JOB ADVERTISEMENT- TECHNICAL ADVISOR PUBLIC PROCUREMENT AND CONTRACT MANAGEMENT

Background
Between April 2022 and March 2028, the Deutsche Gesellschaft fรผr Internationale Zusammenarbeit (GIZ) implements the Strengthening Public Financial and Economic Management (PFEM) program in Malawi on behalf of the German Ministry for Economic Cooperation and Development (BMZ). Since 2022, the program has been working on revenue mobilization, budget execution and contract management.

For the May 2024 to December 2027 period, PFEM has been commissioned to incorporate a German Government/EU co-funded Joint Action, called "PFEM-Tikuze Malawi. With that, the PFEM program expands conceptually to blend support to key public financial management and anti-corruption institutions in Malawi.

In this expanded form, PFEM works across five results areas, namely: (1) revenue mobilization, (2) budget execution, (3) financial control and oversight, (4) investigation & prosecution, (5) judicial processes & asset forfeiture and management. Across these outputs, the project provides policy, strategic and organizational advisory services and supports human capacity development measures. The digitalization of work processes, inter-agency collaboration and corresponding change management form cross-cutting characteristics of program interventions.

Tasks
The Technical Advisor (Public Procurement and Contract Management") will perform the following tasks:

  • Engage and support key stakeholders on public procurement and contract management (e.g. the Public Procurement and Disposal of Assets Authority (PPDA), the Government Contracts Unit (GCU), the Department of Procurement and Supply Services (DPSS), the Malawi Institute of Procurement and Supply (MIPS)
  • Provide technical advice on key reform themes, including the development of the regulatory and policy framework on public procurement, e-procurement, contract management.
  • Provide advice on improving the implementation and follow-up to procurement audit recommendations
  • Support in identifying and responding to human capacity-related needs.
  • Support in the identification, preparation and steering of consultancy missions. This
    includes the development of Terms of References, preparation of procurement documents in line with GIZ rules and technical evaluation of offers from bidders.
  • Provide technical coordination with relevant stakeholders of the project and with development partners in the field of public procurement and contract management.
  • Implementation of cross-cutting tasks such as event and knowledge management, project monitoring and reporting.
  • Provide input in the preparation of conferences, workshops, study trips and other events (technical aspects).

Required qualifications, competences and experience:

Qualifications

  • Completed university studies in public administration or procurement
  • Chartered Institute of Procurement & Supply certification
  • Membership in professional procurement body.

Professional experience

  • 10 years of relevant professional experience, working in a role relevant to or advising on public procurement and contract management in the public sector
  • Demonstrated experience with building capacity for public procurement and contract management in the public sector (training, org. development, legal refom
  • Work experience with, advising on e-procurement systems or demonstrated familiarity with a typical system design
  • Work experience in or advising oversight institutions mandated to regulate/control public procurement In-depth understanding of procurement and contract management in Malawi
    (institutional and legal landscape, processes)
  • Finely tuned organizational skills and ability to work on one's own initiative at the conceptual level.

Regional work experience

  • Relevant work experience in anglophone sub-Saharan countries

Other skills

  • Very good working knowledge of ICT (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • Very good knowledge of English.
