Project Hope Namibia in Malawi (PHN-MA) seeks qualified Malawian candidate to fill various positions for the USAID funded Ana ndi Achinyamata Patsogolo Activity (ANAPA) Project, a project aimed at preventing new HIV infections and improve the health wellbeing and Protection of Children, Adolescents, their families and Young Women (CAFYW) living with, affected by and vulnerable to HIV. ANAPA will be implemented in high HIV burdened nine districts in Malawi (Blantyre, Chikwawa, Lilongwe, Machinga, Mangochi, Mulanje, Phalombe, Thyolo and Zomba). The program focus on Orphans and Vulnerable Children (OVC) and Adolescent Girls and Young Women (AGYW) and Adolescent Boys and Young Men (ABYM). The approach is also including but not limited to System Strengthening, Continuous Quality Improvement (CQI) in close collaboration with Government of Malawi (GoM).ย
1.OVC Case Management Advisor (1)
Reporting to:ย OVC Technical Lead
Duty Station: National (Blantyre).
Job Summary: Reporting to the OVC Technical Lead, the OVC Case Management Advisor (OCMA) will provide strategic leadership and technical expertise in the design and implementation of HIV sensitive case management. Guided by the Child Protection National Framework, the OCMA will be providing technical guidance and strengthening integration of HIV/GBV protection, health facility and community-based child protection case management system, parenting and household economic strengthening. This position will focus on the HEALTHY Domain and ensuring coordinated identification, enrollment, retention, and provision of a continuum of health and social protection services to CAFYW in ANAPA project in close collaboration with clinical, KP and other community implementing partners.ย
Specific Responsibilities and Duties:
- Lead the design and implementation of HIV sensitive case management by ensuring collaboration with the OVC Case Management & Parenting,
- Oversee, plan, and coordinate all case management activities including training of government and project staff in HIV sensitive OVC case management, child safeguarding and positive parenting.
- Support strengthening of the existing national level coordination and collaboration mechanism for child protection.
- Provide strategic advice and technical support to key Government Ministries and Departments, as well as project staff on case management design and implementation.
- Lead the development and oversee implementation of case management, standard operating procedures, tools, job aids and guidelines.
- Coordinate the development of Gender and HIV/GBV Prevention, Parenting, Referral and linkages SOPs and tools.
- Collaborate with the CAFYW Specialist and CM & CE Coordinator in developing strategies to strengthen bi-directional facility/community linkages
- Oversee and ensure case conferencing to support abuse cases, index testing, retention on care, ART adherence and viral load suppression for children and adolescents living with HIV in collaboration with clinical partners and other stakeholders.
- Provide supportive supervision and mentorship of case management actors and program staff and ensure harmonization of the project deliverables in all result areas.
- Analyze and monitor trends, opportunities and challenges in the case management system and provide technical support as needed.

ย Minimum Qualifications, experience and required skills :
- Masterโs degree in public health, Social Work, or any Social Sciences with similar qualifications.
- At least 7 yearsโ experience working on a large project and experience with USAID funded programs/projects necessary.
- Proven experience in designing, coordinating, and implementing OVC or Youth HIV programs and PEPFAR supported activities is a plus.
- Proven experience in implementing OVC interventions and programing, HIV Sensitive case management, direct service to OVC households and knowledge of HIV/AIDS service delivery among positive caregivers and children.
- Knowledge of capacity building initiatives, including mentorship, and coaching of the case management workforce.
- Proven leadership qualities, depth and breadth of technical expertise and experience, and strong interpersonal skills.
2.Job title: Implementation Lead
Reports to:ย Chief of Party, ANAPA Project
Location: ย ย ย ย ย ย Blantyre, Malawi with frequent travel in the 9 implementation districts
Job Summary:
Responsible for all bottom-up, District-level implementation of the ANAPA project rollout and implementation in nine Districts for OVC and DREAMS programs.ย S/he remotely and in-person supervises nine direct reports, oversight on the ground sub-partners implementation.ย The position holder also ensures smooth direct and dotted line relationships between technical (OVC Lead and DREAMS Lead), Systems Strengthening Advisor and Finance and Admin staff and ANAPA Leadership. The Implementation Lead oversees cost effective and compliant operations at nine District offices, represents ANAPA with District authorities, stakeholders and partners, and ensures smooth coordination and collaboration with the Program Leads for OVC and DREAMS. S/he will also oversight, program quality, CQI and M&E at District level in close coordination with Sub-partners. S/he coordinates training rollout to District level through thorough planning, coordination and implementation.ย
Duties and Responsibilities
- Lead bottom-up implementation and operation across regions, ensuring that area offices and partners achieve targets according to the donor deliverables, central and district work plans, as agreed with local authorities.
- Supervise nine District level direct reports and up to 2,000 district and community level staff
- Ensure evidence-based joint work planning, implementation, supervision, monitoring and evaluation across districts
- Facilitate effective and regular communication and coordination across districts and district level GoM structures.
- Provide oversight for availability and proper usage of the resources (developed SOPs, guidelines, tools in the implementation of the interventions in all ANAPA districts
- Develop standards and strategies for assessing and improving project administrative management systems and ensure their implementation.
- In collaboration with the M&E Team, provide an oversight on reporting and feedback systems to compliment the Technical Leads.
Minimum Experience, Qualifications
- Masterโs in public health management, Health, Social Sciences, Development Studies, Business Administration or related field.
- 7+ years of experience in on-the-ground program management in Malawi.
- Minimum 3 years of senior management experience, including demonstrated experience in managing remote teams.
- Demonstrated experience in managing donor-funded programs with similar scale and complexity.
- Demonstrated experience with US Government Agreements and/or Contracts for an NGO, and familiarity with health, development issues and the international donor community.
- Familiarity with sound systems of operational, financial and administrative control, particularly in managing remote district office teams.
3.OVC Case Management & Parenting Specialist (1) ย
Reporting to: OVC Case Management Advisor
Duty Station: Blantyre
Job Summary:
Will provide strategic leadership and technical expertise in the design and implementation of all Parenting, Early Childhood Stimulation (ECS) interventions and HIV Sensitive Case Management with focus on using evidence-based curriculums designed to improve positive parenting and practices for OVC. S/he supports identification, enrollment, retention, and provision of a continuum of parenting, health and social protection services to CAFYW in ANAPA project in close collaboration with clinical, KP partners and other community implementing partners; and ensuring all parenting and ECS activities lead to reduced HIV/GBV/VAC/VAEN, improved intake of HTS services; reduced MTCT rates, Improved ART adherence, and Improved viral load suppression for OVC.
Specific Responsibilities and Duties:
- Lead the design and implementation of HIV & gender sensitive PARENTING/ECS interventions using evidence based and best practices.
- Support planning, and coordination of case management activities under HEALTH domain including training of government and project and partner staff in HIV sensitive OVC case management, child safeguarding and to ensure delivery of high quality integrated comprehensive services to CAFYW.
- Lead in planning and coordination of Parenting training for government and project staff
- Lead the development and implementation of parenting and all related referral and linkages standard operating procedures, tools, job aids, guidelines.
- Collaborate with the CAFYW Specialist and CM & CE Coordinator in developing strategies to strengthen bi-directional facility/community linkages towards improved CAFYW continuum of care with focus on optimizing health, GVB/VAC and social protection services.
- Provide supportive supervision and mentorship of parenting, case management actors and program staff to ensure harmonization of the project deliverables in all result areas.
- Design, integrate and support implementation of parenting and ECS services onto other existing programming platforms such as Villages Savings and Loans Association.

Job Summary:
Reporting to the AGYW & Prevention Services Technical Lead, the Technical Specialist โ HIV Prevention supports the implementation of all prevention program aspects of Ana ndi Achinyamata Patsogolo in 8 districts in the Southern Region of Malawi. The role is critical in supporting development of an integrated child and youth strategy that is evidence-based, age, gender and HIV sensitive to address the comprehensive social asset building needs of OVC and AGYW.ย The HIV Prevention Technical Specialist will provide technical leadership for high-quality, evidence-based DREAMS programming and service delivery. He/she will inform the projectโs social and structural change approaches to HIV prevention in high-prevalence settings, as well as appropriate combination prevention and youth livelihoods strategies and interventions. He/ she will have expertise in prevention activities for adolescents and youth, new prevention technologies, evidence-based implementation theory and methodologies, and effective social and behavioral change communication (SBCC), and biomedical approaches to HIV prevention. He/she will work closely with the Technical Specialists for CAFYW, Gender and GBV and Economic Strengthening.
This position will report to the Technical Lead AGYW and Prevention Services and will have the following responsibilities:
Specific Responsibilities and Duties:
- Provide guidance to the ANAPA HIV Prevention program in the DREAMS Program as well as the OVC Program
- Provide technical leadership in developing strategies and interventions to improve the quality and responsiveness of DREAMS programming Focusing on vulnerable Adolescent Girls and Young Women (AGYW), including SBCC and bio-medical approaches to HIV prevention
- Oversee the development, implementation, and monitoring of DREAMS and AGYW livelihoods quality improvement activities.
- Monitor and report on DREAMS quality assessment, improvement, and assurance for community DREAMS programing and DREAMS in Tertiary Institutions
- Assist SI Technical Specialist with coordinating and evaluation activities to ensure data supports the achievement of program objectives
- Play a key liaison and coordination role in supervising the planning and implementation of all training, assessment, and materials development and distribution activities, ensuring that all activities are properly and timely performed and that outputs are accomplished and delivered according to the agreed work plans.
Minimum Qualifications, experience and required skills :
- Masterโs Degree in Public Health (with a focus on HIV/AIDS), Social Sciences or related โ field
- A practical knowledge of the DREAMS program and layered services is preferred
- At least 7 years of experience in social and structural HIV prevention, DREAMS programming and service delivery in Malawi, including addressing social and structural change as well as combination prevention approaches.
- Comprehensive knowledge of the health context and structural issues in Malawi including socioeconomic, institutional and policy issues that are related to essential services in HIV prevention, and AGYW Health
- Demonstrated leadership and technical skills in HIV prevention with key target groups in Malawi, applying new prevention technologies, and utilizing effective health promotion approaches.
- Demonstrated technical skills in HIV prevention related AGYW Livelihoods programming, including employability and entrepreneurship programming with priority populations, including adolescents and young women.
