Overview
The National Economic Empowerment Fund Limited (NEEF) is a government owned Microfinance Institution whose mission is to economically empower ordinary and underserved Malawians particularly women, youth, and persons with disability through the provision of quality, affordable, and sustainable microfinance services for improved livelihoods.
NEEF invites applications from suitably qualified, mature, ambitious, professional Malawi nationals with a passion for results and respect for ethics and hands-on experience to fill the following vacant positions at its various zones:
1) LEGAL COUNSEL NF4 – 4 positions
Reporting to: Senior Legal Counsel.
Job Purpose
To provide expert and strategic legal support and advice to the Fund, ensuring compliance with applicable laws and regulations while protecting the its interests.
Key Duties and Responsibilities
- Conducting litigation on behalf of the Fund;
- Liaising with external counsel on legal matters being handled by the Fund;
- Drafting, reviewing, and negotiating contracts, agreements, and other legal documents to ensure compliance with the law and secure Fund’s interests;
- Providing legal protection and risk management advice to management and staff especially on contract management and security perfection;
- Reviewing and advising Management on legal implications of internal policies and procedures;
- Monitoring compliance with statutory obligations and advising Management accordingly.
- Facilitating creditors reconciliation according to supplier’s statement;
- Liaising with relevant departments to identify legal risks and their appropriate mitigation and remedial measures;
- Providing input in the development and implementation of internal policies and procedures related to legal compliance and risk management;
- Conducting legal research to stay updated on relevant laws, regulations, and industry standards that may impact the Fund’s operations;
- Identifying, recommending and implementing strategies for resolving disputes through alternative dispute resolution methods before they escalate to litigation; and
- Sourcing of external legal counsel as directed, ensuring that their services align with the Fund’s objectives and budget.
Qualifications and Experience
- Master’s Degree in Law (LLM) from an accredited institution.
- 3 years of relevant post-qualification experience in legal practice, corporate governance, or compliance roles, with at least 2 years in a similar role.
- Admission to the Malawi Bar and a valid license to practice law in Malawi.
- Relevant certifications in corporate governance or compliance.
2) PARALEGAL OFFICERS NF6 – 13 positions
Reporting to: Legal Counsel
Job Purpose
To provide expert and strategic legal support and advice to the Zonel Office of the Fund, ensuring compliance with applicable laws and regulations while protecting the Fund’s interests.
Key Duties and Responsibilities
- Drafting legal documents
- Preparing legal arguments for lawsuits
- Identifying appropriate legal materials for cases
- Organizing and tracking files from case documents
- Preparing legal documents for trials and court proceedings
- Gathering exhibits as directed
- Preparing submitting filings to courts regulatory bodies in accordance with established deadlines and procedural requirements
- Conducting research on laws, regulations, and case precedents to assist legal counsels in building cases and preparing legal arguments.
- Managing calendars for legal counsels by scheduling appointments, court dates, and meetings with clients or other stakeholders.
- Maintaining legal records and files
- Perform general administrative duties such as answering phones, managing office supplies, and handling correspondence in the legal department.
Qualifications and Experience
- Diploma in Law from NCHE accredited institution.
- 3 years relevant work experience in similar role.
3) LEGAL SERVICE CLERK NF10. – 1 position
Reporting to: Legal Counsel
Job Purpose
To provide expert and strategic legal support and advice to the Fund, ensuring compliance with applicable laws and regulations while protecting the Fund’s interests.
Key Duties and Responsibilities
- Organizing and tracking files from case documents
- Preparing legal documents for trials and court proceedings
- Gathering exhibits as directed
- Preparing submitting filings to courts regulatory bodies in accordance with established deadlines and procedural requirements
- Conducting research on laws, regulations, and case precedents to assist legal counsels in building cases and preparing legal arguments.
- Managing calendars for legal counsels by scheduling appointments, court dates, and meetings with clients or other stakeholders.
- Maintaining legal records and files.
- Perform general administrative duties such as answering phones, managing office supplies, and handling correspondence in the legal department.
Qualifications and Experience
- A paralegal certificate from an accredited institution.
- 1 year relevant work experience in similar role.
4) ICT MANAGER – INFRASTRUCTURE
Job Title: ICT Manager (Infrastructure)
Grade: NF3
Department: ICT Services
Reports to : Director of ICT Services
Responsible for : Chief ICT Officer (Infrastructure)
Job Purpose
To oversee planning, implementation, and maintenance of NEEF’s ICT Infrastructure, including networks, servers, and hardware systems. This role ensures the liability, security, and efficiency, of NEEF’s technical environment enabling a smooth day to day operations.
Key Duties and Responsibilities
- Providing strategic leadership in the development and implementation of innovative infrastructure solutions that support organizational growth.
- Implementing, and maintaining NEEF’S ICT infrastructure including servers, networks, and storage systems.
- Formulating and executing a long-term strategic plan for ICT infrastructure that aligns with NEEF’s overall
- Establishing priorities for the maintenance, objectives and adapts to technological advance design, and development of infrastructure systems inclusive of LANS/WAN internets
- Monitoring server environments, including physical
- servers, virtual machines, and storage systems.
- Performing regular assessments of risks associated with ICT infrastructure and develop strategies to mitigate potential impacts on operations.
- Engaging with internal and external stakeholders to gather requirements, ensure alignment of infrastructure projects with business goals, and foster partnerships with technology vendors.
- Preparing and manage budgets for IT infrastructure projects and operations.
- Implementing security measures to protect ICT infrastructure from breaches, malware, and other threats.
- Developing and maintain back up and disaster recovery solutions for infrastructure resilience
- Developing and enforcing infrastructure policies aligned with NEEF’s goals while maintaining detailed documentation of assets and configurations.
- Compiling periodic reports
Qualifications and Experience
- Master’s Degree in ICT, Information Technology, Computer Science or any related field from an NCHE accredited institution;
- 5 years of working experience, with 3 years is at similar management level.
5) ICT MANAGER- SECURITY
Job Title: ICT Manager (Security)
Grade: NF3
Department: Services
Reports to: Director of ICT Services
Responsible for: Chief ICT Officer (Security)
Job Purpose
Responsible for ensuring the integrity, confidentiality and availability of NEEF's
information systems. This focuses on managing cybersecurity measures, overseeing risk assessments, and implementing security policies and procedures
to protect NEEF's data and ICT infrastructure.
Key Duties and Responsibilities
Implementing and managing security protocols, tools, and technologies to protect NEEF's data and information systems
Conducting regular vulnerability assessments, penetrations testing, and monitoring network traffic for unusual behaviour of potential security breach and recommend mitigation strategies.
Coordinating and leading prompt response to Security incidents,
documenting and reporting findings to the Director of ICT services, and
lead the execution of incidents response plans for data breaches and cyber security threats
Engaging with stakeholders to gather requirements and ensure ICT security measures meets Fund's needs
Preparing and managing budgets for ICT Security projects and operations
Developing and enforcing ICT security policies aligned with NEEF's goals
while maintaining detailed documentation of assets and configurations
Implementing security measures to protect ICT applications and
infrastructure from breaches, malware, and other threats
Monitoring back up and disaster recovery solutions for ICT infrastructure& applications resilience
Researching new security technologies to enhance the organization's cybersecurity posture and overseeing the deployment of advanced security solutions
Supervising and mentoring ICT security staff, organizing trainings to keep the team updated on latest technologies
Compiling and submitting ICT Security reports to the Director of ICT Services.
Qualifications and Experience
Master's Degree in ICT, Information Technology, Computer Science or any related field from an NCHE accredited institution;

6) ICT MANAGER – INNOVATION AND APPLICATION DEVELOPMENT

Job Purpose
To drive the adoption and development of innovative technologies and overseeing the design, deployment, and maintenance of software applications to support NEEF’s operations. This role emphasizes solutions development, digital innovation, and improving user experience across NEEF systems.
Key Duties and Responsibilities
- Overseeing the development, deployment, and maintenance of custom software applications, including updates and enhancements
- Collaborating with stakeholders to gather requirements and ensure applications meets Fund’s needs.
- Driving the adoption of innovative of innovative technologies and exploring fintech trends to boost NEEF’s operational efficiency and competitiveness
- Preparing and manage budgets for IT innovation and application projects and operations.
- Developing and enforcing innovation and application policies aligned with NEEF’s goals while maintaining detailed documentation of assets and configurations
- Implementing and managing database solutions. Integrate applications for seamless data exchange, and developing reporting tools for effective data analysis and decision making
- Implementing security measures to protect ICT applications from breaches, malware, and other threats.
- Developing and maintain back up and disaster recovery solutions for innovation & application resilience.
- Supervising and mentoring innovation & application staff, organizing trainings to keep the team updated on latest technologies
- Developing and implementing processes for managing changes to applications, including version upgrades and feature enhancements, ensuring minimal disruption to users.

7) VALUATION OFFICERS (NF6) 22 POSITIONS
Job Title: Valuation Officer

Job Purpose
To appraise and estimate the value of goods in terms of condition/size, including land and buildings on the land usually before they are sold, mortgaged, developed
Key Duties and Responsibilities
- Providing input in the development, review and implementation of policies, plans, budgets and strategies for collateral valuation
- Verifying the ownership and geographical validity of properties pledged as collateral
- Performing valuations of pledged properties a secondary evaluator after external appraisals, recognizing that not all properties require external assessments.
- Facilitating confiscation of properties in cases of loan default by maintaining accurate and up-to-date records of loan repayment trends for each client.
- Facilitating transfer of confiscated properties to property valuers and maintaining proper safety and security of the properties
- Managing the disposal process for confiscated properties as directed, ensuring compliance with NEEF policy during transactions.
- Safeguarding property records to prevent tampering and ensure data integrity
- Facilitating and conducting periodic property existence monitoring to verify the continued existence of both the properties and clients
- Collaborating with legal services in adjudication matters involving collateral to ensure compliance with relevant regulations

Qualifications and Experience
- Bachelor’s Degree in either Property Valuation, Real Estate Management, Land Economics, Surveying and Land Management or related field obtained from institutions accredited by NCHE
- Must have a minimum of 2 years of working experience in asset valuation, preferably in a financial or lending Institution.
8) SENIOR RISK AND COMPLIANCE OFFICER (NF5) 2 positions- Head office

Job Purpose
To be responsible for providing strategic support, implementing risk management and compliance framework, policies, and programs.
Key Duties and Responsibilities
- Coordinating the identification of mitigating factors to the risks associated with the current and proposed future business activities.
- Maintaining accurate and organized documentation related to risk assessment compliance audits and incident investigations and submitting them to the Chief Risk and Compliance Officer.
- Designing and updating an inventory of essential policies, laws, regulations and guidelines that governs the business of NEEF.
- Facilitating trainings and educating staff members in risk and compliance-related matters and ethical practices.
- Liaising with the Internal Audit department and Operationsdepartmentinimplementing and following up on the audit exceptions’ recommendations
- Advising on compliance matters, regulatory updates, and emerging risks while overseeing the preparation of reports for regulators, auditors and external bodies
- Integrating risk management practices into NEEF’S
operational areas - Coordinating internal and external auditors during risk and compliance audits, ensuring timely reporting and implementing collective measures based on audit findings.
- Developing internal policies, procedures, processes and guidelines in relation to the governing laws,

9) RISK AND COMPLIANCE OFFICERS (NF6)- 17 POSITIONS, HEAD OFFICE AND ZONE OFFICES

Responsible for: Senior Assistant Risk and Compliance Officer

Job Purpose
To support the implementation and monitoring of risk management and compliance frameworks to ensure that NEEF operates within its regulatory, legal, and ethical obligations while identifying and mitigating potential risk of the Fund.
Key Duties and Responsibilities
- Identifying mitigating factors to the risks associated with the current and proposed future business activities.
- Maintaining accurate and organized documentation related to risk assessment compliance audits and incident investigations
- Promoting good lending practices that are compliant with policies and procedures to ensure effective credit and financial risk management
- Conducting risk-based and compliance assessments and checks in branches, departments and sections
- Distributing internal policies, procedures, processes and guidelines
- Developing risk and compliance management tools such as Risk Registers, Compliance Calendars, Checklists, Workflows etc.
- Attending meetings, and provide risk-based advisory roles in Credit, Operations, Finance, Administration, Procurement etc.
- Conducting incidents and fraud detection, prevention, and assessments and submitting reports within two weeks to the Senior Risk and Compliance Officer.
- Conducting Simplified and Enhanced Customer, Supplier and Employee due diligence at the ex-ante and ex-post.
