VACANCIES

Local Government Service Commission is inviting applications from suitably qualified Malawians to fill the following vacant positions tenable at Chikwawa District Council. The applicants must be willing to work in rural areas and subjected to Malawi Public Service Regulations (MPSR) from time to time.

POST TITLE: CHIEF ADMINISTRATIVE OFFICER
Grade : F/M3
Salary : Within the range of Government (Grade F) Salary Scale Segment
Location : Chikwawa District Council

Duties

  1. Direct, coordinate and control administrative activities of the Council
  2. Devise programs for the implementation of the Councils policies together with contingency planning to meet unforeseen circumstances
  3. Determine the financial, manpower and other need for the efficient execution of the Council’s emergency
  4. Assist in servicing Council’s service committees
  5. Determine and allocate management and supervisory responsibilities to subordinates within the Council
  6. Assist in matters to do with Chief’s Administration
  7. Assist in resolving land disputes.

Educational Qualification and Experience
Applicants must be serving Principal Administrative Officers or Principal Health Services Administrators (Grade G/M4) with at least 4 years’ experience at that grade. Those in possession of a Master’s Degree in Business/ Public Administration will have an added advantage.

Competencies
This is a senior post in the Administration Department that offers support services to the Council. It is therefore essential that the incumbent should have analytical skills, be prepared to meet demanding deadlines and be able to deal with a cross section of people including Chiefs and Politicians.

POST TITLE: PRINCIPAL ACCOUNTANT
Grade : G/M4
Location : Chikwawa District Council
Salary : Within the range of Government (G/M4) salary scale segment

Duties:

  1. Prepare cash flow forecasts.
  2. Provide on the job training to junior staff on financial accounting.
  3. Consolidate monthly returns of expenditure.
  4. Prepare expenditure estimates.
  5. Counter signing of documents.
  6. Attend to audit queries.
  7. Assist with bank reconciliations.
  8. Any other relevant duties as assigned from time to time.

Educational Qualification and Experience
Applicants must be serving Senior Accountants (Grade H/M5) in possession of a Bachelor’s Degree in Accountancy regardless of experience at that grade or Accountants (Grade I/M6) with a minimum of four (4) years’ experience at that grade in the Local Councils.

Competencies
The post holder is responsible for ensuring that the various sections of the department are functional and that staff are well trained in various accounting tools and systems. He/ she should demonstrate the ability to enforce accounting controls so as to minimise audit queries. He/ She must have good analytical and supervisory skills.

 

POST TITLE: SENIOR ASSISTANT SOCIAL WELFARE OFFICER
Grade : J/M7
Salary : Within the range of Government (J/M7) salary Scale segment
Location : Chikwawa District Council

Duties

  1. Interprets Government policies, standards and guidelines and provides technical backstopping to officers to ensure effective application of probation and rehabilitation strategies.
  2. Undertakes basic research into international practices and facilitates inputs into standards setting to support alignment with international practices
  3. Works with vocational training department to develop life and survival skills to be included in the probation and rehabilitation services
  4. Represents the Principal Officer at technical meetings within and outside the country.
  5. Compiles different reports on the activities of the juvenile reformatory centre, highlights process and challenges and use the reports as a basis for making operational and management decisions.
  6. Works with Community Participation Section to develop and implement strategies for community mobilisation aimed at improving community participation in child rehabilitation activities.
  7. Designs and implements practical sessions to equip community members and community-based care givers with child counselling psychosocial support skills in order to help them support reform processes of children coming from the centre.
  8. Identifies capacity building needs of the centre, especially technical staff, and facilitates training to ensure they acquire new knowledge and skills and benefit from the career path of the profession.
  9. Supervises, and monitors activities such as counselling juveniles and offer advice to Social Workers and Instructors on how to make counselling more effective.
  10. Assists with the identification of counselling needs of children and participates in counselling.
  11. In liaison with the Principal Officer, initiates, supervises implementation of development projects aimed at improving the welfare of children at the centre.
  12. Any other duties as the supervisor may from time to time deem fit.

Education Qualification and Experience
Applicants must be serving Assistant Social Welfare Officers (Grade K/M8) with a minimum of four (4) years’ experience at that Grade in Local Councils.

 

POST TITLE: ENVIRONMENTAL HEALTH OFFICER
Grade : I/M6
Salary : Within the range of Government (I/M6) salary Scale segment
Location : Chikwawa District Council

Duties

  1. Prepares plans, implements and monitors Health Education activities.
  2. Facilitates training programs for all Health and related personnel of theCouncil.
  3. Coordinates and monitors all environmental health matters
  4. Promotes health and safety issues
  5. Organises interventions on Health-related issues.
  6. Collaborates with relevant authorities and ensures participation and involvement in health information.

Educations Qualifications
Applicants must be serving Senior Assistant Environmental Health Officers (Grate J/M7) regardless of Experience at that grade in the local councils or in possession of a Bachelor’s Degree in Environmental Health obtained from an accredited institution.

 

POST TITLE: ASSISTANT HUMAN RESOURCE MANAGEMENT OFFICER
Grade : K/M8
Salary : Within the range of Government (K/M8) salary Scale segment
Location : Chikwawa District Council

Duties

  1. Ensures that junior staff carry out their duties to the required standard and target.
  2. Ensures that discipline is maintained among junior staff through setting of disputes, counselling and issuing letters of warning
  3. Assists in the interpretation of terms and conditions of service for the Council and other circulars as may be issued from time to time
  4. Assists in the preparation of Annual Budget
  5. Control, use and arrange service or repair of Vehicles
  6. Ensures proper use of office Equipment, Machinery and arrange service or repair promptly.

Education Qualification
Applicants must be Serving Senior Clerical Officers (Grade L/M9)regardless of experience at that grade or in possession of a Diploma in Human Resource Management obtained from a registered and an accredited Institution.

 

POST TITLE: SENIOR ASSISTANT YOUTH OFFICER
Grade : J/M7
Salary : Within the range of Government (J/M7) salary Scale segment
Location : Chikwawa District Council

Duties

  1. Planning and development of comprehensive Youth Development Programmes in the district
  2. Coordinating Youth Clubs and Youth NGOs in the district
  3. Developing project proposals that promote youth involvement, inclusion and participate in economic and other development activities
  4. Collect, compile youth data and develop district youth profiles
  5. Liaising with relevant stakeholders in establishment and management of the Youth participation
  6. Monitoring implementation of youth activities by different stakeholders in the district
  7. Compile and submit monthly, quarterly and annual reports to management and relevant district stakeholders
  8. Prepare budgets and work plans in liaison with youth participation structures and submit them to the District Councils; Developing resource mobilisation strategy for youth economic programme
  9. Represent the Ministry at district stakeholders meeting such as DEC meetings and any other meetings where the Ministry is invited at district level
  10. Identifying training needs for youth in the district and designing appropriate training programmes
  11. Convening and chairing meetings for Technical Working Group (TWG) on young people
  12. Supervise and manage subordinate staff under his/her charge

Education Qualification and Experience
Applicants must be Serving Assistant Youth Officer (Grade K/8)with a minimum of four (4) years’ experience at that grade in the Local Councils.

 

POST TITLE: PRINCIPAL FISHERIES OFFICER
Grade : G/M4
Salary : Within the range of Government (G/M4) salary Scale segment
Location : Chikwawa District Council

Duties

  1. Plan and implement participatory fisheries extension
  2. Perform analysis of fish stock trends
  3. Plan and undertake extension activities
  4. Disseminate research results to fishing communities and fish farmers
  5. Identify areas requiring Fisheries Department intervention at district level
  6. Facilitate the Application and Implementation of Regulatory Provisions as stipulated in the Fisheries Conservation and Management Act
  7. In collaboration with other institutions, promote income generating activities among fishing communities and fish farmers.
  8. Prepare and submit reports
  9. Submit Monthly, Quarterly and Annual reports
  10. Supervise technical staff in their extension and Inspectorate programmes
  11. Perform any other duties assigned by the Director of Fisheries

Education Qualification and Experience
Applicants must be Serving Senior Fisheries Officers (Grade H/M5) regardless of experience at that grade or Fisheries Officers (Grade I/ M6) with a minimum of four (4) years’ experience at that grade in Local Councils.

 

POST TITLE: ASSISTANT FISHERIES OFFICER
Grade : K/M8
Salary : Within the range of Government (K/M8) salary Scale segment
Location : Chikwawa District Council

Duties

  1. Assist in the Improvement of Management and Conservation of fish resources in Malawi
  2. Assist in the Application and Implementation of the Regulatory Provisions as stipulated in the Fisheries Conservation and Management Act.
  3. Improve and extend Fish Post- Harvest Techniques particularly in icing, sun drying, smoking and marketing.
  4. Participate in the development and implementation of Fisheries Training Programmes for both Technical Assistants, Local Fishermen and Fish Farmers.
  5. Supervise Technical staff involved in fisheries and fish farming activities
  6. Carry out day supervision of research activities
  7. Maintain plant and equipment such as boats, engines and fishing gears.

Education Qualification and Experience
Applicants must be Serving Senior Fisheries Assistants (Grade L/M9) with a minimum of four (4) years’ experience at that grade or in possession of a Diploma in Fisheries Management or Aqua-Culture obtained from a registered and accredited institutions.

 

JOB TITLE: SENIOR ASSISTANT ACCOUNTANT
Grade : J (M7)
Salary : Within the range of Government (Grade J/M7) Salary scale segment
Location : Chikwawa District Council

Duties:-
1. Supervise revenue collection for the council
2. Carry out bank transactions of all council collections
3. Consolidate monthly expenditure returns
4. Coordinate activities of the main accounts and cash office
5. Conduct development accounting transaction
6. Produce monthly reports for all Development and Revenue accounts
7. Participate in preparation of financial statements and production of year-end accounts
8. Supervise accounting staff under his/her charge
9. Any other relevant duties as may be assigned from time to time

Education Qualification and Experience:
Applicants must be serving Assistant Accountants, Non Established (NE) with a Minimum of four (4) years’ experience at that grade, and in possession of a Diploma in either Accounting, ACCA Technician, PAEC, or Business Administration majoring in Accountancy obtained from an accredited and recognised institution.

 

POST TITLE: SENIOR CLINICAL TECHNICIAN (ORTHOPAEDIC)
Grade : J/M7
Salary : Within the range of Government (Grade J/M7) Salary scale segment
Responsible to : Clinical Officer (GRADE I)
Location : Chikwawa District Council

Duties:
(a) Attending to neurosurgical cases in out-patient department.
(b) Conduct ward rounds of admitted patient to ensure patients are getting the optimum care.
(c) Treating cases according to evidence-based practices and following Standard Treatment guidelines.
(d) Performing minor procedures i.e. debridement, suturing etc.
(e) To assist clinical officers with both minor and major operations.
(f) To triage specialised cases and consult in timely manner.
(g) Taking call duties as per departmental arrangement.
(h) Ensuring proper documentation of patient’s data and keeping registers up to date to improve patient care.
(i) Ensuring timely processing of data and dissemination to all relevant stakeholders including timely submission of IMIS report to the designated supervisor.
(j) Promote culture of patient safety to prevent unnecessary medical errors occurring to patients while accessing medical care.
(k) Teach students in the department.
(l) Any other duties assigned from time to time.

Education Qualification and Experience
Applicants must be serving Clinical Technician (Orthopaedic)(Grade K/M8) with a minimum of four (4) years’ experience at that grade in local councils, and in possession of a Diploma in Clinical Medicine (Orthopaedic) obtained from accredited institutions.

EMPLOYMENT TERMS
Successful candidates must be willing to be deployed in rural areas.
