Overview

About Millennium Challenge Account-Malawi II
The Government of Malawi signed a five-year agreement (โ€œCompactโ€) with the Millennium Challenge Corporation (โ€œMCCโ€) to fund specific programs targeted at reducing poverty and stimulating economic growth. MCC is a U.S. government agency focused on assisting countries dedicated to good governance, economic freedom, and investing in people. An Accountable Entity called the Millennium Challenge Account-Malawi II (โ€œMCA-Malawi IIโ€) has been created and designated by the Government of Malawi to implement the Compact.

Malawi Compact
The Compact consists of three projects, namely:

  1. The Accelerated Growth Corridors Project (AGC) will focus on reducing transport costs in targeted rural
    areas. Under the AGC Project, the Road Corridor Improvement (RCI) Activity will target investment in
    physical upgrades and improvements across different classes of roads within four selected Accelerated
    Growth Corridors (AGCs) to improve rural access by addressing road conditions and reducing transport
    costs. The Policy and Institutional Reform and Capacity Building (PIR) Activity will focus on assisting the Government to address policy, legislative, institutional, and funding issues to ensure that road transport in AGC areas is well-maintained and managed.
  2. The Increased Land Productivity Project will focus on improving land services, strengthening conditions for
    increased investment in land and better-functioning land markets through two main activities: the Land
    Administration Resourcing and Institutions Activity โ€“ which will support development, adoption, and
    implementation of reforms to expand national land-based revenues and address institutional change โ€“ and
    the City Council Land-Based Revenue Modernization Activity, which will expand coverage and collection
    of land-based revenues, to increase resources for key services and increase investment in land and finally.
  3. The American Catalyst Facility for Development Project will focus on facilitating U.S. International Development Finance Corporation (DFC) investment in Malawi to catalyse increased private investment consistent with Compact objectives and increase the scale and impact of the Compact.

 

1. Resettlement Specialist

Position Objective
The Resettlement Specialist plays a critical role in managing and overseeing all aspects related to involuntary land acquisition, physical and economic displacement, and livelihood restoration activities in alignment with the International Finance Corporationโ€™s Performance Standard 5 on Land Acquisition and Involuntary Resettlement, focusing specifically on Compact projects, including the Access Project. This role encompasses the responsibility for ensuring adherence to standards and guidelines for both involuntary and, if applicable, voluntary land acquisitions, ensuring that all resettlement activities are conducted ethically, transparently, and in a manner that supports affected communities.

Duties and Responsibilities

  • Assist in the development of Requests for Proposals (RFPs) for Resettlement Action Plans (RAPs) and
    Resettlement Implementation and support the evaluation process.
  • Support the adherence to, application, and maintenance of the Compact Resettlement Policy Framework and contribute to the development, implementation, and monitoring/evaluation of Project-specific RAPs.
  • Facilitate coordination and communication with Project Directors, MCA-Malawi II management, the MCA Project Management Consultant, RAP developers, RAP implementers, design consultants, construction enterprises, construction supervision engineers, Implementing Entities, and relevant authorities to ensure compliance with IFC PS 5.
  • Aid in ensuring that RAPs are prepared in a way that minimizes involuntary resettlement, demonstrates
    thoroughness, outlines a grievance procedure aligned with the MCA grievance mechanism, addresses livelihood restoration, and supports vulnerable persons, and includes a well-coordinated implementation schedule.
  • Help incorporate resettlement considerations into designs and bid contracts, ensuring access to relevant site information through regular interaction with other Directors.
  • Assist in obtaining necessary approvals for RAPs from all relevant authorities.
  • Support the supervision of RAP implementation, ensuring consistency with approved project-specific RAPs and PS-5 compliance.
  • Work alongside the Manager for Social and Gender Inclusion to integrate gender and social vulnerability considerations into RAP development and implementation.
  • Collaborate with Sector Directors on projects involving resettlement issues, ensuring comprehensive coverage of resettlement concerns across Compact projects.
  • Participate in organizing public consultations and meetings with stakeholders, aiding in communication regarding resettlement to those affected, in line with RAPs and approved guidelines.
  • Contribute to the Stakeholder Engagement Plan, ensuring the consideration of impacts and rights of those affected by resettlement.
  • Liaise with the Director of Finance, Fiscal Agent, or equivalent during RAP development and implementation to define compensation payment methods, documentation requirements, and related activities.
  • Coordinate with the Director of Procurement, Procurement Agent, and other relevant entities as necessary.
  • Support the management of databases related to RAP development and implementation, ensuring integration with Compact databases.
  • Assist in maintaining a grievance register, ensuring timely resolution of resettlement-related grievances
    according to approved procedures.
  • Help develop tracking systems for monitoring resettlement and displacement progress and contribute to progress reports for MCC and the Government.
  • Assist in developing procedures for handling new resettlement cases that arise during construction.
  • Support the development of RFPs for specialized resettlement-related studies and oversee such studies, including post-resettlement monitoring and evaluation.
  • Serve as a supporting expert on land acquisition and resettlement issues within the team.
  • Assist the Resettlement Officer in conducting site visits and inspections in resettlement zones and participate in relevant meetings with consultants and contractors.
  • Perform additional tasks and responsibilities related to resettlement support as required.

Education

  • Bachelorโ€™s Degree in Environmental Science, Social Science, International Development, Land Management, Land Economy, Physical Planning, Law, or other field related skills required to conduct involuntary resettlement and land acquisition.

Experience

  • Minimum of Five (5) or more years of professional experience in a relevant sector, which must include at least three years of experience with resettlement and two years of experience with policies and standards for resettlement of the IFC, World Bank or other donors.
  • Demonstrated knowledge of relevant Malawi land and real estate laws and resettlement legislation.
  • Experience in managing the development and/or implementation of Resettlement Action Plans consistent with World Bank OP 4.12, IFC PS-5, or other multilateral or bilateral donor resettlement procedures.
  • Experience in conducting Public Consultations and stakeholder engagement processes.
  • Experience working in the field and on-the ground, e.g. making field visits, and interacting with different stakeholders.
  • Demonstrated understanding of and experience working with gender and social exclusion concerns in the context of resettlement and land issues.

2. Environmental Performance Specialist

Position Objective
The Environmental Performance (EP) Specialist plays a critical role in supporting the Millennium Challenge
Account (MCA)- Malawi II to ensure compliance with environmental policies and guidelines in project design, implementation, and monitoring. The EP Specialist works closely with project teams, partners, and stakeholders to effectively address environmental risks and opportunities in MCA-Malawi II activities.

Duties and Responsibilities

  • Collaborate with project teams to integrate environmental considerations into project design, implementation, monitoring, and evaluation rocesses.
  • Develop and implement EP strategies, guidelines, and tools to ensure that MCA- Malawi II activities effectively address environmental risks and opportunities.
  • Conduct environmental assessments, analyze findings, and provide recommendations for improving project impact on target populations and the environment.
  • Support the development and implementation of capacity-building activities to enhance MCA- Malawi II staff and partner understanding of EP principles and best practices.
  • Monitor and report on the progress of EP-related activities and outcomes, ensuring alignment with MCA- Malawi II and MCC requirements.
  • Foster partnerships and collaborate with government agencies, civil society organizations, and other stakeholders to promote EP within MCA- Malawi II activities and beyond.
  • Represent the MCA- Malawi II in EP-related meetings, workshops, and conferences, as required.
  • Provide technical assistance and guidance to project teams and partners on EP-related issues, challenges, and opportunities.
  • Contribute to the preparation of reports, presentations, and other materials related to EP activities for internal and external audiences, as needed.
  • Provide support in responding to inquiries and requests from internal and external stakeholders, including government counterparts, the MCC, project partners, and the public, regarding EP-related issues and initiatives.
  • Perform additional duties and tasks as assigned by the Manager, Environmental and Social Performance (ESP) or the CEO.

Education

  • Bachelorโ€™s Degree in Environmental Science, International Development, or a related field.

Experience

  • Minimum of five (5) years of experience in the design, implementation, and monitoring of environmental performance initiatives, preferably within an international organization, government, or private sector environment.
  • Demonstrated experience in conducting environmental and social assessments, developing EP strategies, and providing technical guidance on EP issues.
  • Knowledge of environmental performance principles, best practices, and relevant international frameworks.
  • Proficiency in English, both written and spoken, is required, along with fluency in the local language(s).

 

 

3. Land Specialist

Position Objective
The Land Specialistโ€™s (Land Project) role entails assisting in the supervision of selected project activities to ensure their design, delivery, and evaluation align with the project plan, timelines, budgets, and cross-cutting practices such as Environmental and Social Performance (ESP), Gender and Social Inclusion (GSI), and Monitoring, Evaluation, Economics, and Analysis (MEEA). The Specialist will support in addressing operational issues, enable proactive monitoring, and contribute to developing solutions for effective program management continuity.

Duties and Responsibilities

  • Assisting in the planning, executing, and monitoring land projects under the MCA-Malawi II compact, ensuring they meet program objectives and comply with MCC policies.
  • Supporting the evaluation of project delivery, identifying issues related to implementation, budget, and compliance with ESP, GSI, and MEEA.
  • Analyzing project data to highlight inconsistencies and anomalies for improved planning and assessment.
  • Providing insights on project performance to the project team, highlighting risks and suggesting mitigation strategies.
  • Assisting in guiding MCA-Malawi II teams, MCC counterparts, and stakeholders on project implementation procedures.
  • Contributing to the operational delivery of projects, ensuring alignment with program plans.
  • Helping in the creation of TOR, SOW, budget estimates, and procurement documents for project implementation.
  • Reviewing technical and operational documents and coordinating stakeholder feedback.
  • Collaborating with government entities on the ILP and contributing to the preparation of Implementing Entity Agreements (IEAs).
  • Sharing best practices from project activities to improve MCA-Malawi IIโ€™s delivery capabilities.
  • Supporting the integration of gender, social inclusion, and environmental sustainability into project design and implementation.
  • Engaging in initiatives that support Malawiโ€™s sustainable development goals, focusing on projects that contribute to economic development while ensuring social inclusion and gender equality.
  • Facilitating partnerships and dialogues between local stakeholders, including farmers, community leaders, and NGOs, to integrate land projects seamlessly into the socio-economic fabric of Malawi.

Education

  • A Bachelorโ€™s Degree in Land Management, Urban planning, agriculture, Natural Resource Management, or a related field.

Experience

  • Minimum of five (5) years of experience in executing program/project monitoring and reporting, preferably in areas related to land, urban governance, public revenue, or public finance, within government at the local or national level and funded by government, bilateral, or multilateral organizations.
  • Proven track record in project planning, implementation, monitoring, and evaluation, with a focus on land management, land administration, or land use planning.
  • Familiarity with various bidding and procurement processes, including preparing tender documents, evaluating bids, negotiating contracts, and monitoring contract compliance, within the context of public sector or development projects.
  • Demonstrated experience managing the work of contractor firms and consultant teams, including writing terms of reference, ensuring deliverables meet contract requirements, collaborating with contractors to remedy work where needed, and troubleshooting and problem-solving on contract management themes.
  • Demonstrated experience with strategic budget and financial management of projects and contracts.
  • Demonstrated experience with effectively, directly, and independently communicating, collaborating and problem solving with senior government and city council officials.

 

 

4. Information Technology (IT) Specialist

Position Objective
The Information Technology Specialist, under the supervision of the Manager, Information Technology, is responsible for the delivery and implementation of IT-related services to include network management and
data infrastructure oversight, ensuring that services rendered support the work of MCA-Malawi II. This
includes applying technical expertise and coordination with pre-selected vendors to implement the MCA-Malawi II IT infrastructure, including set-up and installation of servers, backup services and software.

Duties and Responsibilities

  • Provide a wide range of system administration support for enterprise IT systems, including firewalls, switches, routers, Windows servers, Virtual Server technology, shared storage solutions, telephony, and other desktop and server software solutions.
  • Implement and support business applications across the MCA-Malawi II network.
  • Implement and support backup and recovery systems.
  • Plan, coordinate, test, install, build, configure, and deploy Windows servers in both the physical and virtual environment.
  • Monitor the network and systems to collect baseline metrics and identify and resolve problems with the efficient operation of systems and networks.
  • Provide system documentation and change management planning and support: Create migration, deployment, implementation and test plans, installation/configuration guides, technical specifications, and technical diagrams as needed.
  • Communicate regularly to MCA POCs regarding IT project activities and status.
  • Keep Data Center infrastructure and IT equipment in operating condition consistent with OEM requirements and performing corrective, adaptive, and preventative maintenance tasks as needed and/or scheduled.
  • Apply security and functional patches and upgrades to software and hardware.
  • Proactively manage windows updates on all server and workstation systems ensuring systems are kept up to date with the latest security and critical patches.
  • Remain familiar with vendor support site navigation to work with support quickly and efficiently as needed for hardware or software needs.
  • Technical areas of responsibility include data center environmental (power, cooling, etc.), firewalls, servers, storage, backup & recovery, anti-virus, and network infrastructure.

Education

  • Bachelorโ€™s Degree with 7 years recent Network Management tools integration and design experience. Additional training and experience may be substituted in lieu of a degree.

Experience

  • Experience building and managing servers, configuring firewalls and network infrastructure, backing up and recovering data and databases.
  • Experience with data center / server room management.
  • Experience administering Windows domains.
    • Must be proficient administering Windows Updates, Windows file shares, Windows DNS, Windows DHCP services.
  • Experience administering antivirus systems at the server and for user level.
  • Experience monitoring network and systems.
  • Understanding of network traffic from a protocol/packet perspective.
  • Strong ability to multi-task and work independently.
  • Experience leading system integration projects as the technical lead.

5. Receptionist

Position Objective
The Receptionist at MCA-Malawi II is a key member of the administrative team, providing essential support in
managing the front desk operations and contributing to the smooth running of the office. This role involves
greeting visitors, handling incoming calls and inquiries,and providing general administrative support to ensure
an efficient and welcoming environment for both staff and visitors.

Duties and Responsibilities

  • Serve as the first point of contact for the organization, greeting visitors warmly and directing them appropriately.
  • Manage incoming calls, including screening, forwarding, and taking messages with a high level of professionalism.
  • Monitor and manage access to the office, including issuing visitor badges and maintaining a visitor log, ensuring a secure working environment.
  • Assist in managing schedules for the officeโ€™s shared spaces and executive calendars, facilitating the efficient use of resources, and preventing scheduling conflicts.
  • Coordinate meeting room bookings and assist in the preparation of meeting and conference rooms.
  • Handle mail and deliveries, including sorting and distributing incoming mail and preparing outgoing mail.
  • Provide general administrative support, including photocopying, filing, and data entry as needed.
  • Maintain a tidy and welcoming reception area, ensuring it is always presentable.
  • Assist in coordinating office maintenance issues and liaising with facility management.

6. Driver โ€“ (6 Positions)

Position Objective
The Driver plays a crucial role in supporting MCA-Malawi II by providing reliable and safe transportation services for staff, visitors, and project partners. The Driver is responsible for the efficient operation and maintenance of MCA-Malawi II vehicles while adhering to relevant laws, regulations, and policies.

Duties and Responsibilities

  • Provide safe, timely, and courteous transportation for MCA-Malawi II staff, visitors, and project partners to various locations, including meetings, events, and project sites.
  • Ensure that MCA-Malawi II vehicles are well-maintained, clean, and in good working condition always.
  • Conduct regular vehicle inspections, report any issues or concerns, and arrange for repairs and maintenance as needed.
  • Maintain accurate and up-to-date vehicle records, including mileage logs, fuel consumption, maintenance history, and any other required documentation.
  • Comply with all local traffic laws, regulations, and MCA-Malawi II policies regarding vehicle use and safety.
  • Assist with the loading, unloading, and transportation of equipment, materials, and supplies as required.
  • Provide support in navigating and planning routes, taking into consideration traffic conditions, road closures, and other factors that may impact travel time.
  • Communicate professionally and courteously with passengers, MCA-Malawi II staff, and external stakeholders.
  • Provide assistance in administrative tasks, such as photocopying, filing, or running errands, as required.
  • Perform additional tasks and responsibilities as assigned.

Education

Experience

  • Minimum of five (5) years of professional driving experience, preferably within an international organization, government, or private sector environment.
  • Familiarity with Malawi traffic laws, regulations, and driving customs.
  • Proficiency in basic vehicle maintenance and the ability to identify and report issues.
  • Knowledge of local geography, including the locations of key government offices, project sites, and other relevant destinations.
