directing both directly and through subordinate supervisors, the activities related to compliance and enforcement of relevant laws. The position also provides general legal advice and support to the legal department.
Key Duties and Responsibilities
- Develop and manage regulatory compliance
- Undertake investigations related to non-compliance with legal and regulatory requirements
- Monitor compliance with license and regulatory obligations
- Develop and oversee control systems to prevent or deal with violations of legal and regulatory requirements.
- Monitor and review breach reports submitted by relevant directorates
- Conduct investigations into alleged noncompliance (Breach Reports) with legal and regulatory requirements
- Assist in devising procedures for the effective and consistent handling of including implementation and monitoring of compliance with handling and investigations of breach reports
- Recommend to Management on appropriateness of enforcement action against any legal and regulatory breaches
- Provide advice on management processes and procedures to be followed on case handling and decision making in breach-related matters to ensure consistency
- Identify industry sectors requiring greater monitoring guidance and recommend audits where necessary
- Manage and maintain a database of handled cases
- Any other duties related to enforcement, or the legal department as assigned by the Director of Legal services from time to time.
- Prepare compliance reports for management.
Required qualifications and experience
- Masters Degree in Law
- Five (5) years’ relevant working experience in the legal or law enforcement environment

6) MALWARE ANALYST OFFICER (MA 6)
Job Purpose
Identify cyber security threats such as worms, trojans, bots, rootkits, and viruses. Protect digital assets from threats and work closely with other security experts teams
Key Duties and Responsibilities
- Document malware threats and identify procedures to avoid them
- Analyse programmes and software using analysis programs to identify threats
- Classify malware based on threats and commonalities
- Keep up to date on the latest malware threats and keep software updated to defend against them
- Write alerts to let security personnel know about the latest threats
- Help create documentation for cyber security policies
- Train personnel and other team members on best security practices
- Understand tools that identify zero-day cyber threats and work to protect from them
- Participate in research and development of malware protection tools
- Perform digital forensics
- Ensure that digital evidence is stored in a safe and secure manner.
Required qualifications and experience
- Bachelors Degree in Information Communication Technology (ICT) or Computer Science
- Professional certification in cybersecurity particularly in malware and forensics
- Two (2) years’ experience in an ICT environment
