Overview

The Malawi Council for Disability Affairs (MACODA), formerly known as Malawi Council for the Handicapped (MACOHA), is a legally mandated body to promote and protect rights and freedoms of persons with disabilities. MACODA was established by an Act of Parliament, the Persons with Disabilities Act (No. 4 of 2024), as a statutory corporation to protect and promote fundamental rights and freedoms of persons with disabilities. The Council is an enforcement agency of the Act and is particularly legally mandated to investigate and carry out inquiries into violations of rights of persons with disabilities. Among its functions for disability programming and steer disability mainstreaming in the country’s development include promoting multisectoral coordination and collaboration; development of standards and guidelines on a rights-based for disability service provision; regulating disability services and programmes; promotion of measures and interventions aimed at promoting realisation of rights of persons with disabilities and registration of persons with disabilities as well as organisations, associations and institutions implementing disability programmes including those that provide specialised services to persons with disabilities.

MACODA is inviting applications from suitably qualified persons to fill the following vacant positions existing in the Council.

 

1. Job Title: Rehabilitation Manager (2 positions)
Grade: MCD 3
Reporting to : Director of Rehabilitation Services,
Responsible for: Coordinating, planning and implementation of Community Based Rehabilitation Programmes countrywide.

Key Duties and Responsibilities

  • Coordinating the implementation of Community Based Inclusive Development (CBID) programmes in all districts in Malawi.
  • Supporting the resource mobilisation drive and preparing project submissions for improving the provision of CBID and related programmes and services.
  • Training of rehabilitation and related staff in rehabilitation principles and techniques.
  • Coordinate the implementation and enforcement of the Persons with Disabilities Act, 2024.
  • Organising and running disability rights awareness programmes targeting various players within the state and non-state sectors.
  • Facilitate MACODA’s collaboration with stakeholders in the implementation and monitoring of the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) in Malawi.
  • Providing and facilitating the provision of technical support to Organisations of Persons with Disabilities; Ministries, Departments and Agencies; statutory corporations; the Ministry Responsible for Persons with Disabilities; Civil Society Organisations and other non-state actors.
  • Providing the necessary management support for the efficient and effective running of the organisation.
  • Reviewing reports and activities from all technical team leads in all districts

Qualifications and experience

  • Minimum of Bachelor’s Degree (Social Sciences, Social Work, Disability Studies, Human Rights, Rural and Community Development, Public Health and Project Management) from a recognised institution. Those with Master’s Degree in the stated fields have an added advantage.
  • Must have at least 5 years hands on experience in Rehabilitation and implementation of disability rights programmes.

Personal attributes and specifications

  • In-depth understanding and wide knowledge of Malawi’s disability sector.
  • Be conversant with international and local disability rights legal and policy instruments.
  • Fair appreciation of rights and situation of persons with disabilities.
  • Experience in social development or human rights project management.
  • Highly motivated and innovative in social development programming.
  • Experience in stakeholder engagement and resource mobilisation.
  • Good computer literacy.
  • Sound decision making and excellent planning.

 

2. Job Title: Human Resource and Administration Manager (1 position)
Grade: MCD 3
Reporting to: Director of Finance and Administration

Purpose of the Job:
To provide administrative procedural and operational support and assistance for the efficient implementation of HR functions and procedures of the Council.

Key Duties and Responsibilities

  • Developing, reviewing and implementing human resource policies, procedures and systems to ensure best HR practices.
  • Provide Human Resource Planning planning service to the Council to ensure a coordinated approach between the development of technical programmes and manpower development and planning needs.
  • Participating in the recruitment process, administration of disciplinary procedures, handling staff complaints and providing professional advice to Management on HR and Administration matters.
  • Determine present and forecasting future HR requirements and advising on short and long-term HR strategies; develop long-term and short-term human resource training policies for the Council.
  • Establish and continually review staffing standards of the Council’s structures, departments and units.
  • Developing and implementing staff development plans and supporting training needs
    assessments.
  • Supporting the administration of Open Performance Appraisals, reward management systems and procedures with departmental heads.
  • Ensure a health working environment and promoting safeguarding issues to vulnerable persons.
  • Developing and implementing Human Resources Management Information System
    (HRMIS) to improve HR data linkage with the payroll for better control over payroll expenditures
  • Lead the implementation of institutional or work place policies in aspects of safeguarding, gender, sexual harassment and complaints handling.

Qualifications and Experience

  • Bachelor’s Degree in Human Resource Management, Business Management or Public Administration obtained from a recognised institution. Those with Master’s Degree in Human Resources Management or Masters in Business Administration will have an added advantage.
  • At least 5 years’ working experience in a senior management position.

  • Adequate and in-depth knowledge of Malawi’s labour laws.
  • Good understanding of organisational and institutional procedures and systems.
  • Sound core competencies in administration and human resource management.
  • Appreciation and knowledge of innovative concepts and practices in contemporary HR and public administration.
  • Knowledge of corporate governance ethos and practices in modern institutions.
  • Understanding and appreciation of institutional or work place policies in aspects of safeguarding, gender, sexual harassment and complaints handling.
  • Excellent communication and interpersonal skills and good computer literacy.
  • Good knowledge and appreciation of the Public Sector Reform programme in Malawi’s public service.

 

 

3. Job Title : Internal Auditor
Grade: MCD 4
Responsible to : The Director General

Responsible for: Auditing all financial and material resources for MACODA

Key Duties and Responsibilities

  • Preparing and submitting/presenting audit reports to Management and Board of Directors.
  • Monitoring financial controls and internal checks on Council’s financial management.
  • Managing the development, review and implementation of annual work plans, audit programmes and budgets.
  • Designing, developing and reviewing internal audit policies, procedures, systems and user
    manuals.
  • Ensuring that adequate policy and procedures manuals are in place for all financial operations of the Council
  • Conducting/supervising investigations on any incidents of fraud, theft, forgeries, accidents and other losses to establish reasons for control failures and advise remedial
    measures.
  • Monitoring, evaluating and assessing the performance of the Council and its control and reporting systems/procedures to ensure adherence to public finance management legislation such as the Public Finance Management Act, Public Audit Act, Public Procurement and Disposal of Assets Act and the Corrupt Practices Act.
  • Facilitating redress such as litigation, recovery and insurance claims.
  • Liaising with and providing support to external auditors to ensure that audit exercises are completed on time and efficiently
  • Examining and advising management on improvements to existing financial control procedures.
  • Prepare audit performance reports to the office of the Director General.

Qualifications and Experience

Bachelor’s Degree in Accounting, Finance, Auditing or any related fields obtained from a recognised institution with 5 years working experience in a busy organisation. Should be a member of the Institute of Internal Auditors (IIA) Malawi.

4. Job Title: Production Management Officer (Bangwe Factory) 1 position
Grade: MCD 5
Reporting to: Chief Centre Manager (Bangwe Factory)

Responsible for

To oversee the production process, manage the production schedule, and ensure that products meet quality standards while maintaining cost controls. The role involves a strategic blend of strategic technical management, resource management, process optimisation and team leadership to meet production goals and enhance operational performance of Bangwe Factory.

Key Duties and Responsibilities

  • Motivating, supporting and providing guidance to production staff.
  • Ensuring all safety and health standards are met to keep an organisation accident-free.
  • Communicating regularty with upper management regarding problems or issues impacting production.
  • Evaluating machine resources to ensure continued production and minimal downtime.
  • Establishing a balance between increased productivity and reduced costs manufacturing operations.
  • Setting Factory production goals for each manufacturing team/section.
  • Developing workflow policies and procedures that improve efficiency without compromising safety or quality.
  • Ensuring adequate scheduling of staff in all Factory departments, sections and units.

Qualifications and Experience

  • Bachelor’s Degree in Business Management, Business Administration, or a Bachelor of Commerce in Entrepreneurship obtained from a recognised institution.
  • Not less than 5 years’ experience in an industrial or manufacturing company.

Personal Attributes and Specifications

  • Possession of good interpersonal skills and ability to facilitate team work.
  • Should have a sound technical ground in factory production and industrial foremanship.
  • Soundly and adequately motivated person with the ability to work under pressure.
  • Ability to meet tights work deadlines and flexibility to manage tight schedules.
  • Excellent integrity and high sense of professional ethics with strong analytical skills.

 

 

5. Job Title: Information and Communication Technology Officer (1 post)
Grade: MCD 5
Reporting to: Human Resource and Administration Manager

Responsible for: To oversee the development, implementation, and maintenance of the

MACODA’s software applications and systems; managing g the institution’s ICT systems and procedures, needs and requirements and ensuring that the Council’s Disability Information Management System (DMIS) is running at all times.

Key Duties and Responsibilities

  • Coordination of publication and information dissemination system for MACODA.
  • Provide technical and infrastructure support for the ICT environment at MACODA.
  • Managing network administration, maintenance and monitoring.
  • Ensure system and data security firewall and antivirus is maintained at a high standard, ensuring the integrity of network is not compromised.
  • Maintaining physical security and good order in MACODA’s central data system and its ICT working environments to ensure information security.
  • Ensuring compliance with the Council’s ITC regulations, policies and guidelines.
  • Developing networking systems with MACODA district offices on an effective DMIS.
  • Supporting MACODA’s programme visibility through ITC based platforms.
  • Capacitating and orienting staff on ITC needs and issues related to the Council’s programmes.
  • Maintaining ICT inventories including the Council’s library, MACODA social media platforms, software assets, hardware assets and stakeholder communications.

Qualifications and Experience

Bachelor’s Degree in Computer Science, Computer Engineering or Information and Communication Technology obtained from a recognised institution with 5 years of experience working in a similar position.

Personal Attributes and Specifications

  • Must have demonstrable skills in computer and network infrastructure.
  • Be self-motivated, proactive and have a positive attitude to work with minimum supervision.
  • Conversant with data protection and information and communication laws governing
    Malawi’s ICT sector.
  • Technical ability in implementation of new infrastructure, technology acquisitions, software solutions and upgrades.
  • Understanding and knowledge of social development data management for programme planning and implementation.

 

6. Job Title: Planning Officer (1 position)
Grade: MCD 5
Reporting to: Director of Rehabilitation Services

The Purpose: 
To provide planning and policy development; project development; coordination of programmes and services and monitoring and facilitating evaluation of programmes and projects.

Key Duties and Responsibilities

  • Develop the annual master plan and project-based plans for the Council’s routine programming.
  • Coordinate policy analysis and development of project proposals and concept notes for funding to government and development partners.
  • Coordinate collection of disability data and statistics along programming for effective documentation and Disability Information Management Systems (DIMIS).
  • Provide technical support to identify key indicators for preparation of M&E plans for all departments and functions of the organisation, and for the donor/partner projects.
  • Participate in grant proposal development, programme/project planning including assistance in preparation of required work plans/log frames/actions plans, M&E plans.
  • Coordinate staff capacity building and knowledge acquisition on designing proper plans, programmes and work plans in line with Council’s mandate and donor requirements.
  • Lead the development and implementation of Council’s planning systems to ensure satisfactory functioning and effective quality control in management of programme targets.
  • Coordinate the internal evaluations (mid and end-term) of the Council’s Strategic Plan and supports Management in conducting internal evaluations to determine overall performance of the Strategic Plan and the adaptive management of programme implementation.
  • Assist in the consolidation of departmental work plans and programme reports for aggregate planning and reporting.
  • Support MACODA’s implementation of its strategic goals on the Public Sector Reform programme.

Qualifications and Experience

Bachelor Degree in Social Science, Development Studies or Economics obtained from a recognised institution. At least 5 years’ experience working in similar position is required.

 

 

7. Job title: Human Resources Management Officer
Grade: MCD 5
Responsible to : Human Resource and Administration Manager

Responsible for 
Supporting all functions of Human Resource Management, Development and Planning within the Council; participating in all operations and programmes in Human Resource Management related issues and undertakings.

Key Duties and Responsibilities

  • Preparing, organising and maintaining accurate staff records and database.
  • Reviewing job descriptions in line with the changes in job requirements.
  • Supervising and assessing performance of junior staff to support their training.
  • Supporting in human resource planning and development and development of Human Resource Management policies, procedures, rules and regulations.
  • Providing support in the process of recruitment and selection of staff.
  • Handling and managing employee professional and capacity development and training matters including arranging for inductions/orientations.
  • Maintaining records for leave, pension administration, performance appraisal, training and personnel administration.
  • Initiating recruitment processes to fill vacancies in liaison with relevant heads of departments.
  • Providing accurate information related to personnel administration to aid management decision making on a timely basis, as requested.
  • Support the development and implementation of institutional work place policies.

Qualification and Experience

Bachelor Degree in Human Resources management, Business Administration/Public Administration or related field with 3 years’ experience.

  • Good knowledge of Malawi’s labour legislation and familiarity with its practice.
  • Practical skills and competencies in organisational and institutional procedures on HR.
  • Knowledge of progressive practices in contemporary HR and public administration.
