SENIOR PROCUREMENT OFFICER
The Roads Authority (RA) was created by the Roads Act No. 3 of 2006 to ensure that public roads are constructed, maintained or rehabilitated at all times; and to advise the Minister, and where appropriate, the Minister responsible for Local Government on the preparation and efficient and effective implementation of the Annual National Roads Programme.
The Roads Authority (RA) is inviting applications from suitably qualified
Malawians to fill the vacant position of Senior Procurement Officer tenable at its head office, Functional Building in Lilongwe.
The role of the Senior Procurement Officer is to manage the procurement of Works, Consultancy Services and Goods for both Government funded and Donor funded projects.
The Senior Procurement Officer reports to the Procurement Manager and is specifically responsible for:
•Developing, maintaining and monitoring of procurement Plans.
•Developing and reviewing of corporate procurement policies
•Interpreting procurement policies and regulations.
•Advising management on procurement issues.
•Participating in coordinating the closing and opening of bid documents.
•Preparing minutes and reports for the Internal Procurement and
Disposal Committee and the Office of Public Procurement.
•Preparing procurement contract documents.
•Assisting in coordinating the closing and opening of bid documents and their evaluations
•Coordinating the evaluation of quotations and bid documents and
preparing evaluation reports.
•Administering Procurement Contracts and delivery of goods and services in accordance with the contract terms and end user
•Liaising with the requisition units to come up with correct product and service specifications.
•Sourcing quotations from suppliers and procuring goods and services.
•Checking invoices and approving them for payment
•Preparing periodic reports.
The desired candidates must have the following qualifications, experience, knowledge, skills and abilities:
•A Bachelor's Degree in Procurement and Supply from a recognized University.
•3 years' experience in procurement of Works, Consultancy Services
and Goods at officer level
•Must be computer literate
Ability to understand and interpret Public Procurement related laws and regulations.
•Ability to pay attention to detail.
•Good communication skills.
•Excellent numerical and analytical skills.
•Good report writing skills.
