JOB VACANCIES AT THE MALAWI SCHOOL OF GOVERNMENT
The Malawi School of Government (MSG) is a unique higher education Statutory Corporation established through Act of Parliament No. 33 of 2022. Our primary mission is to play a pivotal role in shaping Malawiโs present and future by developing and delivering human resource development programmes and enhancing the capacity of the public and private sectors through education and training, research, consultancy, and advisory services. MSG invites suitably qualified, motivated and agile candidates to fill the following positions existing at its secretariat and at the Kanengo Campus (formerly Malawi Institute of Management) and Mpemba Campus (formerly Staff Development Institute):
1. FINANCE MANAGER (2 POSTS ONE PER CAMPUS)
Job Summary: To provide financial management services at the Campus level.
Key Duties and Responsibilities
Management
- Support the development, review, implementation, and monitoring of policies, plans, budgets, programmes, strategies, systems, procedures, and regulations forย stores, finance, and investments.
- Advise Campus Management on financial matters.
- Implement and monitor sound financial control systems at Campus level.
- Review and monitor the implementation of sound financial risk management mechanisms.
- Prepare financial statements, management accounts, variance analyses, and commentaries in accordance with generally accepted accounting practices.
- Cost project works and other services offered to customers in liaison with relevant sections.
- Coordinate the relationship between the Campus and its stakeholders.
- Prepare and submit monthly, quarterly, and annual financial reports to the Campus Director and Director of Finance and Invest.
- Manage external audit for the Campus.
- Mentor and appraise staff.
Manage Payables
- Authorise payments. Approve reconciliations.
- Monitor the Campusโs cash flow and bank balances.
Manage Receivables
- Implement credit policy at Campus level general ledger.
- Review asset register.
- Review general ledger reconciliations.
- Oversee inventory management.
Qualification and other attributes:
- A professional qualification such as ACCA, CPA, and CIMA plus a Masterโs degree in a finance-related field from an accredited or recognised University by theย National Council for Higher Education.
- 5 years of relevant experience at management level in organisations of comparable scale in the private or public sectors in financial planning,ย management and reporting, management accounting, financial accounting, fiscalย management, risk management and capital development projects.
- Proven ICT skills, especially in developing and producing financial reports.
- Must be registered with a relevant professional body in Malawi.
2. FINANCE OFFICER (2 POSITIONS MPEMBA CAMPUS AND SECRETARIAT)
Job Summary: To support the provision of financial and accounting services.
Key Duties and Responsibilities
Financial control
- Review, implement and monitor sound financial control mechanisms.
- Generate and review General Ledger Codes in the accounting system.
- Support the preparation of the budget and monitor its implementation.
- Initiate and prepare timely Financial Accounting Statements and tax returns asย required.
Manage Payables
- Authorize payments and keep accounting documents.
- Process staff salaries and advances.
Manage Receivables
- Monitor revenue collection, banking and expenditure.
Manage Reconciliation
- Reconcile books of accounts.
Facilitate Auditing
- Facilitate, coordinate and prepare audit schedules.
- Attend to audit queries.
- Maintain Fixed Asset Register
Supervision
a. Allocate work and appraise staff.
Qualification and other attributes
- Bachelorโs degree in Accountancy from an accredited or recognised University by the National Council for Higher Education.
- 3 yearsโ relevant experience.
- Proven ICT skills, especially in developing and producing financial reports.
- Must be a registered member of a professional association in Malawi.
3. ASSISTANT FINANCE OFFICER (3 POSITIONS โ 2 MPEMBA CAMPUS AND 1- SECRETARIAT)
Job Summary: To support the provision of financial and accounting services.
Key Duties and Responsibilities
Financial accounting
- Review, implement and monitor sound financial control mechanisms.
- Check payments and keep accounting documents.
- Conduct stock-taking.
- Facilitate, coordinate and prepare audit schedules.
Manage Payables
- Process payments.
Manage Receivables
- Collect of revenue and banking
Manage Reconciliations
- Maintain cash books.
- Manage imprest for the Campus.
Qualification and other attributes
- Diploma in Accounting from an accredited or recognised institution by the National Council for Higher Education.
- 3 yearsโ relevant experience.
- Proven ICT skills, especially in developing and producing financial reports.
- Must be a registered member of a professional association.
4. INTERNAL AUDIT MANAGER (SECRETARIAT)
Job Summary:
To provide an independent and objective assurance on the efficacy of control systems, corporate governance, risk management and value-addition interventions.
Key Duties and Responsibilities
Management
- Develop, review, implement, and monitor internal audit and risk management policies, plans, strategies, programmes, systems and procedures, including budgets.
- Review and advise on the effectiveness and adequacy of financial and operational systems and procedures.
- Set, develop and monitor compliance with internal control procedures, systems,
- Identify key risk areas in consultation with Management and advise on appropriate interventions.
- Conduct performance and investigative audits in liaison with relevant
stakeholders. - Allocate work.
- Appraise staff.
Auditing
- Collaborate with external auditors on audit matters.
- Undertake pre- and post-audit of financial, stores, programmes and personnel records as required
- Follow up on audit queries to ensure audit observations are properly and adequately addressed.
Qualification and other attributes
- Masterโs degree in Internal Audit or a related field from an accredited or recognised institution by the National Council for Higher Education.
- Professional certification in internal audit.
- 5 years relevant experience.
5. ICT MANAGER
Job Summary: To lead in the management and provision of ICT services.
Key Duties and Responsibilities
Management
- Develop, review, monitor and implement ICT policies, plans, strategies, systems, programmes, and standards.
- Develop, implement, and monitor software and database systems, as well as data backup and disaster recovery operations.
- Oversee the design, implementation, and maintenance of the organisationโs ICT infrastructure, including servers, networks, and hardware.
- Facilitate designing, implementing, and maintaining the organisationโs integrated management information system.
- Managing IT staff, developers, and other departments involved in ICT Facilitate staff performance management and provide feedback to staff.
- Prepare and submit reports.
- Organizing training for employees.
Systems
- Manage software development projects.
Security
- Plan and monitor security systems for hardware, information and network
- Implement and enforce security policies to protect the organisationโs information assets.
- Assuring all ICT activities are performed within the parameters of applicable laws, codes, and regulations.
Risk Management
- Assess risks and recommend mitigation measures.
Financial Management and Resource Mobilisation
- Develop and manage the departmentโs annual budget.
- Ensure efficient allocation of resources and adherence to financial guidelines.
- Identify other opportunities for improved revenue generation.
- Monitor financial performance against targets and implement corrective actions where necessary.
Project management
a. Oversee ICT projects.
Secretarial services
a.ย Servicing relevant statutory and ad-hoc committees
Qualification and other attributes
- Masterโs degree in Computer Science, Information Systems, Softwareย Engineering, or related fields from an accredited or recognised institution by the National Council for Higher Education.
- Five years of relevant experience with hands-on experience in managing ICT infrastructure and services.
- Proven experience inย developing and implementing successful studentย management information systems integrated with accounts and banking fee payment systems.
6. SENIOR INFORMATION SYSTEMS OFFICER โ SECRETARIAT
Job Summary: To provide robust information systems support and maintenance management
Key Duties and Responsibilities
System Administration
- Develop appropriate and efficient systems, policies and procedures for the entire School.
- Provide technical support in the operation of the information management system.
- Analyse user requirements for information management systems and ensure effective transition.
- Coordinate with various internal groups and managers to resolve current service issues from different departments.
- Analyse, identify and provide information system solutions for MSG business Issues.
- Perform systems and database administration.
- Script tasks to automate systems.
- Develop and manage the website.
- Develop and maintain system documentation.
- Set up and maintain software upgrades and prepare required charts and documentation.
Security
- Maintain and secure systems.
- Select and test ICT networks and systems.
- Establish disaster recovery procedures.
Qualification and other attributes
- Bachelorโs degree in Information Systems or related fields from an accredited or recognised institution by the National Council for Higher Education plus any one of the following professional certifications:
- Cisco Certified Network Associate (CCNA)
- Microsoft Certified Solutions Expert (MCSE)
- Must be a registered member of ICTAM
- 5 years relevant experience.
7. SYSTEMS ADMINISTRATOR
Job Summary: To administer and monitor ICT systems.
Key Duties and Responsibilities
System Administration
- Implement policies, plans, strategies, programmes, and systems relating to ICT.
- Manage intranet.
- Back up databases.
- Tune databases.
- Configure databases.
- Index databases.
- Provide end user support.
- Allocate user rights.
Reporting
- Prepare and submits reports.
Supervision
- Allocate work.
- Appraise staff.
Qualification and other attributes
- Bachelorโs degree in Computer Science, Information Systems or related fields from an accredited or recognised institution by the National Council for Higher Education plus any one of the following professional certifications:
- Cisco Certified Network Associate (CCNA)
- CompTIA Security+, CompTIA CySA+
- Microsoft Certified Solutions Expert (MCSE)
- 3 years of relevant experience.
