Overview
Local Government Service Commission is inviting Applications from suitably qualified individuals to fill the following vacant positions tenable at Ntcheu District Council.
1) Job Title: Principal Trade Officer
Grade: M4
Salary: Within the Grade M4 salary scale segment
Location: Ntcheu District Council
Qualification
Applicants must be serving Senior Trade Officers grade M5 regardless of experience at that grade or Trade Officers (Grade M6) with at least 4 years of experience at that grade in local authorities.
Duties and Responsibilities
- Participating in initial drafting of policy documents, position and concept papers.
- Responding to county Council questions; intra and inter communication between departments on trade related issues.
- Facilitating the settlement of trade disputes, and responding to public complaints on trade and customer care issues.
- Compiling and analyzing economic and trade related data.
- Disseminating business information to the business community.
- Facilitating trade promotion activities through trade fairs and exhibitions.
- Undertaking market profiling and market intelligence surveys trade development.
- Providing consultancy and extension services on frade issues.
2) Job Title: Principal Social and Child Welfare Officer
Grade: M4
Location: Ntcheu District council
Qualification
The candidates must be a serving social welfare/Child Welfare officer or Social Support Services officer (Grade M6) with at least 4 years of experience at that grade in local authorities
Duties
- Coordinate, control and manage provision of social welfare service liaison with District council and relevant stakeholders
- Plan and budget social welfare programme activities
- Provide technical support in the development guidelines and standards for social welfare provisions.
- Strengthen reporting and feedback mechanism to ensure timely reporting and updating of
social welfare data. - Carry out assessment need social welfare implementing agencies and make recommendations for capacity building.
- Facilitate interface meetings with donors and other aid agencies to mobilize resources for provision of social welfare services.
- Initiate research needs on emerging social welfare issues for better programming and improved social services delivery.
- Coordinate the work of NGOs and facilitate registration of NGOs in Malawi.
- Undertake various capacity building initiative to enhance capacity families, communities and service provider in the provision of social welfare services.
- Carry out periodic supervisory visit to District and institutions for purposes enforcing standards in the provision of social welfare services.
- Handle cases referred from Districts and other referral agencies.
- Perform any other official duties that may assigned to them time to time by higher authorities.
3) Job Title: Principal Community Development Officer
Grade: M4
Salary: Within the Grade M4 salary scale segment
Location: Ntcheu District council
Qualifications
Applicants must be serving Senior Community Development Officers grade M5 regardless of experience at that grade or Community Development Officers (Grade M6) or Social Welfare Officers (Grade M6) with a minimum of four (4) years of experience in those posts.
Duties
- Plan, organize and control all programme activities in the department.
- Undertake primary technical and financial evaluation of programmes and provide appropriate direction to management.
- Provide input in policy formulation development and maintenance of departmental practices and professional ethics.
- Identify training needs for technical staff in the department and initiate in-service training programmes, etc.
4) Job Title : Accountant
Grade: M6
Salary: Within the Grade M6 salary scale segment
Location : Ntcheu District Council.
Educational Qualifications
Applicants must be serving Senior Assistant Accountants (Grade J/M8) with a minimum of four (4) yearsโ experience at that grade in local authorities or in possession of a bachelorโs degree in Accountancy or its equivalent obtained from accredited institutions.
Duties
- Prepare monthly Cash flows.
- Supervise processing of payments.
- Maintain cashbook.
- Ensure paid vouchers are properly filed.
- Ensure that the Council is adhering to its commitments i.e. VAT/ surtax, WHT PAYE etc.
- Ensure that transactions are correctly posted and verifying subsidiary books before posting into the General Ledger.
- Any other relevant duties as assigned from time to time.
Competencies
The post holder is the head of an accounting section and must ensure proper management of the section. He/ She must have sound knowledge of financial principals, practices and procedures. Must demonstrate the ability to lead a team of highly motivated accounting personnel. He/ She must be conversant with financial softwareโs e.g. sage
5) Job Title: Senior Assistant Environmental Health Officer
Grade: M7
Location: Ntcheu District council
Qualification
Applicants must be serving Assistant Environmental Health Officer (Grade M8) with at least four (4) yearsโ experience at that grade in local authorities.
Experience
Must have undergone the eighteen (18) months internship programme.
Duties
- Plans, implements and monitors Health Education activities
- Coordinates and monitors all environmental health matters
- Promotes health and safety issues
- Organizes interventions on Health-related issues
- Collaborates with relevant authorities and ensures participation and involvement in health information.
6) Job Title: Senior Assistant Youth Officer
Grade: M7
Location: Ntcheu District council
Qualification
Applicants must be serving Assistant Youth Officer (M8) with a minimum of four (4) years of experience at that grade.
Duties:
- Planning and development of comprehensive Youth Development Programmes in the district
- Coordinating Youth Clubs and Youth NGOs in the district
- Developing project proposals that promote youth involvement, inclusion and participate in economic and other development activities
- Collect, compile youth data and develop district youth profiles
- Liaising with relevant stakeholders in establishment and management of the Youth participation
- Monitoring implementation of youth activities by different stakeholders in the district
- Compile and submit monthly, quarterly and annual reports to management and relevant district stakeholders
- Prepare budgets and work plans in liaison with youth participation structures and submit them to the District Councils;
- Developing resource mobilization strategy for youth economic programme
- Represent the Ministry at district stakeholders meeting such as DEC meetings and any other meetings where the Ministry is invited at district level
- Identifying training needs for youth in the district and designing appropriate training programmes
- Convening and chairing Meetings for Technical Working Group (TWG) on young people
- Supervise and manage subordinate staff under his/her charge
7) Job Title: Assistant Youth Officer
Grade: M8
Salary: Within the Grade M8 salary scale segment
Location: Ntcheu District council
Qualification
Applicants must be in possession of a Diploma in Youth Development, Social Work, Development Studies, Community Development, Child Development, Youth Guidance and Counselling from accredited institution
Duties
- Developing, implementing, monitoring and follow up on youth development programs in collaboration with immediate supervisor.
- Preparing and developing district project proposals for funding by cooperating partners.
- Developing and put in place mechanisms for identifying Youth Development Needs in the district with instruction from the Youth Officer.
- Providing coordination of Youth Programs with NGOs, Ministries and cooperating partners in collaboration with the Youth Officer at district level.
- Presiding youth services in the district
- Facilitating youth technical working-group committee meetings on behalf of Youth Officer and make follow-ups on its decisions.
- Facilitating training for the young people in the district in collaboration with the immediate supervisor.
- Compile and submit reports monthly, quarterly and annually to relevant offices.
8) Job Title: Assistant veterinary officer

Qualification
Applicants must be in possession of a Diploma in Veterinary Science or Animal Health and Production, obtained from accredited institution.
Duties
- Conducting animal health and production activities in Extension Planning Areas (EP As)
- Conducting animal disease investigations, treatments and vaccinations for various Livestock species.
- Preparing and implementing Annual Work Plans and their activities.
- Conducting meat inspections and compile a report on slaughter places.
- Reporting timely on suspected notifiable disease outbreaks in the area.
- Conducting ticks and tick control measures in the area.
- Encouraging formation of Livestock Development Committees (LDCs) and Milk Bulking Groups.
- Conducting Farm Demonstrations in animal health and production.
- Controlling importation and exportation of animal by products to regulate the market.
- Conducting vaccination campaign on diseases such as Rabies, Black Quarters and Foot and Mouth diseases.
- Procuring and distributing drugs, vaccines and other biological chemicals (Tuberculin and Conjugates) to farmers and
- Any other duties that may be assigned from time to time.
9) Job Title: Clinical Officer (General Medicine)
Grade: HI/M7
Location: Ntcheu District council
Qualification
Bachelorโs Degree in Clinical Medicine or Serving senior Clinical technicians (Grade HJ/M8) with Minimum of Four (4) yearsโ experience in possession of a Diploma in clinical Medicines.
Duties
- Performs both minor and major operations on their own;
- To ensure effective case management at health institutions;
- To conduct ward rounds;
- To provide clinical institutions to interns, qualified clinicians;
- Comfortably run the emergency medical services and Casualty;
- To conduct clinical research with the idea of getting close to evidence based practice;
- Responsible to DHO, Departments head if a Central Hospital can deputize the DHO:
- To conduct routine district visits;
- To shoulder in-service training and research programs;
- Can run a specific ministry of Health program: TB, Malaria Control, and HIV/AIDS.
Note: Documentary evidence of major requirements specified in the advertisement shall be required during interviews. Serving officers will also be required to demonstrate during the interviews that they are permanent and pensionable officers in the Civil Service by producing letters of confirmation in appointment in addition to letters of condition of appointment on probation (PSR 19)
