TEMPORARY FINANCE AND ADMINISTRATION OFFICER

Position: Temporary Finance and Administration Officer (FAO)
Reporting to: Finance and Administration Manager
Location: Lilongwe with regular travel to the field.
Terms: 3-month contract subject to renewal

The Development Fund (DF) of Norway is a Norwegian International Non-Governmental Organization
working with marginalized people in rural communities to end hunger, poverty, and injustice by
strengthening climate adaptation, agrobiodiversity, and sustainable food systems. The organizationโ€™s
overarching goal is to enable small scale agriculture communities to become resilient and part of
sustainable food systems.

DF is implementing a Climate Resilience and Livelihood Programme aimed at increasing climate
resilience and wellbeing of rural communities in selected districts of Malawi and Mozambique.
DF invites applications from suitably qualified candidate to fill a vacant and temporary position at its
Country Office in Lilongwe as follows.

Purpose of the position

The Finance and Administration Officer will be responsible for providing administrative, financial,
and human resource-related support in compliance with established policies and procedures for the
Development Fund.

DUTIES AND RESPONSIBILITIES

Finance

  • Prepare monthly bank reconciliations.
  • Maintain cash books.
  • Payroll management.
  • Prepare vouchers and make payments.
  • Scanning documents and posting of transactions into the system and filing.
  • Participate in budgeting process.
  • Participate in the financial and joint monitoring visit to partners.
  • Attend to external auditors.
  • Supports partner disbursement process.
  • Manage petty cash system.
  • Maintain Asset Register

Human Resource Management

  • Keep personnel files for all staff.
  • Follow up on staff benefits, make sure limits are adhered to.
  • Pay and make sure medical scheme payment is up to date.

Administration

  • Management of office supplies and stocks.
  • Assist in procurement processes according to organizational policies.
  • Ensure vehicle licenses and insurance are timely paid and are up to date.
  • Ensure that vehicles are timely serviced.
  • Manages Fuel processing system i.e., card replenishment, maintenance of logbooks.

Professional Qualifications and Experience

  • A minimum of a Diploma in Accountancy plus at least 1 year of proven relevant experience in a
    development-oriented NGO. Those with a Degree in accountancy will have an added advantage.
  • Ability to review and analyze financial systems and make recommendations for improvements.
  • Knowledge of Accounting software and other computer software.
  • Planning/ monitoring skills
  • Good analytical skills
  • Experience of project financial management.
  • Good interpersonal and communication skills.
  • Proven experience in financial and narrative reporting to donors.
  • Communicate effectively both orally and in writing.
  • Work effectively, independently, with minimal supervision, as well as collaborating with other
    team members.
  • Ability to manage multiple tasks within the set deadlines.
  • Work effectively under varying degrees of stress.
