Overview
The Local Government Service Commission is inviting applications from suitably qualified Malawians to fill the following vacant posts that exist in the different sectors of Nkhotakota District Council.
1. JOB TITLE: DIRECTOR OF AGRICULTURE
GRADE: E/M2
QUALIFICATION
Applicants must be serving Chief Agriculture Officers (Grade F/M3) with a minimum of four (4) yearsโ experience at that grade in the Local Authorities.
DUTIES
1. Coordinate forestry activities in order to ensure that Councilโs Forestry plans are implemented effectively,
2. Coordinate issues relating to the protection and management of the environment and the conservation and sustainable utilization of natural resources;
3. Plan activities required to maintain, restore and develop the forest cover necessary for soil and water conservation, maintenance of biological diversity and supply of forest produce;
4. Plan, promote and assist in the restoration and development of fisheries resources;
5. Ensure that crops/livestock activities are well coordinated for the effective management of agricultural activities in the Council;
6. Coordinate extension activities in the Directorate to ensure sustainable utilization of resources;
7. Review Mining, Fisheries, Environmental, Forestry programs technically and financially from time to time and making recommendations for appropriate action;
8. Develop annual Agriculture, Environment and Natural Resources plans for the Council;
9. Control the use of resources in the Directorate; and
10. Prepare and submit the budget for the Directorate.
11. Advise the Agriculture, Environment and Natural Resources Committee and the District Commissioner on all matters of the Directorate.
2. JOB TITLE: DIRECTOR OF FINANCE
GRADE: E/M2
QUALIFICATIONS
Applicants must be serving Chief Accountants (Grade F/M3) with a minimum of four (4) yearsโ experience at that grade in the Local Authorities or Civil Service.
DUTIES
1. Coordinate the day to day activities of the finance directorate;
2. Prepare all estimates in consultation with all the directorates;
3. Manage all funds and investments at the Council;
4. Report to the District Commissioner and Council Finance Committee on ainy anticipated over expenditure, authorized expenditure and deviation from regulations;
5. Maintain the accounting system and supervise all financial staff;
6. Prepare annual accounts, grant claims, external and internal financial statements, statistics and cost statements;
7. Attend Finance Committee and other Committee meetings;
and
8. Adopt and implement an appropriate expenditure monitoring and control mechanical.
3. JOB TITLE: DIRECTOR OF ECONOMIC PLANNING AND DEVELOPMENT
GRADE: E/M2
QUALIFICATIONS
Applicants must be serving Chief Economists (Grade F/M3) with a minimum of four (4) yearsโ experience at that grade in the Local Authorities or Civil Service.
DUTIES
1. Direct and supervise staff in the directorate to gain effective and efficient achievement of work programs.
2. Provide leadership in assessing projects based on viability and established Council policies.
3. Forecast realistic project disbursement and development expenditure.
4. Design and implement the Councilโs monitoring and evaluation system.
5. Develop sustainable strategies and techniques for mobilizing communities to participate in development undertakings.
6. Review community Development programs technically and financially from time to time and making recommendations for appropriate actions.
7. Forecast, mitigate and coordinate relief and disaster preparedness activities in the Council.
8. Ensure that HIV/AIDS and Gender issues are integrated into all development programs of the Council.
4. JOB TITLE: DIRECTOR OF HEALTH SERVICES
GRADE : E/M2
QUALIFICATIONS
Applicants must be serving Chief Medical Officers (Grade F/M3) with a minimum of four (4) yearsโ experience at that grade in the Local Authorities or Civil Service.
DUTIES
1. Plan and coordinate day to day activities of the Directorate.
2 Advise the Health Committee of the Council and the District Commissioner on all health Service.
3. Control the use of resources in the Directorate.
4. Develop annual health Services plans for the Council.
5. Prepare estimated drugs and other necessary medical requirements for the Council.
6. Ensure that health standards are upheld all the time.
5. JOB TITLE: CHIEF ENVIRONMENTAL OFFICER
GRADE: F/M3
QUALIFICATIONS
Applicants must be serving Principal Environmental Officers (Grade G/M4) with a minimum of four (4) yearsโ experience at that grade in the Local Authorities or Civil Service.
DUTIES
1. Facilitate development and review of environmental policies, strategies and enabling legislation or regulations/guidelines/ standards in liaison with relevant agencies /stakeholders, affected and minority groups/youths as need arises in space and time for the purposes of harmonizing with relevant policies and legislation taking into account gender and other cross- cutting issues.
2. Coordinate the development, implementation and monitoring of environmental education and outreach programmes and communication strategies including commemoration of environmental days in liaison with relevant environmental education institutions and stakeholders to enhance public participation in environment, natural resources and climate change management.
3. Promote conservation and sustainable use of genetic resources including access to and benefit sharing of genetic resources and associated indigenous knowledge, control of invasive species and biosafety matters.
4. Facilitate development of contracts including Mutual Agreed Terms on access to genetic resources and related indigenous knowledge or intellectual property rights.
5. Coordinates the development and updating of environmental
data and information collection and monitoring tools including State of Environment and Outlook Report, training modules, indicators, databases, District Environmental Action Plans, ICT infrastructure for archiving/information management and critical data sets at national and local levels.
6. Participates in the preparation of annual work plans, implementation plans and budgets for the Department, and projects or programmes under the Divisions.
7. Coordinate review of project briefs and environmental, social impact assessment (ESIA) reports and Environmental and Social management plans (ESMPS) of proposed development projects including Environmental Audits of existing development projects and coordinate the implementation and monitoring of ESIA recommendations, Environmental Audits and ESMPS of approved projects.
8. Coordinates monitoring of potential polluted sites and management of waste to reduce environmental pollution.
9. Developing project proposals to support local communities in implementing ENRM and programmes.
10. Support in the effective implementation of environmental projects and programs and related research
11. Support in the mainstreaming of ENRM and Climate Change in district development plans and budgets.
12. Support in the training of relevant stakeholders and local communities to effectively and efficiently manage environment,
natural resources and climate change management projects and programmes.
13. Coordinate development, periodic review and updating of monitoring and evaluation framework for environment, natural resources and climate change.
14. To facilitate effective permitting systems through environmental permits as well as environmental protection orders at district level.
15. To facilitate the litigation process and prosecution of cases related to environment, natural resources and climate change management violations including receiving and investigation of complaints or tips from the public at district level.
16. Any other duties that may be assigned to him/her by the Director of Environmental Affairs.
6. JOB TITLE: PRINCIPAL ECONOMIST
GRADE: G/M4
QUALIFICATIONS
Applicants must be a serving Economists (Grade 1) with a minimum of four (4) yearsโ experience at that grade in Local Authorities or Civil Service.
DUTIES
1. Preparing guidance on allocation of resources;
2. Preparing in-depth analysis of development public interventions;
3. Supporting fiscal and monitory policy management;
4. Liaising with other departments in the Council and initiating the budget preparation process;
5. Supporting review, evaluation, analysis and formulation of economic policies;
6. Supporting development of Government Performance Reports; 7. Any other relevant duties as may be assigned from time to time.
