Overview

We have been retained by our client in the Health Sector in Malawi to carry out an Executive Search for suitably qualifying to fill the position of Quantity Surveyor. 1. Quantity Surveyor

The incumbent will support the day-to-day coordination and management of Global Fund supported infrastructural activities and ensuring that they are implemented in compliance with donor and government regulations.

The individual will oversee Global Fund supported infrastructural projects implementation and works closely with the department to ensure accurate quantification of BOQs and cost analysis.

The position offers a competitive remuneration with an initial contract of 1 year renewable based on performance and availability of funds.

Duties and Responsibilities

  • Examine and review or assesses construction plans and quantity requirements in line with the required Global Fund Guidelines, the National Construction Industry Act and construction Policy.
  • Liaise and work collaboratively with project managers, contractors, subcontractors, and clients, stakeholders to ensure timely completion of construction projects.
  • Review or/and prepare Bill of Quantities or specification documents for infrastructure projects for tendering purposes.
  • Assist in preparation of tender documents and being a member of the tender evaluation team for the evaluation of infrastructure projects.
  • Document relevant changes in design, updating budgets and/or request for reprogramming when required.
  • Monitor and keep track of project progress and take responsibility for the management and valuation of variations in the work during contracts for agreement of interim payments and the final account
  • Building and maintaining healthy and professional relationships with internal and external stakeholders
  • Provide coordination and guidance on implementation of all Global Fund supported infrastructure projects.
  • Review claims submitted by contractors in coordination with the planning department in the Ministry of Health and review certificates for payments
  • Provide expert advice and relevant action in relation to contractual claims and disputes.
  • Prepare and submit progress and performance reports to the Program manager on a quarterly basis.

Educational Qualification and Experience

  • Bachelor Degree in Quantity Surveying or Construction Technology or its equivalent.
  • Masterโ€™s Degree in the above stated qualifications will be an added advantage.
  • At least 10 years working experience in similar position.
  • Have good communication skills and a good positive working attitude towards clients and architects.
  • Be able to multitask and be flexible regarding workload.
  • Have a good working knowledge of Microsoft Excel, Word, and Outlook.
  • Good commercial sense, with the experience and ability to make decisions.
  • Experience in the implementation of Global Fund grant/ or other donor funded projects is an added advantage.
  • Good capacity to produce progress and performance reports on time.

 

 

2. Covid 19 Coordinator

The position is tenable in Lilongwe. The engagement will be for an initial period of two years, with a 6 monthsโ€™ probation period. The contract will be renewable subject to satisfactory performance, availability of Funding and continued need. These positions target employees already serving in the Malawi Civil Service.

Duties and Responsibilities

  • Provide technical guidance for the implementation of Global Fund Covid 19 Funding, including coordination across implementing partners;
  • Provide support in planning, implementing, monitoring, and reporting for the grant;
  • Coordinate with other stakeholders to ensure effective and efficient implementation of grant;
  • Ensure an efficient financial and programmatic flow process within the framework;
  • Ensure an effective communication and information flow between finance and non-finance actors in order to effectively link the programmatic results to expenditures, as required;
  • Ensure timely submission of periodic reports with a good quality;
  • Work closely with the team and other stakeholders involved in fighting of Covid 19 in identifying critical gaps/challenges in grant implementation;
  • Ensure effective documentation of best practices and lessons drawn by the initiative.

Education Qualifications and Experience

  • A Health-related Bachelorโ€™s Degree and a Masterโ€™s Degree in Public Health or a related field.
  • At least 10 experience in public health programming.
  • Work experience in communicable diseases control will be an added advantage.
  • Proven ability to create and maintain effective working relationships with government, partners, donors and international organizations at various levels.
  • Experience in facilitating meetings and moderatingย discussions with a variety of stakeholders preferred. complex
  • Strong interpersonal skills and ability to work as part of a team, including cross-cultural teams.
  • Knowledge in planning, oversight and coordination.
  • Goal oriented, organized team player, creative problem solver who thrives when presented with a challenge.
  • Encouraging to team and staff, able to mentor and lead.
  • Excellent analytical and numerical skills.
